- This position provides forecasting of utility use into the future for multi-year budgeting of University central utility accounts.
- Monitors energy consumption; makes recommendations for energy conservation and implements projects that will result in the reduction of energy use dealing with electricity, natural gas, water, coal, water treatment and water utilities in the general and auxiliary funds; and recommends or makes modifications to mechanical and electrical systems to this end.
- Reviews proposed maintenance and renovation projects for energy efficiency; provides direction and recommendations for maintenance, renovations and new construction projects relative to energy use.
- Oversees implementation of Energy Cost Saving Measures (ECM's) as proposed by Performance Contractor and approved by university.
- Is subject matter expert on all energy related issues for all campus constituents (Sustainability office, students, project managers, staff, and faculty).
- Tracks and assesses the University's greenhouse gas emissions profile, as well as other sustainability metrics that relate to utilities consumption.

Minimum Qualifications:
EDUCATION AND TRAINING
- Practical experience with the operation of mechanical equipment, lighting applications and electrical circuitry.
- Certification as Energy Manager or equivalent.
- Specific understanding of the relationship between fossil fuel use and climate change.

EXPERIENCE
- Minimum of five years experience with electrical and mechanical systems in order to have a sufficient background and understanding of these systems.
- The variety and complexity of the systems on campus requires this experience in order to make modifications that will be cost effective and will not have a negative impact on the buildings in which these modifications are implemented.
- Minimum of three years in utilities project management.

SKILLS
- Ability to use and read meters, gauges, recording devices, calculators and computers.
- Ability to write technical reports and develop data gathering schedules.
- Ability to maintain utility database.
- Ability and knowledge to work with engineering firms while planning and implementing Facilities Management projects.
- Ability to deal with individuals or groups who are involved with or who have concerns over FM implementations.
- Ability to develop management information system.
- Thorough knowledge of construction practices in retro/renovation applications obtained through demonstrated field experience.
- Thorough knowledge of Occupational Health, Safety and Environmental (OSHA) regulations, legislation, codes and standards.
- Strong negotiation and interpersonal skills.
- Strong problem solving skills.
- Ability to organize multiple priorities and to set and meet personal goals and deadlines.
- Confidence and ability to work under pressure.
- Knowledge of energy and greenhouse gas emissions reporting software and other tools, including but not limited to Portfolio Manager and the Clean Air-Cool Planet Campus Carbon Calculator.

Preferred Qualifications:
EDUCATION AND TRAINING
- BS in Engineering
- A working knowledge of environmental impacts associated with resource consumption as well as the relative impacts of energy choices.

EXPERIENCE
- Ten years experience with electrical and mechanical systems.
- Five years experience in utilities project management.
- Experience with greenhouse gas emissions inventories and reporting procedures.
