Gray and Osborne employed me as a Resident Inspector, performing the duties out lined, on the Civic Drive Project in Dupont, Washington ($1.8 million project) which was the construction of Civic Drive and its associated utilities and the 256 Street SE & 156 Ave SE Project in Covington, Washington ($10.4 million project), which was the construction of a roundabout, street improvements, placing all utilities underground and up grading the water, sewer and storm systems.
When I was employed by ECI, I was assigned to our sister company, B&H Engineering and worked as Owner Representative/Construction Management/QC on Pump Station No. 7 Project for Kitsap County ($1.8 million project) and the construction of the new Administration Building and Vehicle Storage Building a $5.6 million project for Cedar River Water and Sewer District.
I graduated form the University of Miami with as Bachelor’s degree in Geology and Economics and a minor in Math. My degree is a Bachelor of Arts, because of my major in Economics.
I am a licensed Geologist and Engineering Geologist with the State of Washington and I have prepared sediment control plans and environmental evaluations and designed footing, foundations and retaining walls.
As a Project Manager/Site Engineer/owners Representative/Resident Inspector, I interfaced with engineers and other technical discipline. My experience has also taught me to have a positive attitude and reach goals and objective in a fair and equable manner.

Engineering Geology/Environmental
I did the research, evaluated data and wrote many soils and Geotechnical reports for site development in Snohomish, King and Pierce counties. These reports included soils bearing capacities, foundation design criteria, slope stability, erosion control and surface water mitigation. When working on the East Coast, I prepared twelve land use reports for commercial and residential development of tracks of land over 150 acres. The reports covered the same subjects as a Geotechnical report, however went into greater detail concerning ground and surface water conditions and sewage disposal. In addition, I wrote portions of two Environmental Impact Statements, One of the EIS was concerned about the subsurface disposal of slag from an aluminum plant and the other was for a landfill. Some of the more notable projects he has worked on are: field designing Vertical Support Member (VSM) on the Trans Alaska pipeline and sub surface investigation for two ten mile sections of the West Virginia Turnpike, of the I-95/I-70 Interchange in Baltimore and of the I- 95 Southern tunnel entrance for the harbor tunnel in Baltimore.
Economist/Financial Analyst
I have an in depth experience in preparing construction an operational budgets. I was responsible for doing researching in to the cost and time required for installation for the budget items and did the forecasting of escalating of these costs over time and preformed the analysis of the actual costs verses the budgets’ costs. In addition I was responsible for preparing economic and financial analysis of proposed projects for Executive Management and the Marketing Team.
Construction Materials Testing
I am a certified by Washington Association of Building Officials (WABO) as a Supervising Lab Technician and hold a certified from American Concrete Institute (ACI) Concrete Strength Testing Technician. I with an extensive knowledge of the building codes, testing procedures as proscribed by ASTM, ACI, A2LA, WSDOT and AASHTO. My duties were train the lab personnel in doing the individual tests required, maintain lab accreditation and records, perform maintenance and calibration of the lab equipment at required intervals, supervise all work done in the lab, oversee all qualification testing in the lab, and review all reports generated by the lab.
