Should I be angry when laid off if I could be rehired later?

What is the best way to lay-off a good employee if I hope to hire them back when the economy & business improves? Be fair and honest with the employee. Show your genuine concern and hope that you will be in touch soon. Offer a reasonable severance package so that they have ample time to secure work elsewhere. However, many construction employers will keep employees involved through internal consulting assignments and contract hiring until times improve.
