• Position is responsible for overseeing and managing the daily operations of the Purchasing Department, directly accountable for the purchasing functions of approximately 700 homes per year in the Northern Virginia and Baltimore-Annapolis suburbs. Includes directly managing three Purchasing Managers, two Option Representatives, and one Purchasing Administrative Assistant.
• Additional responsibilities include managing community set-up in our front-end sales program, Sales Builder. This program is used in the sales offices for creating New Home Purchase Agreements and managing customer selections. Position is also responsible for managing and facilitating the on going training program for all Sales Managers and Sales Assistants in the use of the front-end sales program. Includes regular classroom training for new-hires, the creation and maintenance of a program training syllabus, and new product, community and product specification training.
Additional duties and responsibilities of the Purchasing Manager II:
• Manage the recruitment and selection of vendors, subcontractors and suppliers for all areas of home building. Ensure a reputation of integrity, honesty and quality while building strong lasting relationships to help maximize stability and strength. Duties include analyzing and awarding work based on quality, pricing, and safety criteria.
• Responsible for ensuring vendor performance and disputes are settled fairly through company Performance Management Process.
• Manage the creation, review and approval of budgets for all new product, community costs and non-standard option requests as per company and audit requirements. Also includes analyzing field variance reports, start to settle profit calculations and the quarterly hard-cost increases and decreases report.
• Create Area Cost, Hard Cost and Lot Finishing budgets during feasibility studies for Land and lot Acquisitions.
• Analyzes subcontractor or vendor proposals for all new products or material and determines contract terms and conditions and ensures pricing agreements capture all aspects of written or implied scopes of work. Includes creation and regular updates to written scopes of work and specifications.
• Researches the market for new and innovative products used in residential construction through local vendors, industry publications, trade shows and competitive reviews. Includes working with residential designers, architects and model home decorators to ensure smart product selection, styles, technology and purchasing trends based on market demands.
• Authorized to hire and manage the performance of department employees. Position includes staffing decisions, balancing and managing employee work loads and assigning special projects, as well as, career coaching, and strong overall leadership for department.

Responsible for the maintenance and negotiation of purchasing agreements for 75 to 100 homes per year. Position was also responsible for all aspects of settlement coordination, permit processing, and marketing administration.
