he Advanced, Renewable & Distributed Generation Technologies (AR&DGT) program is developing and implementing progressive activities that support SMUD’s Renewable Portfolio Standard (RPS) and sustainability goals. This includes a research, development and demonstration program (RD&D) with federal and state funding organizations and renewable energy procurement, management and administration activities. For several years, SMUD has been growing the percentage of retail sales supplied by eligible renewable energy resources and expects to be the only California utility to achieve the state’s 20% by 2010 RPS (Renewables Portfolio Standard) goal.
SMUD is currently seeking two Project Manager’s that will support AR&DGT’s effort to develop renewable energy technologies and to:
1) Help increase renewable energy supplies to achieve a possible target of 37% by 2020 while still maintaining a competitive, reliable and safe power delivery system. The Project Manager (Wind) position will focus on projects including renewable energy, wind, and the integration of variable renewable generation (e.g., wind, solar, hydro) and storage on the utility system.
2) Develop renewable and sustainable energy technologies to help achieve a possible 37% renewables target by 2020 and the 10% greenhouse gas target by 2050 while still maintaining a competitive, reliable and safe power delivery system. The Project Manager (Storage) will focus on projects including advanced distributed generation, innovative storage technologies, and advanced renewable energy. NOTE: This position is a two-year limited position.
We will be establishing a hire eligibility list from this recruitment at two different job levels: Project Manager I and II. The Project Manager I level is a journey-level resource responsible for managing projects of moderate complexity while the Project Manager II level is an advanced journey-level resource responsible for managing projects of advanced complexity. At the II level, incumbents may also serve in a lead capacity coordinating, motivating, and developing lower-level personnel.
SALARY RANGE:
Project Manager I: $75,948 - $94,848 Annually
Project Manager II: $88,056 - $109,132 Annually
Essential Functions
1. Serves as project manager within the AR&DGT program by coordinating activities in other units, departments and agencies which relate to and support assigned research and development (R&D) or related generation programs; defines operational requirements and identifies and assures necessary resources to produce high quality work and meet project budget and schedule; specifies the information and metrics to evaluate progress in achieving project/program goals; and ensures smooth program operations, including procurement and contract administration activities.
2. Acts as the technical expert to assigned R&D or program-related projects by evaluating incremental or new technologies for possible inclusion in established programs and/or activities; monitors and evaluates technical progress related to scheduled product or service development; analyzes the most cost-effective options to resolve technical or design problems including providing for analyses and modeling of SMUD’s energy system of supply and demand to determine the best methods and costs of integrating energy storage and distributed generation; and assesses technical feasibility, competing technologies, cost projections and commercial viability of projects based on gross market potential and estimated market penetration rates.
3. Supports the planning efforts of AR&DGT and Business Planning in developing strategies in meeting aggressive 37% by 2020 renewable energy supply (RPS and Greenergy) and 2050 greenhouse gas goals for SMUD; and assists in drafting AR&DGT reports.
4. Represents SMUD in cooperative and collaborative efforts for accelerated development and deployment of incremental or new technologies for utility power generation at local, state and national levels; establishes partnerships in joint ventures between SMUD and other utilities, governmental agencies, manufacturing firms and/or vendors; prepares RD&D proposals and manages RD&D projects; and monitors state and federal agencies to identify opportunities to form partnerships on research, development and demonstration projects that benefit SMUD, leveraging SMUD’s public goods funds.
5. Investigates and tracks technological, legislative and commercial developments pertinent to new and current generation methods, projects, activities and programs by reviewing relevant literature and maintaining contacts with SMUD staff, industry professionals, business/community partners and others; assists in monitoring and summarizing policy proceedings at the CEC and CPUC related to RPS and provides recommended actions in response to possible state policy decisions; and assists in monitoring and drafting responses to state and federal legislative proposals that affect SMUD’s renewable procurement activities.
6. Performs other duties as required
Minimum Qualifications
EXPERIENCE: At least three (3) years of progressively responsible relevant work experience that demonstrate the ability to manage projects including coordination of cooperative efforts between various groups, evaluation and resolution of policy and technical issues, performing engineering, financial and statistical analyses for technical and program projects, making formal presentations to management and technical and public officials.
At least five (5) years of same similar experience managing major and more complex projects is required at the Project Manager II level.
Additionally, progressively responsible relevant work experience in implementation and management of renewable energy or distributed generation programs or R&D programs is a plus.
EDUCATION: Bachelor’s degree in a related field such as engineering, physics, chemistry, environmental, economics or other sciences from an accredited college or university OR equivalent experience is required.
Knowledge of: Technical issues to evaluate and develop advanced renewable generation and other related project proposals; technical issues related to applicable renewable technologies including their development status, market adoption barriers, performance, and cost; public policy related to renewable energy at the local, state and national levels and the role and potential of renewable energy, storage and distributed generation in achieving renewable portfolio standards and sustainability goals; techniques and practices for resolving complex technical issues, techniques and practices related to negotiations and compromise, and safety policies, practices and procedures; procedures and practices for cost control & project scheduling, monitoring and managing projects, and time management.
Skill to: Effectively utilize a personal computer and/or computer terminal and systems and programs and use software relevant to the job, including office applications like Word, Excel and PowerPoint; communicate effectively verbally and in writing; interpret, clarify, understand and analyze verbal/written information and ideas; express and explain ideas, issues, facts, technical information, complex and/or controversial policies, regulations, procedures and/or activities clearly and concisely to individuals or groups, in a manner that is understandable taking into account the nature of the information and the level of understanding of the audience; write technical reports; develop and make oral presentations; respond to and resolve customer issues, concerns and needs; establish and maintain effective working relationships internally/externally; interact with others to influence municipal governments to adopt policies that support AR&DGT goals; gain cooperation from technical and non-technical staff, consultants and professionals from outside agencies to complete assigned tasks/projects; motivate and challenge; gather data from subject matter studies and identify relevant factors; understand the impact of the relative costs and benefits of a potential action; identify the key elements that must be modified to achieve a goal; identify, analyze and resolve problems with multiple priorities between departments internal and external to the District; to read and interpret technical documents, laws, regulations, data sources; compile and prepare technical, and/or analytical reports and presentations.
