SIGNIFICANT EXPERIENCE:
Fluor Daniel Global Services-Jamaica (10/2007/-4/2009)
Construction Manager for the Alcoa RDA 5 uplift project.
Assisted in the front end loading, estimating, costs, scheduling, constructability, equipment and manpower loading. Managing local contractors and Fluor supervisors for the RDA 5 uplift project with over 2 million cubic yards of soils plus a containment system with a geomembrane liner and impermeable clay liner and other associated activities. Also resolved design issues, developed design sketches and methods for achieving milestones, cost savings and a reduced schedule. Also oversaw field engineering. Work under my supervision was completed with only (2) minor first aids, ahead of schedule and within budget.

Fluor Federal Services-FEMP-Cincinnati, OH (6/2002-12/2006)
Construction Manager for the OSDF (On-Site Disposal Facility) Phase IV, and surrounding areas.
Managing 230+ union craft people along with, supervisors, foremen, 160+ pieces of heavy equipment, and three sub contractors. Work included excavation and placement of 1,250,000cy of low-level radioactive waste, demolition of buildings, structures, foundations, and utilities, and constructing (eight) clay/geosynthetic liners and caps covering 90 acres. Details of this work include mass excavation and embankment, placement of a three-foot clay liner, two layers of geosynthetic liner, two drainage layers, a double leak detection piping system, three layers of geotextile, and a one-foot protective layer. OSDF- when placement of low radioactive materials was completed it was capped. This includes site preparation, contouring layer, impermeable clay cap, geosynthetic cap, drainage layer, biointrusion barrier with choke stone, filter layer, vegetative cover, top soil, seeding, and erosion mat. Also excavated high level radioactive and hazardous waste for off site disposal. Removed/rebuilt access roads, parking areas and installed drainage, and erosion controls for site restoration, and the installation of OSDF valve houses. Taught daily the ISM safety culture, training, set safety standards, and protocols for site. All work was completed ahead of difficult schedule with an exceptional safety record. Had a production burn rate of $500,000 a day under my supervision.
Petro Environmental Technologies-Macomb, MI (1/2001-6/2002)
Project Manager (Former South Macomb Disposal Authority Landfill Site 9&9A)
Worked on the design, construction and repair of a 160-acre low permeable clay cap importing 250,000 cubic yards of material, plus the installation of a groundwater and leachate collection system and treatment facility.

Project Manager (Former Reilly Tar and Chemical Plant ,RCRA Closure)
Project operations included the excavation, transportation and disposal of hazardous waste, installation of a groundwater collection and treatment system, and the construction of a four-acre low permeability clay and geosynthetic cap. Responsibilities included; project staffing and supervising, site health and safety, scheduling, change order management, and submittals.
Petro Environmental Technologies-Piketon, OH (3/2000-6/2000)
Area Manager (DOE X-734 Landfill Closure, Portsmouth Gaseous Diffusion Plant)
Oversaw the construction of a 13-acre RCRA cap. Project operations involved; importing 90,000 cubic yards of clay and vegetative fill, installation of a synthetic liner system, installation of a slurry wall, construction of riprap channels, maintenance of E & S devices, and the control and management of paved and unpaved roads. Supervised union forces and all lower tier subcontractors. Took an active role in enforcing Petro Environmental’s safe work plan in accordance with principles of Integrated Safety Management System.
Served as Petro Environmental’s Area Manager for the SWU/OSDF Phase II contract. Primarily responsible for the daily operations associated with the scheduling and placement of low-level radioactive waste in the OSDF and played an essential role in meeting project milestones, interfaced with Petro and Fluor management on a daily basis regarding safety and health, radiological and schedule issues. Took an active role in promoting the principles of ISMS. Assisted in the construction of Cell 3. All work under my direct supervision (1999) was performed without a safety incident.
Kokosing General Contractors- Frederickstown, OHIO (January 1990 to December 1997)
Served as a Superintendent/Foreman for Kokosing General Contractors. Responsible for scheduling and supervising union forces on site development, heavy highway and road construction, airport runways, and power plant projects. Experience was primarily in mass earthwork, concrete, underground utilities, and asphalt projects. In addition, supervised the construction of a landfill cap at the Gavin Power Plant along with the underground utilities for a coal fired scrubber system.
