Human Resources Manager-Caribbean, Central and South America (2007 – 2009)
Responsible for management of all human resource functions including compensation, performance and talent management for all projects in Latin America.
• Designed and managed the recruitment strategy for $6.5 billion of ongoing projects in Latin America resulting in the hiring of over 3,000 direct hires in Latin America, as well as North America, Middle East and Asia.
• Established a Latin American database of approximately 10,000 craft and professional recruits in Argentina, Chile, Peru, Venezuela, Panama and Colombia resulting in successful staffing and execution of projects throughout the continent.
• Established contacts with major universities known for their engineering programs in Argentina, Colombia and Venezuela, providing access to university databases of current and former students. ensuring recruitment of qualified professional engineers
• Designed and established an internship program in Venezuela with the Universidad Central de Venezuela and the Universidad Metropolitana de Venezuela resulting in the identification and training of engineering and management candidates filling required positions and providing candidates for the corporate training program.
• Managed labor relations in Latin America resulting in successfully negotiating a labor agreement in Chile of 800 craft workers without lost work time or work stoppage.
Human Resources Manager – Cartagena, Colombia (2008)
Responsible for managing public affairs, recruitment, training and labor relations strategy for $4.5 billion Refinery Expansion reporting directly to the Country Manager. This expansion is to double the current production and will establish the largest refinery in Colombia, creating the ability to service North and Central American markets.
• Developed project execution model for the identification, training, development and management of direct labor to ensure the successful completion of the 5,000 man project without staffing or labor issues.
• Conducted area labor market analysis identifying potential labor issues resulting in effective manpower planning. Areas analyzed included available manpower, on-going projects from area companies, new projects, local political issues, union issues and client political implications.
• Teamed with client corporate public affairs officer to establish and improve relationships with local industrial union, government, and community leaders creating familiarization with company and establishing a reputation as the contractor of choice.
• Communicated via project announcements and status presentations to media organizations and community leaders ensuring community support for the project and company
• Designed the recruitment strategy for craft and professional staffing utilizing the Colombian training organization that resides in the Labor Department, SENA, to recruit and train craft workers for the project. Under this strategy, SENA provided data bases to identify available past students and current workers resulting in local community involvement and fulfillment of staffing requirements.
• Designed training and development programs utilizing the NCCER training modules to identify the level of skill and further develop craft workers to ensure quality labor requirements were fulfilled. Program proved so successful that SENA will model and implement it within their organization.
• Teamed with SENA and client company to utilize SENA’s training facilities to recruit and train personnel for project needs resulting in utilization of equipment, facilities and advertising without cost to company.
CHICAGO BRIDGE AND IRON – Sabine Pass, Texas 2006 – 2007
Industrial Relations/Human Resources Manager
Responsible for all project Human Resources functions including public affairs, industrial relations, payroll, administration, technology, and training for $1.1 billion LNG facility in Sabine Pass, Texas.
• Teamed with client representative to establish and nurture relationships with minority organizations, local government and industrial trades creating a presence as a local contractor and contractor of choice.
• Teamed with client representative to identify and establish relationships with minority contractors, small businesses and minority business enterprises ensuring compliance with tax abatement requirements.
• Identified property, negotiated contract and designed the recruitment training facility resulting in local support and operational efficiency..
• Designed and managed the recruitment strategy resulting in hiring in excess of 700 direct craft workers meeting EEO, and labor relations requirements.
• Established community project for abused and abandoned children, securing a home and future funding from the City of Port Arthur, Texas and providing labor and construction supplies from company employees to remodel home, Project resulted in providing solid community relations for the company and improved employee morale.
• Designed and coordinated program focused on Affirmative Action ensuring project staffing reflected the local demographics and exceeded tax abatement requirements.
• Nominated by county judge to be member of labor relations committee of the county ensuring recognition for the company in the community and opportunity to obtain pertinent community information.
• Established relationships with Chamber of Commerce and local businesses resulting in the identification of qualified business resources as suppliers and ensured effective community relations.
• Developed summer internship program for Sabine Pass High School students interested in careers in the construction Industry, promoting community relations and future industry staffing.
