Estimating Manager- Nuclear

Job Description: Westinghouse is seeking an established leader to fill the position of Estimating Manager in its Nuclear Power Plants (NPP) Business Unit. The NPP Business Unit specializes in product development, systems engineering, component design, equipment manufacturing, and project management for new nuclear power plants worldwide. The Estimating Manager will be responsible for overseeing and providing direction to the entire estimating department which currently consists of five support staff members.

• Technical Experience
a. Demonstrated experience effectively leading multiple estimating efforts concurrently.
b. Extensive experience managing cost estimating personnel and processes.
c. Excellent IT software knowledge including Microsoft Suite, Timberline Precision, Timberline Modeling, ProPricer, and other similar software programs.
d. Familiarity with a variety of complex estimating concepts, practices, and procedures including conceptual estimating, cost analysis, mathematical skills, and project design scopes is preferred.
e. Knowledge of nuclear power regulations.

• Additional Requirements
a. 15+ years of overall energy-industry experience (experience concentrated in nuclear plants and estimating is preferred)

Priorities and Responsibilities:

• Manage the NPP cost estimating department, which is responsible for preparing cost estimates for new major projects.
• Coordinate estimating efforts with functional departments and construction partners.
• Present cost estimates to the management review team.
• Oversee the development and maintenance estimating department processes and procedures.
• Develop and approve estimate plans, budgets, and schedules. Prepare estimate plans for major projects.
• Provide expert guidance and reviews of all estimates and studies. Analyze estimating data and correlate to historical and industry data.
• Perform high-level confirmation of developed quantities for completeness and reasonableness.
• Review criteria for development of pricing structures and provide guidance to assure complete and reasonable pricing.
• Work with functional departments and service organization to develop service, labor, and material estimates.
• Review and incorporate bid tab information into estimates.
• Review estimate basis and assumptions for completeness and reasonableness.
• Ensure lessons learned are incorporated into estimates.
• Review, approve, and issue recommended project cost, contingency, and escalation to be presented to the management review team.
• Participate in risk reviews and discussions.
• Review the incorporation of commercial terms and conditions (tax and currency exchange, etc.).
• Review quality and integrity of estimates produced by the contracting partners and prepare check estimates.
• Work with client personnel to gain understanding of the specialized aspects of estimating methodologies.
• Develop project cash flow models.
• Provide technical and operational direction to assigned personnel and contracting partners.
• Maintain frequent contact with projects to provide technical support and guidance.

Education: Bachelor’s or Master’s degree in Engineering, Construction Management, or related technical field.
