Reengineered an existing Facilities Management organization in support of Boeing’s $30B Integrated Defense Systems (IDS) business across four sites. Managed a $16M annual operating budget.
Managed operations and all facility-related matters in a transparent manner, ensuring customers could carry out their business tasks without experiencing any downtime. Upgraded staff and level of services, implementing a ‘customer first’ focus. Department responsibilities included: capital project planning and execution, building services help desk; short / long range space planning and managing to US Government Defense Contract Audit Agency’s (DCAA’s) standards; project management; housekeeping; new construction and renovations; fleet management; mailroom operations; physical plant/equipment life cycle maintenance and preventive maintenance; IT infrastructure planning; safety, health and environmental oversight. • Personally managed high profile / high visibility and time sensitive projects for Boeing’s IDS CEO / President. Orchestrated the design and construction of a 22,000sf executive floor for IDS’s Washington, DC $30B business headquarters. Renovations included new data centers with supporting environmental systems for a 24/7 operation. Also managed the programming, design and construction of a 7,000sf Executive Briefing Center with multiple break-out teleconference rooms, a conference room for classified discussions, a 35 seat tiered briefing room, catering kitchen, reception, lounge, administrative support areas and highly specialized classified suites (SCIFs to TEMPEST standard) requiring government certification upon completion. Execution liaison between the customer (Department of Homeland Security ) and the prime contractor for a $10B project integrating biometric and photometric technology at US land borders, airports and seaports to record immigrant entries and exits. Advised customer about project management processes and airport politics that would ensure timely completion of project milestones.
Goal was to secure U.S. borders and enhance the integrity of the immigration system while respecting the privacy of visitors. Liaised between prime contractor and program entities. Advisory role on processes / procedures, issues / risks, design reviews, and execution schedule integration across Integrated Product / Process Teams (IPTs). Involved a high level of customer interaction on a daily basis.

• Collaborated on Raytheon’s Perimeter Intrusion Detection System proposal (consisting of long and short range cameras, radars, fence sensors all networked into Command and Control Centers) for The Port Authority of New York and New Jersey (PANYNJ) airports (LaGuardia, JFK, Newark, and Teterboro). Influenced team’s infrastructure design proposal and value engineering efforts. During capture activities, conducted design review meetings and value engineered the proposal. Advised Boeing program team on how best to work with airport stakeholders (Departments of Aviation (DOAs) and airlines) for their newly won TSA Airport Security contract worth $1.2B.
Developed a design phase process for all program project managers and subcontracted architectural and engineering firms to ensure continual communications with the TSA customer and stakeholders resulting in timely delivery of design phase review documents. Led a staff of 6 Systems Engineers responsible for developing site survey reports, final site reports, sub-contractor contract updates and as-built drawing accuracy for 429 airports throughout the US, Guam, Saipan, Puerto Rico, Canada and Mexico.

• Developed and published processes for the design phase which standardized and expedited operations project-wide, including collaborative incremental design reviews and customer/stakeholder sign-off at the culmination of each design phase prior to advancing to the next phase. Costly and time consuming redesigns were minimized since consensus was obtained along the way.
• Provided insights into political climate between DOA and tenant airlines to ensure customer’s success throughout design / deployment efforts. Advised on building permitting processes in order to expedite reviews and ensure schedule integrity.
• Removed roadblocks when City / County Building Permit departments were not being responsive. Enlisted the help of personally cultivated Building Permitting and Board Commissioner contacts in order to escalate the reviews.

Responded to Facility Work Requests initiated by Northwest’s Station, Aircraft and Ground Equipment, and Cargo leaders (managers, directors, VPs) to ensure the continued operation of the station without negatively impacting flight arrivals and/or departures. Served as Northwest Airline’s Facilities and Airport Affairs Representative on East coast airport technical committees, reviewing and approving capital improvement projects initiated by each airport’s DOA.

• Retrofitted all NWA airport sites, system-wide, with infrastructure upgrades (electrical, cabling and fiber optics) to accommodate evolution to e-ticketing. Complex, system-wide infrastructure upgrades were accomplished over an 18 month period, establishing NWA as the first airline to offer electronic ticketing, and giving NWA a technological edge that made flying easier for the public, which translated into revenue growth for the airline.
• Represented NWA on Airline Technical Committees, for DOA initiated capital projects at major U.S. airports. Individual DOA capital budgets up to $1.2B; NWA project budgets up to $38M.
• Enabled NWA to capitalize on lucrative Asia/New York City (JFK) cargo market by designing a $38M state-of-the-art cargo facility in a record 5 months with 18 months for construction. Personal attention to outreach efforts with PANYNJ and all stakeholders achieved this unprecedented schedule. Developed the project’s complex phasing activities that allowed existing operations to continue while 2 new structures were constructed on the same footprint of the existing facilities all the while 2- 747 aircraft arrived each night with cargo from Asia.
• Diverted negative media coverage of NWA’s Unaccompanied Minor Program by taking presumptive action by designing and constructing a model children's lounge in 15 days and developing a nationwide facility standard for safety and security of travel by Unaccompanied Minors.
