CAREER SUMMARY
An experienced, construction management professional, with a record of more than 25 years of proven accomplishment on a wide variety of construction projects. In possession of LEED AP credentials and a thorough knowledge of contract law, government procurement regulations and CPM scheduling.

MAJOR ACCOMPLISHMENTS
• Provided consulting services to the Navy that resulted in the completion of two “High Profile†projects, on time - after the contractors involved claimed for government caused delays and associated added costs.
• Provided scheduling, cost analysis and negotiated a dispute resolution for the General Services Administration resulting in an equitable adjustment in the contract for time and money; avoiding litigation.
• Accelerated the completion of a 400,000 ft.² High School and Vocational Technical School facility – completing the project approximately five months ahead of schedule without appreciable added costs.
• Formulated a completion plan for 12 miles of the WMATA Metro Rail System, Phase II (Blue Line) from National Airport to Stadium Armory) for passenger service, with a forecasted completion date 16 months out.
• Successfully coordinated and scheduled the installation of the 8 Systemwide contracts with the 43 ongoing structural and finish contracts involved, to complete the WMATA, Phase II on time.
• Qualified as an expert witness in the fields of costing and scheduling before the Air Force Contract Appeals Board and in arbitration proceedings.
• Successfully prosecuted a claim in front of the District of Columbia Contract Appeals Board, without benefit of counsel.
• Developed, prosecuted and successfully negotiated a $990,000 settlement for a wrap up claim with WMATA, involving a one year project delay and $.5 million of ordered extra work.
• Consistently delivered profitable projects.
