SUMMARY
Mr. Yeo has gained over 29 years of professional experience in both Public Work and Privately owned construction. His experience is in both building projects and civil/utility projects. Mr. Yeo's is an expert in Program Management with a specialty in project controls - estimating and scheduling; his experience includes the over all management of construction projects from planning and design to closeout. Mr. Yeo's management approach for each endeavor is simple: plan and execute.
This expertise in construction project controls brings a unique understanding of the management of the construction process allowing him to see the whole picture from the planning, scheduling and estimating to the final closeout of the Project. This vision helps avoid pitfalls early so the do not affect the success of the project. This vision also provides a basis for monitoring the project during the entire construction process. He has recently joined the Long Beach City College Bond Management Team as the Senior Estimator and Scheduler for their $600 Million Dollar Capital Bond Project.
Mr. Yeo also shares his expertise through teaching and presenting at seminars on various aspects of estimating, scheduling and control of construction projects.
Mr. Yeo's expertise is in the management of all types of civil and facility projects. He lead a team of over 25 construction professionals in the planning, estimating, scheduling, design and construction of over $900 million dollars in civil and utility projects. These projects include street and roadway projects; high voltage infrastructure; bus stop renovations; and landscape projects. He brings over 10 years of civil experience with clients that include Federal, State, County, Long Beach Community College District, Coast Community College District, OCTA, MTA and many other government agencies. His also has extensive building construction experience and has managed the construction of several high profile projects including the Taft Federal Prison; the College of Business Building at Cal Poly, SLO; Public Safety Buildings; senior centers; airport terminals; sports complexes; and parking structures. $100 Million Dollar Construction project of Terminal C at John Wayne Airport. Responsible for all Project Controls including scheduling, change order estimating, document control, claims and change orders.
Provided all aspects of project control services, specializing in program scheduling, estimating, and document control for the Long Beach City College District $600 Million Dollar Bond Program.
Scheduling - Provided complete program scheduling services for the $600 Million Dollar Bond Program incorporating over 60 projects into one master program schedule for all phases of the project cycle including planning, design, construction and close out. Developed project baseline schedules; provided updates the overall program schedule and review and analysis of contractor schedules as well as claims. Provided progress reporting to construction managers’ and Long Beach City College District managers. Developed strategy and methodology to convert from Primavera P3 to Primavera P5.
Estimating - Providing complete estimating services including: Order of Magnitude estimates; Schematic Conceptual Design Estimates; Design Development estimates; complete detailed estimates from construction documents; and change order estimates. Expert Witness a Claim Analysis
Kern Co. vs. Odell Associates $6,435,000 claim
Kern County Airport Terminal $19,400,000 construction costs
Mr. Yeo provided expert witness testimony and analysis of costs and estimating as well as scheduling. SC Anderson Construction and their subcontractors filed a complaint against Kern County for contract balances due, outstanding and disputed change orders; and other monetary damages as a result of delay and disruption to the construction of the Kern County Airport Terminal (Meadows Field). Kern County filed a cross complaint against Odell & Associates, the Architects for the Project. Mr. Yeo performed a complete analysis of the claim, working closely with the Law Firm representing Odell & Associates defending the claim. He developed a strategy; developed and presented a thorough slide presentation, provided evidence that showed that the defendant (Architect) was not responsible for the outstanding contract balances and outstanding change orders and established proof that the SC Anderson (General Contractor) and Kern County (Owner) were responsible for the delay and disruption of the Project. Along with these services, he developed similar strategies, evidence and proof for a cross complaint against the Architect’s design sub-consultants. The case went to mediation. Odell & Associates and their design team settled for only $300,000.
St. Margaret’s Episcopal School Tartan Sports Field Artificial Turf Project
Project Manager
$1,300,000 Project that replaced the existing natural turf field with artificial turf. Mr. Yeo provided project management services for the planning, estimating, scheduling; design, permit application phase and construction and closeout phase of the Project. The field was comprised of a 4 sport multi-purpose field and baseball/softball practice field. The Project consisted of excavating and haul-off of over 5,500 CY of dirt; the installation or perimeter anchoring curb; the installation of utilities; installation of in-field and perimeter drainage system; aggregate base installation; landscape and hardscape; and the design and installation of a new bleacher system. The Project was designed and installed in 68 calendar days and was ready for play for the 2007 football season.
Expert Witness & Claim Analysis
Levett vs. Jackson $195,000 claim
Demolition and Construction of 1,100 SF garage and 2nd story building $333,377.86 construction costs. Mr. Yeo provided expert witness testimony and analysis of costs and estimating as well as scheduling. Levett, (owner) filed a claim against Jackson (Architect) for damages associated with a delay in obtaining a building permit. The damages were from the escalation in construction cost to build the Project. Yeo performed a complete analysis of the claim working closely with the Law Firm representing W.E. Jackson Corporation (Architect) defending the claim. He developed a strategy, provided presentation materials; provided evidence that showed that the defendant (Architect) was not responsible for the any delay in obtaining a building permit and thus not responsible for escalation in construction costs. The case was settled in mediation of $0.00.
Travel World RV Park

60 Acre RV Park $1,000,000
Estimating, scheduling and construction management services were provided on the Travel World RV Park Project which consisted of the complete renovation of the 60 acre RV Park in Anaheim, California. The work included demolition of existing structures; removal of existing landscape; installation of a new electrical utility system; repair of hardscape and pool; installation of new landscape and the renovation of the Park Manager's residence. The project was completed in 60 days and was ready for business in June 2007 in time for the tourist season.

Huntington Beach Civic Center, City of Huntington Beach, CA
Gary was the Program Manager and Construction Manager for the $6 Million Dollar; 13,000 square foot Civic Center Renovation Project for the City of Huntington Beach. He was solely responsible for the design, planning, estimating, scheduling and bidding, construction and closeout of the project. He worked closely with the City Staff to develop a complicated work plan for the occupied building. The scope of work for base bid included the over 13,000 square feet of renovation of the Huntington Beach Civic Center – 1st floor and basement and included four phases of construction. Each phase included time for the owner occupants to move out of areas to be renovated and into newly completed areas. Items of work included asbestos abatement; demolition of existing finishes, walls, suspended ceilings, restrooms, mechanical duct work, plumbing, and electrical.
New installation work included framing, drywall, doors, frames and hardware, new restrooms, new HVAC, fire protection and electrical systems, floor coverings, painting, kitchen, and restrooms. The construction program included the coordination with the City and modular furniture consultant. There were 24 additive bid alternates associated with providing design-build fire protection for floors 2 through 5 of the Civic Center, Police Station and Council Chambers.
Carson Community Center Tenant Improvements - City of Carson, CA
Construction Manager far the $5 Million Dollar renovation of the Carson Community Center. Provided complete estimating, scheduling and construction management, inspection and claims management services for the Project. The Project consisted of the renovation of the existing facility and the construction of 6,000 SF of added space. The project included the upgrade of utility infrastructure, modifying the floor plan configuration, upgrading finishes, accessibility and security, playground equipment, landscape and irrigation. The Project was phased to allow for the facility to remain occupied during construction.
Veteran's Park ft Sports Complex Renovation, City of Carson, CA
Project Director for the $6 Million Dollar project consisting of a complete remodeling of the sports complex to correct original construction defects and upgrade the facility. Assisted with the constructability review, including site visits. At Berryman & Henigar he provided design management, peer and constructability reviews, estimating and construction management services for the renovation of the Veteran's Park and Sports Complex. The project included the renovation and remodel of an existing recreation center and the modernization of the athletic fields and common areas. HVAC, electrical and plumbing renovations along with upgrading all of the finishes in the affected spaces were included in the scope of work. The construction value of the project was $2.5 million. Berryman & Henigar was charged with monitoring the design efforts and providing constructability reviews. We assisted the City with the bid process and provided fulltime construction management and inspection.
As-Needed Professional Services, City of Los Alamitos, CA.
$2,500,000 street rehabilitation project including Bloomfield Street, Los Alamitos Blvd. and Katelta in the City of Los Alamitos. Provided complete planning, estimating and construction management services for the project which consisted of the rehabilitation of miles of heavily traveled City streets requiring extensive traffic control and coordination and cooperation with residences, businesses and schools. The project included a grind and overlay of rubberized asphalt pavement with a significant amount of complete removal and replacement of extremely dilapidated pavement. All curb ramps were modified to comply with the current Caltrans standards. Additionally the project included traffic signal work, concrete curbs and gutters, loop detectors, storm sewer installation and striping. The project was complicated by high traffic volume, the existence of schools, businesses, residences which required significant public relations efforts. Because the project was the complication of four separate federal grants, it required added project administration efforts.
Capital Improvement Project, Mango Ave & Baseline, City of Fontana, CA.
Project consisted of complete removal of street surface, realignment of the street, compaction, curb and gutter, sewer, storm drain, traffic signal, landscaping, and asphalt (CAB class 1 base) on two city blocks on Mango and one block on Baseline. Provided complete planning, estimating, construction management and inspection services for the project. The services also included monitoring traffic control, verification of certified payroll, punch list, liaison with City and contractor, change orders, daily reports, verification of quantities and billing.
Capital Improvement Project, Commercial Development, City of Fontana, CA
Provided complete planning, estimating and construction management and project inspection services for the project. The project consisted of a 5' x 10' box culvert under Caltrans specifications. Included were 54" storm drains, 48" storm drains, 12" sewer and sewer manholes. Additionally paving of seven miles of street surface, curb and gutter, sidewalks, storm drain structures, handicapped ramps, one new signal and one reconfigured signal, verification of quantities and billing.
Project Oversight, City of Laguna HHls, CA.
Provided and continues to oversee the multiple projects that are completed or under construction by the City of Laguna Hills. These various projects include the Alicia Parkway Median Landscape and City Entry Monument Improvements (CIP 307), yearly contract for permit inspection, Wetland Mitigation Plan and Turtle Pond Mitigation encompassing excavation, grading, soil preparation, landscape, irrigation, drainage placement, and other needed elements of the project. Currently Alicia Parkway streetscape improvements and traffic signal interconnect on
Alicia Parkway and Mouton Parkway are in process.
Lake Forest Homeowners Association, Lake Forest, CA.
Mr. Yeo provided complete planning, estimating and construction management and project inspection services for the project. The elements included in the Association project were the existing grades, paving, resident access, parking lots, sub-grade testing, asphalt testing, asphalt overlay and interaction between the owner, residents and the contractor.
Project Controls/Quality Control Manager, Ocean Avenue Rehabilitation, City of Torrance, CA.
Provided complete planning, estimating and construction management and project inspection services for the project. Provided cost estimates and review of contract change orders. Responsible for the final project close-out.

$250,000 Renovation Project - Project Director for the seismic upgrade and restoration of the old mission. Services included oversight of programming, planning and design, systems interface, document coordination, conceptual and detailed estimating and construction administration for design/build project.

Project Manager responsible for the project management and administration of multiple projects. $25 Million Dollar Public Safety Center that included a fire station, emergency operations center, police station and jail. I was an integral member of the project team during the design process through construction. I provided scheduling, estimating, constructability reviews, and construction management on the project as well as facilitated all aspects of construction management from the bidding process to pre-construction through the construction phase to closeout of the Project.
40-Acre Sports Complex and Park, City of Paso Robles, CA
$4.5 Million Dollar project - Construction Manager providing full time construction management services from design through construction. Provided complete planning, estimating and construction management services for the project including performing constructability reviews during the design process. Construction management services included management, leadership, scheduling, estimating and project controls. Acted as the Owner's representative during the construction phase and provided all construction management and contract administration services. Project included a reservoir, major irrigation and site utilities, offsite road work, four ball fields and concrete bleachers, four soccer fields, two large restroom and concession stands, two small restrooms, sports lighting and site appurtenances.

$2 Million Dollar Airport Terminal Project. Construction Manager providing full time construction management services from design through construction. Performed constructability reviews during the design process. Construction management services included management, leadership, scheduling, estimating and project controls. I acted as the owner's representative during the construction phase and provided all construction management and contract administration services. The Project consisted of a lobby, communications center, concessions and check in area. I was instrumental in the coordination of the utility companies and the FAA and the construction.
