Job Description:
Assigned to a field construction organization in a managerial capacity.
Responsible for the organization and direction of construction and
related activities of a single construction project. Primary client
contact for all project field activities. Responsible for all jobsite
activities and ensures construction operations are in compliance with
design and specifications, and that construction operations are
completed on schedule, within budget and to quality standards.

On a large project, directs the overall operation of the project through
the lead personnel of the operating sections, i.e., Construction
Engineering, Quality Control and Supervision. Provides on-site Bechtel
representation to client personnel and may influence future work.


-Cultivates a positive and supportive relationship with the Manager of
Construction, Nuclear Operations Manager and Project Managers
-Facilitates a joint meeting with the PM and Site Manager to assure a
shared understanding of the respective role and
responsibilities - Repeat with successive PMs.
-Demonstrates 2001 Leadership and practices the Bechtel Covenants
Proposal Phase:
-Coordinates the development and approval of the Construction Strategy.
i.e. Direct Hire versus CM or Joint Venture, Union versus Open Shop
-Assures the Estimate or Offer of Services includes a Construction
Execution Plan which addresses:
- The Project ES and H Plan
- Direct hire versus Subcontract Division of Responsibility
- Identification of special construction considerations such as
modularization, and pre-assemblies.
- Construction Automation Plan. i.e. Hardware, software and training
requirements.
- Project Environmental Action Plan
- Equipment Fleet Utilization (Early involvement of BEO)
- Construction Tool program
- Project Mobilization Plan
- Temporary Jobsite Facilities
- Community Relations
- Heavy Haul and Rigging Requirements
- Project QA/QC Plan
- Startup Plan
-Reviews and approves the proposed Productivity Factor and Distributable
Budgets.
-For North American projects, facilitate the Union/Open shop
determination
-For Union projects, clarifies the Labor conditions required for
successful project execution and supports the BCC President and Manager
of Labor Relations in the determination of the appropriate Labor
Agreement.
-Evaluates potential Joint Venture partners capabilities and recommends
the Joint Venture division of responsibilities.
-Identifies key construction personnel
-Approves field non-manual and Home Office budgets
-Assures the Summary level Construction schedule is integrated with
Engineering and Procurement.
-Coordinates development of a Labor survey
-Assures that the planned manpower requirements and monthly construction
progress is achievable.
-Reviews, recommends and secures MOC approval of jobsite employment
conditions.
-Participates in team estimate reviews
-Participates in management reviews
-Participates in client presentations and pre-award if required
-Approves proposed wage rates, per diems and other living allowances for
manual and non-manual employees.
Mobilization Phase:
-Assures the ES&H plan is understood by the Construction team including
new people as they are assigned to the site.
-Assures the proposal strategy is understood by the construction team.
-Reviews Contract Compliance Matrix and Project Execution Plan with
assigned Site Manager and other key field personnel assuring continuity
is maintained.
-Assures mobilization plan is in place and implemented for the following
high priority items:
- Jobsite safety and health procedures
- Environmental control plan
- Temporary facilities
- Automation hardware/software set up
- Jobsite quality procedures
- Field engineering procedures
- Community Relations
- Jobsite Security and Evacuation Plans
- Non-manual staffing plan and Organization Chart
- Construction Equipment Schedule
-Reviews the Mobilization checklist for other items with the Site
Manager.
-Assures EP deliverables support the project Construction Automation
Plan.
-Provides guidance and oversight to the Construction Coordinators and
the Constructability program.
-Reviews contract compliance matrix and project execution plan with site
manager.
-Reviews Contract and Subcontract pro forma documents, especially
special conditions, to assure consistency with the construction
execution plan.
-Assures the Project Controls Plan is in compliance with BCOI manuals
(and escalates the issue with Regional E & C and Operations Management
when it is not), especially:
- Project trend process
- Standard Code of Accounts
- Schedule Hierarchy
- Earned value
- Cost Control
- Quantity reporting
-Assures jobsite procedures/business practices are in place
-Participates in project decisions regarding temporary facilities, tools
and equipment and assures the BCOI programs are in place and the plans
are in line with the estimate.
-Assures project manual labor plan is in place:
- Staffing plan is identified
- Jobsite work rules are established
- Labor pre-job conference and markup meetings are completed
- Training plans are identified
- Labor/Management Team Building including Safety
-Assures the Field non-manual training plan is defined and approves key
personnel assignments.
-Assures the project has an active Lessons Learned Program.
Execution Phase:
-Promotes safety as a Value. In conjunction with the Power ES & H
manager, conducts dedicated jobsite safety and health audits on a
periodic basis. Personally participates in serious accident/incident
investigations
-Conduct periodic project assessments per the Construction Managers
Project Assessment Guidelines with special focus on the following:
- Assuring the Cost and Schedule processes are appropriately managed
i.e. frequency of meetings, involve the right people, and result in
appropriate actions.
- On going review of ES & H performance and the jobsite safety and
health core processes.
- Overview project schedule performance
- Overview of project costs including review of the QURR and the
cost/commitment ledger.
- Overview of the field trend program including timeliness and
appropriateness of disposition.
- Craft utilization and control
- Construction techniques and usage of tools
- Effective utilization of the heavy equipment and the plan for its
Release.
- Outage and Revamp readiness reviews and owner interface issues
- Periodic updates of the labor staffing plans
-Sponsor the constructability plan
-Provides guidance and counseling to site managers and field personnel.
-Performs Salary Planning Reviews, RFP evaluations, prepares and reviews
APS and DR documentation and represents assigned projects in reviews
with other CMs.
-Participates in resolution of major problems such as labor disputes,
manpower staffing, material delivery, and subcontract
administration.
-Supports Project Manager in client relations including interfacing with
client counterpart as appropriate.
-Participates in major management reviews and presentations
-Assures the Startup plan and the Division of Responsibility for systems
completion and commissioning is fully understood by all project
personnel.

Basic Qualifications:
-At least 10 years Construction Management Experience
-A minimum of 10 years experience in Nuclear Power
-Must have the right to work and remain in the United States
