As the contracts/module manager for the Chevron VRSH Project in Pascagoula, MS I am in charge of all subcontracts for the module work for this project to include pre-qualification of vendors, making site visits, submitting RFQ, reviewing bid packages, negotiations, issuing subcontracts and monitoring the work as it is being performed. Project is estimated at $1.6 billion and is a pilot program for Chevron.

I was on a contract to negotiate and get subcontracts in place for the construction of compressor, booster and meter stations for a natural gas pipeline approximately 271 miles long, of which the first approximately 105 miles will be 42-inches in diameter pipe with the remaining portion being 36-inches in diameter, from the Delhi, Madison Parish, Louisiana area to the Coden, Mobile County, Alabama area (“Projectâ€). Provided compliance oversight in support of the Fluor FEMA project for relief of victims of Hurricane Katrina/Hurricane Rita in Louisiana. The Fluor Katrina mission consisted of the statewide design-build construction of approx. 90,000 temporary housing units in planned communities, industrial sites and private locations throughout 52 of 64 LA Parishes. Compliance section was tasked with ensuring that all applicable FAR and DFAR contractual, procurement and Government Property requirements were met. Specific duties included the compliance review (100%) of fixed price, cost reimbursable and time and material contracts with 1st tier subcontractors and vendors. Also tasked with facilitating efforts to provide Fluor/TRS Katrina-project related personnel with mandatory compliance training including introduction to Government contracting, Government Property, time sheets, expense reports and work authorization documents. Additionally assigned with the review of all applicable BOA’s, RFP’s, RFQ’s, Task Orders, contract modification and purchase orders and related releases for all competitively bid, fixed price greater than $500K, sole source over 25K, cost reimbursement, T&M, and letter contracts. Provided oversight of compliance issues in regards to the posting of all RFP’s and attendance of pre-bid and RFP “kick-off†meetings. Managed all lease agreements for staging depots, material disbursement facilities, living quarters and administrative and production offices.

As the Theatre PMP (Procurement (Purchasing & Contracts), Material & Property) Coordinator for the Restore Iraqi Oil (RIO Project) and Procurement Chief of Staff, my responsibility was to oversee all procurement activities to include Subcontracts, Purchasing, Traffic, Expediting, Document Control and Warehousing & Materials and personnel activities in Jordan, Turkey, Iraq, Kuwait and Dubai (United Arab Emirates). Worked directly with the PMP Manager in all aspects of management and PMP operations. Attended meetings with the Corps of Engineers to keep them updated on all activities and expenditures. Traveled to the different theatre areas of responsibility for internal audits, making sure government procedures and KBR policies are being followed.
Held the position of Purchasing Manager, Subcontracts Manager and Procurement Manager prior to being promoted to Theatre PMP Coordinator. The scope of work for this project was to repair or replace all damages to the pipelines, off shore platforms and refineries throughout the country of Iraq and start the production of the oil flow again due to the damages created during the crisis in Iraq. VRSH Project is to build an experimental process unit based on proprietary technology at Chevron’s Pascagoula Refinery. This work included but not limited to: all associated business discussions, technology development, planning and execution of the project. Within this context, the VRSH Project will develop the technology, design, construct, and operate a hydro processing facility of sufficient scale to test and establish the commercial viability of VRSH Technology. When completed Chevron will explore the operating range for effective resid conversion, which is representative of very difficult feed stocks expected for full commercial scale projects.
Southeastern Supply Header (SESH) Project
300 Mile pipeline from Delhi, Louisiana to Coden (Mobile), Alabama, where 170 miles was 42†pipe and last 180 miles was 36â€, and 10 meter/compressor sites.
Kellogg Brown & Root (Restore Iraqi Oil – Kuwait/Iraq) (2 Billion Dollar Project)
This project consisted of reconstruction of the Iraqi oil system to include refineries, pipelines and platforms. Our primary scope was repairing “everything†that had been destroyed by the coalition drive through Iraq to start the oil flowing again throughout Iraq. We replaced damaged 60†pipe throughout a 1200 mile range only to have it blown up again by insurgents and replaced again. We replaced or repaired everything within the refineries. There was no specific scope. Go in and repair/fix. There were purchase orders for over $50 million for special valves from Italy just to name a few of the items. I started out as the purchasing manager, moved into the subcontracts manager where there were Subcontracts from $20,000 to $25 million. As the Procurement Manager/Chief of Staff for Procurement where I was in charge of warehousing, inventory control, expediting and approved all account payable invoices, along with making trips to the various portions of the project to conduct audits. The project started in Basra, Iraq and ended at the Syrian border. We worked out of Kuwait, Basra, Baghdad, Kirkuk and Erbil. I had anywhere from 250-500 personnel under our management.
