I've held responsible positions in every facet of Facilities Engineering, Plant and Project Management including; construction, safety, security, maintenance, operations, communications and environmental services; both at the rank and file and managerial levels. I've worked in high rise and campus style multi-building, multiple location settings, in union and non-union environments. For the past 12 years I have worked primarily in the Government contract arena. Prior to my entry into management, I was a U.S.Navy veteran, licensed Operating Engineer (at the Chief Engineer level), National Board Commissioned Boiler & Pressure Vessel Inspector of industrial and commercial establishments (in 8 States), ad-hoc instructor of college courses in a Maintenance Technologies degree program and an author of 8 books and 16 articles on Plant Operations, Facilities Management and Stationary Engineering. 2007/08 As a Mind Bank Consulting Services sub-contractor to Nortel Government Solutions, I provided Program and Asset Management expertise to CBP (Customs and Border Protection) on matters relevant to the SBI (Strategic Border Initiative) Technical Infrastructure construction efforts along the Texas border in the Laredo, Del Rio and Rio Grand Valley sectors; as well as, subject matter expertise on the TI (Technical Infrastructure) maintenance imperative along the entire southern border.
2006/07 As an Aerotek Engineering, Inc. sub-contractor to Facility Engineering Associates, I provided Facilities Management expertise and mentoring to it’s Civil Engineering staff; re: condition assessments, staffing requirements and project management monitoring and control. I also conducted condominium reserve studies and an Energy Conservation Program at Reagan International Airport.
2006 As an independent contractor, I re-engineered the Cox Communications, Inc Facilities Management support infrastructure in their Data Centers through the implementation of a Thermography–based ‘Inspection, Testing, Maintenance and Repair program, to shore up the integrity of their electrical systems and reworked their building systems service agreements
2006 As an independent contractor (acting in the capacity of Interim Facilities Director) I re-engineered the Southern Ocean County Hospital (SOCH) Facilities Management infrastructure; managed several projects including, Data Center cooling, Bulk Oxygen Tank replacement, UST and Fire Suppression system projects. I also provided consultation on the selection of a 3rd party service provider.
2004/05 As an EG&G, Inc. sub-contractor, I wrote a 450 page Capital Planning and Project Management manual and a 350 page Real Property Administrative and Management manual; as part of the U.S. Department of Commerce re-engineering of the (NOAA) National Oceanic and Atmospheric Administration Facilities Management Division.
2004 As an independent contractor, I wrote post installation maintenance agreements for MC Dean, Inc. for care and repair of the Electronic Security systems at the Library of Congress, U.S.Treasury, Ronald Reagan Building, and Secret Service locations.
2002/03 As a Hill International, Inc. sub-contractor, I had oversight of a Construction Management team for a $22 million Power Plant Expansion project, comprised of a Project Manager, Cost Estimator, Scheduler, Contracts Manager and Clerical personnel; and acted as liaison between the company and the government Project Officer at the National Institutes of Health.
2002 As The Onyx Group of Alexandria, Inc. sub-contractor, I provided Facilities Management survey expertise for the Flight Line re-capitalization process portion of the (NAS/JAX) Jacksonville Naval Air Station Redevelopment Plan.
2001 As an independent contractor, I established and implemented a Facilities Management staffing & Network Services, Inc. ISX (Internet Service Exchange) build outs in VA, NY, MA, GA and coordinated a the national effort with my counterpart on the West Coast.
1999/00 As a Kaseman Corporation sub-contractor working on the TRW Y2K Project, I identified microprocessor-based systems in 1400 Bell Atlantic Company buildings, determined remedial actions, reviewed test results and validated the mitigation processes.
Managed the operation & maintenance activities within the Central Power Plant of the CIA (Central Intelligence Agency) a 3 million square foot government owned facility. Developed employee training programs and performed a comprehensive POE (Post Occupancy Evaluation) of the physical plant.
Hardin Memorial Hospital /Director; Facilities Mgmt – (Feb 1994 – Aug 1996)
Combined 5 support services departments at Hardin Memorial Hospital / Elizabethtown, KY into a viable Facilities Management Division, successfully preparing them for the 1994 JCAHO accreditation survey. Developed an in-house construction capability to build a $4 million "Women's Pavilion "and a $3 million Laboratory expansion.
Wrote government O&M proposals, Coordinated a $60 million hospital restoration project at Provident Hospital of Cook County Illinois - through the licensing, accreditation and re-opening processes, authored 16 articles as contributing Editor of Maintenance Solutions Magazine and authored 8 books on Facilities Management related subjects.
