11/2007 to 01/2009 – Project Manager
• Assisted the Virasa staff in producing a Process Design Package for a grass roots specialty chemical process / plants (approx. 400M$ per site) to be built at multiple sites overseas.
• Provide oversight as the primary Virasa contact (Project Manager) to the design engineering company and client in Taipei, Taiwan. Ensured client obligations were met, including all design, engineering, construction and HS&E issues, as required by contract.
1989 to 11/2007
Basell Polyolefins, USA, Inc., Bayport Plant
2001 to 11/2007 - North American Monomer Coordinator
• Scheduled and allocated feed stocks for deliveries via pipeline, tank trailer, and railcars into Basell’s North American plants.
• Managing the two Basell owned propylene pipeline systems.
• Assisted operations using DCS systems to monitor and maintain operating parameters and pipeline integrity within safety, regulatory, contractual and commercial requirements and to trouble-shoot upset conditions.
• Coordinated maintenance, construction, operation and HS&E activities between suppliers and plant operations during plant, equipment, pipeline or outages and/or startups.
• Provided assistance in developing and implementing scopes of work, estimates of project costs, NDE requirements, procurement, supervising site installation and hook-up/commissioning operations. Managed resources to ensure that all projects were completed safely, on schedule, and on budget from conception through implementation.
• Effectively communicated with customers, schedulers, pipeline operations, and plant operations at various functional and managerial levels.
• Set clear HES performance expectations to ensure all standards, policies, MOC and HS&E policies and procedures were followed and maintained during operations, maintenance and construction activities.
• As a secondary assignment during this period, I assisted the HS&E manager/department in all plant safety/health/emergency response/fire-water/environmental issues, which included OSHA, PSM and local / plant procedures, audits and training.
1989 to 2001 - Project Coordinator
• Managed all Capital Projects, approximately 10 million dollars per year, at the Bayport Plant.
• Interfaced with the process, mechanical and E&I engineering group on scope development and design.
• Coordinating a full time on-site contractor’s staff of 25 to 40 during normal operations and up to 200 during peak periods.
• Scheduled and coordinated all plant shutdowns.
• Managed schedule, budget, materials/equipment purchases, NDE and safety/health considerations from project conception to start-up.
• Worked with plant operations to verify the project installations met the intended goals.
1977 to 1989
Brown & Root Inc.
1981 to 1989 – Project Coordinator (At a major Petrochemical Plant)
• Managed an on-site Capital Project group that included mechanical and electrical/instrument staff (20 to 45 permanent contractors and up to 200 during major project peaks), purchasing, clerical and billing personal at a major chemical plant in Pasadena, Texas.
• Interfaced with the plants design staff from the conception of each project through process design and mechanical design through each completion.
• Responsible for estimating project costs, NDE requirements, purchasing materials, managing the budget and schedule and considering all safety/health considerations.
1977 to 1981 – Project Cost Accountant / Project Coordinator / Project Inspector (At major Chemical and Petrochemical Plants)
• Worked many projects with the following responsibilities:
o Project cost accounting.
o Budget estimation and review of completion status vs. budget.
o Project inspection including all NDE, installation inspection and all project documentation for quality control.
o Developed schedule and audited against completion.
