As a Logistics & Purchasing Executive my primary responsibility consists of organizing, scheduling, negotiating, and budgeting hundreds of millions of dollars in annual budgetary monies. I worked on projects that ranged from home building and land development contracts, new project cost feasibilities, national procurement objectives, to developing and implementing local & national strategic goals.
As a Program Manager for the Air Force I have received over a 1000 hours of supply chain management training through acquisition and logistics classes. I’ve managed, coordinated, and led multiple teams through the acquisition of many diverse projects within the cradle-to-grave philosophy, drafting Request for Proposals/Information (RFP’s, RFI’s), and negotiating contracts to ensure the timely implementation. I’ve commanded as many as 250 personnel and directed multi-million dollars worth of military aircraft, military personnel, and support equipment through sustainment, acquisition, training exercises, and real War-Time deployments to include Operation Enduring Freedom.
My long-term career goal is to be with a company that meets or exceeds the challenges I met while serving in the United States Air Force. The Air Force has taught me to be extremely capable and adaptable to many different projects and my learning curve with your company would be minimal at best. Director of Purchasing / Land Development, Las Vegas, NV Plaster Development Homes Jul 07 – Aug 09
Directs and coordinates activities to develop and maintain a qualified and economical contractor base. Provides current and forecasted Land Development and House Cost Budgets to Senior Management. Works with architects, engineers, and trade partners to ensure civil and house plans are correct, current, efficient, and value engineered.
• Created and Instituted a National Specification program aligning Signature Homes with top branded national companies and established a “Rebate†Program to bring back national companies “monies†to Signature Homes at an estimated $100K per year.
• Re-bid all communities and instituted a leveraged-based alignment of trades to reduce house costs an average $24,000 per house.
• Spearheaded operational strategy of reducing specifications and building-out communities as ‘Rentals’ to generate capital.
• Rolled out Signature Homes first VALUE ENGINEERED, energy efficient, solar powered, “GREEN†built community. Aligned our specifications with General Electric’s ECOMAGINATION.
• Integral in the acquisition of a 600+ unit multi-family complex from a National Homebuilder. Constructed the feasibility, directed the house cost negotiations, and finalized a cost worthy budget and contractor base which made obtaining the project possible.
• Succeeded in the bidding out of land and production contracts for an $80M+, 580 Residential/Retail mixed use project.
• A key advisor in helping to obtain funding from investors and banking institutions. Instrumental in obtaining cost reduction through negotiations, Value Engineering, Specification changes, and General Contracting strategies on a project that was thought to be too expensive to build in today’s market.
Purchasing Manager, San Antonio Area Operations Pulte/Del Webb Homes Sep 06 – Jul 07
Oversees the San Antonio Area Purchasing Department. Ensures that the Division is being allocated the appropriate resource from centralized Purchasing. Responsible for implementing national and corporate Purchasing initiatives.
• Instituted a City Wide re-alignment on House Specifications to be in line with our National Specification Consolidation Strategy
• Reduced outdated and cumbersome architectural housing options to eliminate sales and construction miscommunication
• Initiated a “Mass Bid Out†of 22 communities to reduce house costs, reduce options, implement rigid schedule and planned production, along with introducing newly Value Engineered product lines. House cost savings ranged from $7500 to $35,000.
• In coordination with our Construction Team, was instrumental in implemented a Rigid Build Schedule and Planned Production environment, ultimately reducing our build schedule from 175 day city-wide average to 3 unique, disciplined, build schedules dependent upon the product square footage, of 118, 88, and 75 days schedule. Thus being able to deliver to the homeowner the exact day of their home being ready for move-in & closing.
• Built a Direct Construction Cost Report for Division Operations team which tracked house costs, consequently allowing more precise forecasting and historical data for contract negotiations.
Purchasing Manager, Nevada Area Operations Pulte/Del Webb Homes Jul 04 – Sep 06
Directs and Supervises Purchasing Agents, who manage house costs and house budgets. Manages Contractor and Vendor relations, as well as represents the purchasing needs for the Division.
• Manages Divisional purchasing needs and constructs preliminary house plan feasibility budgets. Reviews and prepares detailed “take-offsâ€. Reviews all Plan and Specification Modification requests. Analyzes Purchasing Agent bid analysis and facilitates Divisional “Bid Award†Meetings. Supports all Area and National Purchasing Initiatives.
• Manages assigned Purchasing Agents, reviews and signs all “Schedule A†contractor pricing matrices, negotiate house and option pricing with vendors as necessary. Assists Contract Coordinator with resolving contractor payment issues.
• Ensures the standardization of Central Purchasing reporting tools, “Purchasing Timelineâ€, Contract Status Report, House Cost Tracking, Option Pricing Worksheets for the Sales Department.
• Facilitates Contractor and Departmental Training while mentoring and developing assigned Purchasing Agents. Facilitates New Hire Training Agendas, conducts Vendor Training and Orientation Meetings.
MILITARY EXPERIENCE: Captain, Maintenance and Logistics Officer, United States Air Force
53rd Test & Evaluation Group, Operations Officer Nellis AFB, NV Oct 03 – Jul 04
Oversaw operational test and evaluation operations at 5 distinct locations that spanned from coast to coast. Responsible for over 100 personnel and 85 assorted fighter/bomber test aircraft to include the new F-35 and F/A-22, Global Hawk, Airborne Laser and predator Un-manned Aerial Vehicle.
• Instrumental in tracking the cause of an un-commanded F-16 roll absolving operational test flight program of the error and tracking the flaw to a mechanical problem.
• Integral in determining the cause of an inadvertent flare release on an F-16 aircraft and crafting the process to prevent further incidents.
• Superbly executed the intermediate level back-shop support required for the arrival of the new F/A-22 aircraft. Implementing procedures required manning and equipment in minimal time with minimal cost.
• Increased the maintenance production of safe and reliable equipment from 75% to 92% by implementing “First In – First Out†production process.
66th Combat Rescue Squadron, Flight Commander Nellis AFB, NV Mar 01 – Sep 02
Commanded the training and supervision of over 140 maintenance personnel in 11 different specialties. Oversaw Logistics, Scheduling and Maintenance efforts for the 16 Combat Search and Rescue military helicopters valued at over $320 million. Planned deployments and exercises ensuring aircraft and personnel quick response readiness.
• Developed a maintenance program for a short-notice deployment to operation Enduring Freedom. Flawless 6-ship deployment provided airpower and combat rescue for the first Air Combat Command Combat Search and Rescue deployment to multiple classified locations. Direct involvement led to 34 Special Forces lives saved.
• In support of Operation Anaconda, established bare base operations in three distinct classified locations. Facing abysmal living and field conditions at each location, in the midst of a hostile war zone, provided 100% alert coverage, which resulted in 10 combat recoveries.
• Developed “Lightning Bolt†concept, which enabled the deployment of a 3-ship helicopter package within 24 hours to support any contingency and be self-sustainable for 14 days, supporting the full spectrum of combat search and rescue operations.
Program Manager, CAPRE Kelly AFB, TX Jul 99 – Mar 01
Managed the Common Aircraft Portable Reprogramming Equipment (CAPRE) program valued at $155 million by briefing superiors, as well as preparing, reviewing, and issuing acquisition plans, acquisition programs baselines, statements of work, and purchase requests, ensuring documents are complete and processed through proper channels.
• Replaced multiple systems with a single common hardware, by utilizing state-of-the-art commercial products developed by Panasonic. Organized quarterly User Conferences at different locations to ensure 100% customer satisfaction.
• Transitioned a $155 million program and its equipment and personnel from Kelly AFB, TX to Warner Robins AFB, GA. Secured 10% field stability during base closure despite extreme turnover and workload increases.
Program Manager, Secondary Power Systems Branch Kelly AFB, TX Jul 97 – Jul 99
Led multi-disciplinary team of 22 to develop and execute budget for Secondary Power Systems Repair Branch valued at more than $52 million for the USAF, Navy, Army, and Foreign Military Sales. Initiated repair contracts and negotiated workloads with users, logistic centers, and product centers. Planned, organized, and directed program management reviews and technical interchange meetings involving contractors and personnel representing all major military commands.
• Coordinated and assigned tasks with engineers, technicians, contracting officials, and maintenance personnel to resolve critical technical repair issues.
• Developed presentations, program assessment reports, and impact statements. Coordinated cross-functional discussions between Section Repair Chiefs.
