I have extensive experience with government and military contracts and with the construction/design industry. I have been the lead Quality Control Manager for Hunt Building Company, charged with the management of all of the Quality Control Inspectors and the entire documentation system as we built 1000 homes per year with additional community buildings and swimming pools (approximately $350 Million worth of construction annually). I took care of everything from approving submittals to coordinating the RFI process, holding weekly meetings with the owner and oversight architect, approving invoices, and managing the warranty program after completion.
On one of the many projects I was on I worked as an assistant resident engineer for a $10 Million roadway realignment project in the City of Carlsbad, I acted as the Office Engineer for the project. Some of my duties included: Assisting the Resident Engineer and the construction management team with all aspects of the work, including; managing on site inspection and materials testing firms, writing contract change orders, directing and logging submittals and RFI’s to the correct parties, communication and coordination with utility companies, adjacent businesses and home owners and completing progress pay estimates from the City to the contractor.
I have worked as a design engineer putting together plan and specification packages, a construction administrator facilitating all aspects of construction projects, a project estimator, as a manager of administration personnel inspection and materials testing staff, and a construction superintendent. I have rebuilt 5 homes over the last few years gaining intimate knowledge of residential architectural design and construction. From these positions and through many projects I have prepared bid solicitations, bid analysis and assisted in the selection and award of contracts to contractors. I have a good understanding of fee structures and practical pricing. I have the ability to negotiate fees with design and construction firms and timelines with everyone from the designer and the contractor to utility companies. I have made and checked CPM schedules. I have learned what items require submissions and have negotiated mutually acceptable time-lines for submissions and deliverables. I have verified that all necessary submissions are provided and reviewed for contract compliance in a timely manner. I have a good understanding of the mitigation of change orders and of changes in scope of work and produced the necessary documents solidifying these changes. I have completed progress payments and written authorizations for payments of completed work. I have developed and maintained good working relationships and assisted with communication and conflict resolution between everyone on projects with all of the involved parties including the project owner, government agencies, designers, contractors, sub contractors, inspection personnel, utility companies, and involved residential and business owners.

March 2008 – February 2009 Hunt Building Company (San Diego, CA)
Duties Performed: Mr. Wagoner formed and managed the Quality Control program, including all paperwork (i.e. RFI’s, submittals, warranty calls, invoices, schedules, etc.) and was the direct supervisor of the field quality control inspectors. Hunt Building builds approximately 1000 homes per year and additional community buildings and facilities in which Mr. Wagoner was an integral part of the building process. He coordinated with the design firms that designed the projects to question and verify all discrepancies, he met weekly with oversight architects and Lincoln Property Management to whom the homes go and are managed by for the government after their construction and acceptance and he continually stayed up to date via his field inspectors as to the goings on and any questions or issues in the field.
September 2006 – April 2007 Allen Engineering Contractor Inc. (San Diego, CA)
Duties Performed: Mr. Wagoner acted as a superintendent for this A-8 Contractor which does 100% of its work for the Federal Government on Base Installations. They perform everything from complete building renovations to exterior civil work to more specialized component installations. The company has a complete paint crew, 2 electrical crews, carpenters, drywallers, framers, plumbers, operators, equipment and many general laborers. Mr. Wagoner acted as the liaison between the Military client, the end user of the building, our companies in house design/project management staff, and the employees, 50% of which are in house labor and 50% are subcontracted companies and employees. He managed the construction planning, scheduling of labor and equipment, materials selection and purchase, and acted as the overseer of the quality control and the general workforce. He also documented everything per the governmental requirements on a daily basis.
March 2004 – February 2005 Southern California Soil & Testing (San Diego, CA)
Duties Performed: Mr. Wagoner performed various forms of construction inspection on municipal and large residential and commercial development sites. He inspected everything from the on site utilities and there connections in the public right-of-way, to the concrete placement and the final building envelope waterproofing from below ground to final roofing. Mr. Wagoner was the project engineer for many of these projects and at times managed 6 – 8 inspectors working for him on different sites. Mr. Wagoner also assisted with business development, client relations, office administration management, and materials testing.

Design Experience:
• Design Engineer for the San Roque School owned by Peter and Stephanie Sperling in Santa Barbara, CA–Mr. Wagoner designed various pieces of the school property including the center courtyard, parking areas, sidewalks, driveways, and the secure gates and fencing. Mr. Wagoner coordinated with the project building architect, landscape architect, and local utility companies. Mr. Wagoner also inspected the work in the field and assisted with field engineering for necessary modifications.
• Project Engineer for the Carpinteria Avenue Improvements Project (Phase II) for the City of Carpinteria–Mr. Wagoner assisted with the design phase of this project, he was then an integral part of the Construction Management team and the on site construction inspector throughout the project. He was the liaison between the agency, the civil and architectural designers, the contractor, the utility companies, the surveyors and materials testers, the residents and the local business owners. He performed the field inspection for the project which involved complete reconstruction of sidewalks, driveways, curb and gutter, decorative street lighting and furnishings, landscaping and irrigation and detailing on Carpinteria Avenue from right-of-way to right-of-way between Cactus Lane and Palm Avenue. In addition, Mr. Wagoner performed much of the construction contract administration and completed the required paperwork necessary for closing out this project.
• Design Engineer for the Oak Creek Ranch Retaining Walls in Montecito, CA–Mr. Wagoner was involved in the design and inspection of various cantilevered reinforced concrete retaining walls and gabion walls for this new 10-lot, multi-million dollar private development project in the foothills of Montecito. Mr. Wagoner designed the footing-supported retaining walls using RetainPro and the gabion walls using proprietary software from Maccaferri. As part of this project, Mr. Wagoner also was involved with the construction engineering/inspection and materials sampling for the gabion walls and the single-span reinforced concrete slab bridge which spans over the creek. The concrete bridge and retaining wall structures were designed and constructed according to Caltrans Standard Specifications.
• Design Engineer/Assistant Project Manager for the residence and polo field of Pat Nesbitt and Carpinteria Valley Farms –Mr. Wagoner assisted with the project management of this project and performed some of the design engineering including the design of both large and small retaining walls, storm drain, grading and a water system.
• Design Engineer for the McMurray Road Improvements Project for the City of Buellton–Mr. Wagoner produced the Plans, Specifications and Estimate (PS&E) package for the reconstruction of this local roadway in the industrial area of Buellton. The project involved new sidewalks, curb & gutter, ADA Access ramps and slope grading as well as AC grinding the entire road and overlay of the street using rubberized asphalt concrete. Mr. Wagoner was responsible to identify the existing conditions, perform utility coordination, design of grading and the new street plan for this project.
• Project Engineer/Construction Inspector for the Carpinteria Avenue Improvements Project (Phase I) for the City of Carpinteria–Mr. Wagoner assisted with calculating quantity estimates and maintaining communications and coordination with the utilities and designers during the design phase of this project. Mr. Wagoner also performed the field inspection for the project, which involved complete reconstruction of sidewalks, driveways, curb and gutter, storm drain and specific drainage facilities, streetlights and appurtenances, electrical facilities and appurtenances, landscaping and irrigation, street furnishings and detailing on Carpinteria Avenue. In addition, Mr. Wagoner performed much of the construction contract administration and completed the required paperwork necessary for closing out this project. The value of the construction and services rendered for this project was approximately $1 million.
Construction Management / Inspection Experience:
• Office Engineer/Construction Inspector for the Rancho Santa Fe Roadway Widening Project built for the City of Carlsbad, CA.-Mr. Wagoner acted as the Office Engineer and sometimes performed construction inspection on this project. He assisted the Resident Engineer and the construction management team with all aspects of the work, including; managing on site inspection and materials testing firms, writing contract change orders, directing and logging submittals and RFI’s to the correct parties and completing progress pay estimates. The value of this project was approximately $10 Million.
• Assistant Resident Engineer/Structure Representative for the Calle Real Bridge Reconstruction Project for Santa Barbara County Public Works/Construction-¬Mr. Wagoner was the construction inspector and assistant to the R.E. and Structure Representative for this project. He inspected all aspects of the work including both civil and structure inspection. He assisted with everything from falsework design checks to final bridge finish work. Mr. Wagoner inspected all of the roadway work including roadway re-construction and concrete curb, gutter and sidewalks, utility placement, traffic signal work and landscaping. The total construction cost of this project was approximately $1.5 Million.
• Construction Inspector for the Carrillo Street Signalization Improvements Project for the City of Santa Barbara-¬Mr. Wagoner was the construction inspector for this project inspecting all aspects of the work including concrete sidewalk/curb and access ramps placement, asphalt concrete grinding, paving, and all of the signalization work from horizontal drilling and placement of conduits, pulling wires, moving and building signal framework to detector loop placement. He attended weekly meetings with City and Caltrans staff, the design engineers and the contractor. Mr. Wagoner inspected and directed necessary changes in traffic control as well. This was a high intensity traffic control job due to its location with two intersections of a major city arterial and state Highway 101; coupled with the fact that most of the work was performed at night. The total cost of this project was approximately $400,000.
• Construction Manager for the Carpinteria FY 99/00 Paving Project for the City of Carpinteria–Mr. Wagoner was the primary construction manager for the project coordinating communications between the agency, the designers, the contractor, the construction inspector, the utility companies and local residence and business owners. This project consisted of grinding, overlaying both with conventional and rubberized asphalt concrete, digging out and reconstructing some areas of roadway, widening the roadway on Ogan Avenue, replacing curb and gutter, and replacing roadway striping and intersection traffic signal loops. The total cost of this project was approximately $600,000.
• Construction Inspector for the Calabasas Highlands Drainage Project¬ for the City of Calabasas–Mr. Wagoner performed construction inspection for this project. The work included inspecting the placement of erosion protecting gabions, grading, storm drain RCP and structure placement, removal and replacement of deficient pavement sections, and finally AC grinding and overlay of the existing streets.
• Construction Inspector for the Construction Modifications on Route 101/Brisco Road–Mr. Wagoner performed construction inspection duties within the Caltrans Right of Way for the modifications of Highway 101 on and off ramps at Brisco Road and Halcyon Road. The work included inspection of the removal and replacement of unsuitable soil, placement of base, redwood headers, asphalt concrete paving, and striping. Mr. Wagoner also inspected the installation of traffic signals, including pole hardware, detector loop placement, conduit/wire placement and the wiring of the signals.
• Project Engineer/Construction Inspector for the Central Avenue Improvements Project for the City of Buellton–Mr. Wagoner performed construction inspection duties for this residential street reconstruction project. The work included complete removal and reconstruction of the roadway, utility relocation, new storm drain construction, and construction of new sidewalk, curb and gutter. Mr. Wagoner reviewed the project plans and specifications, coordinated with utilities, prepared construction schedules and met with local area merchants and residents. Additionally, he assisted the resident engineer in the review of progress payments and preparation of the engineer’s monthly estimate. The value of the construction on this project is approximately $750,000.
• Project Engineer/Construction Inspector for the Old Town Calabasas Improvements Project for the City of Calabasas–Mr. Wagoner reviewed the project plans and specifications, coordinated with various utility agencies, prepared construction schedules and met with local area merchants and residents. Mr. Wagoner performed field inspection, coordinated utility relocation/placement, assured that the Contractor was in compliance with the EDA contract requirements and verified that construction was to the standards outlined in the plans and specifications. The value of the construction on this project was approximately $2.0 million.
