Prior to joining EI Group I served as a Senior Environmental, Health and Safety Professional for PSI, Inc, performing services in the architectural/engineering industry. Additionally, Mr. Marshall served as a Superintendent/Safety Officer for Decon Environmental & Engineering, Inc. as well as American Family Homes, Inc. I currently have over 29 years of total experience with 19 years in environmental, health, and safety consulting.
Relevant Experience
Currently performing onsite safety audits, training and safety management for Roberts and Schaefer, inclusive of all R & S sub contractors at the Brandon Shores AQCS site in Glen Burnie, MD.
Performed onsite safety audits, training, and construction safety management for Karrena International, LLC, at Virginia Dominion/Dutch Gap facility located in Chester, VA, providing daily field oversight to this chimney installation subcontractor on a new coal fired unit construction project. Length of project was approximately 8 months during the day and/or night shift to ensure 24-hour safety management in conjunction with corporate safety management and Dominion Power safety management. Responsible for multiple trades during the phases of this project.
Performed onsite safety audits, training, and construction safety management for Sterling Boiler and Mechanical, Inc, at Virginia Dominion/Dutch Gap facility located in Chester, VA, providing daily field oversight to mechanical subcontractor on a new coal fired unit construction project. Worked collaboratively with Sterling Boiler project management and Dominion Power safety management.
In 2006-2007, performed construction site safety oversight for ConStar an industrial contractor during the construction of the cogeneration facility for Dominion Power at Dutch Gap, Virginia (14 months). This project included safety management and oversight for multiple contractors and trades.
Worked as superintendent and safety manager for Decon Environmental & Engineering, Inc. (1993-2005). Responsible for compliance with all OSHA, Federal and State Construction Safety regulations for Decon employees and subcontractors on multi-employer worksites. Additionally conducted all safety talks, job hazard analysis, confined space monitoring, personal exposure monitoring, fall hazard analysis, scaffold erection and use training, compliance enforcement, and hazardous materials management and disposal.
Performed environmental/safety services for the US Army Corps of Engineers Superfund project at AVTEK Fibers in Front Royal, Virginia. His responsibilities included monitoring, and demolition for the asbestos/lead/hazmat abatement in 13 buildings including a power plant, totaling over 1.0 million square feet, situated on over 240 acres of property. Assigned to this project for approximately 14 months.
Site safety supervisor and project superintendent during the abatement/demolition of a 600,000 sq.ft. cold storage facility at Fort Lee for the Army Corps of Engineers and the Department of Defense. Project length was approximately 12 months.
Additional safety and environmental consulting services included on-going projects for Fort A.P. Hill, Ft. Lee, Ft. Heustis, Langley Air force Base, City of Richmond, VA Department of General Services, VA Department of Transportation, White House and VDOT from 1992-2005. The scope of these projects has included abatement/demolition, environmental testing, and safety compliance.
Safety Officer and site Superintendent for steam tunnel abatement at the Federal Correction Facility located in Petersburg, Virginia. Project length was approximately 14 months (1998-1999).
Performed numerous asbestos/lead and hazmat inspections and surveys throughout the State of Virginia. Representative clients include Department of General Services, The Planning Partnership, Virginia Department of Mental Health, Wal-Mart Stores, and GE Hydro to name a few.
