Should an construction employer offer a counter offer when someone resigns?

You’ve recently closed a construction executive who has accepted your offer of employment and will start in three weeks. During his resignation his current construction employer made him a tempting counteroffer. The construction executive has called you today to say that he is confused and needs some time to think. It's best to remind him that you want him to make the best choice for his family, however he should keep in mind that his previous employer is only rewarding him because he is leaving where you recognized his value. Getting a raise based on a resignation may not sit well with the employer over time, and it creates confusion next time around when the employee wants to advance himself? If he decides to accept a counteroffer you will understand, however you should state you understood that he gave you his word and commitment, and that you are not sure how that will impact your decision should he decide in the future to revisit you.
