Bechtel, SAIC LLC Feb. 2001 – March, 2009
Managed the technical content of the manufacturing program for waste packages, pallets and drip shields for the Yucca Mountain Program. Wrote technical specifications, statements of work and procurement documents. The result was the purchase of the first prototype waste package ever produced in this country. Before delivery, a test program was written and test laboratories selected. The set of parameters tested included residual stress, mechanical properties, corrosion, surface and several specialized tests designed to evaluate the long-term survivability of the waste package corrosion barrier. This test program has been identified as a 6 Sigma achievement. Technical areas of competency include QA, welding engineering, nondestructive examination and testing. Wrote specifications and welding procedures meeting ASME Section IX, III, VIII and AWS D1.1, etc.

Senior Project Manager providing oversight of Waste Package Operations and functioned as Project Engineering customer interface. This included such testing items as the development of the long term corrosion facility at Livermore, development of the (software) WAPDEG waste package lifetime prediction and responsible for Engineering Barrier Support (EBS) testing for a short time while transitioning from Project Engineering to Design Engineering License Application Design (LADS) effort. Initiated the selection process for the Atlas facility (EBS Testing Location) based on experience with Bechtel before transitioning to the License Application Design
Bechtel Nevada successor to Reynolds Electrical & Engineering Sept. 1991 – Feb., 1997
As Manager, Performance Analysis; perform analysis and evaluation of work performed by Bechtel and support contractors at the Nevada Nuclear Test Site. Effectively developed a management system that was instrumental in obtaining key measurements of multifaceted code-, standard-, and statute-based requirements. Supplied expertise toward effectively evaluating operations and defining, developing, and implementing a proactive Quality Assurance Program vital to ensuring critical compliance with ASME Codes (Section III, Subparts NA, NB & NC), ANSI, 10CF830.120, DOE Order 5700.6C, MIL Standards 9858A, 45208A, and related nuclear testing standards. Received special award for failure analysis in support of Yucca Mountain Project where drill piping experienced “dry drilling†failures.

Division Manager within the Space, Environmental and Energy Business Sector. The organization provided consulting services to the nuclear, environmental, aerospace and military industries. Was responsible for winning a major contract with the US Army for the Chemical Demilitarization QA Program. As part of this program, he provided planning liaison with Army Headquarters in the Pentagon. He also served as the Quality Assurance Overview Division within the Department of Energy’s High Level Nuclear Waste Repository Program (Yucca Mountain Program) for two years (1986-1988).

As Senior Vice President, he directed manufacturing, engineering, marketing and sales operations in the US, Europe, South Africa, Central and South America and Mexico as a “turnaround†specialist. Successfully turned around a failing company and achieved profits of $300 million in less than two years. This included directing multifaceted markets such as consumer tools, oil / gas equipment, compressors, valves, foundries, forging / machining operations, and electrical / electronic component manufacture. Managed all business operations as president and CEO for a year after death of owner. Grew sales by over 30% (approaching $1B) in three years.

As corporate Manager, Metallurgical Engineering manufacturing engineering for worldwide manufacturing facilities. Duties included technical areas of foundries, forging, materials coatings and finishes, materials specifications, selection, evaluation, machining, welding, NDE and testing. Part of his responsibilities included management of the capital investment program and providing consulting services to manufacturing operations for about 40 different locations.
