Project/Program Manager for Infrastructure Utilities Silo for Petro Canada Oil Sands Inc. – Responsible for the management of engineering, procurement and construction activities for the FEED designs for these silos for both the Mine Site and the Upgrader Site. Mr. Gordon handled all coordination with the client including review and approval of all design and commercial activities for the Project Team. The project was initially 10 MM CAD and was changed to 20 MM CAD. The Project Team is currently negotiating a Joint Venture to complete the detail engineering and procurement activities and construction for a sum of approximately of 700 MM.
Apr 2005 - Oct 2006 – PROCUREMENT/CONTRACTS MANAGER – Washington Group Denver CO Syncrude Emissions Reduction Project – Fort McMuray, CN
As Procurement and Contracts Manager Mr. Gordon was responsible for the functional and day-to-day operations of the Purchasing, Subcontract Administration and Warehousing and Inventory Control for this Project. Mr. Gordon managed 7 purchasing, subcontract administrators, expediters and logistics personnel, providing technical and commercial support. Mr. Gordon reported to the WGI Project Manager and worked very closely with the SERP client personnel. The Project TIC is $700 MM. The procurement system that we used was MARIAN (Smart Plant)
Dec 2004 - Apr 2005 – PROCUREMENT/CONTRACTS MANAGER – Washington Group Subsidiary Cascadia Monorail Company, LLC (CMC)
CMC is a joint venture of WGI and Fluor to build the Seattle Monorail Green Line, a 14-mile monorail through the city of Seattle. Mr. Gordon’s position was to provide contract administration and negotiate the major contracts with domestic and foreign companies and others for the equipment and materials that will be used for the building of the Monorail. This project was valued into the 10-figure range.
Sep 2003 – Dec 2004 – CORPORATE PROCUREMENT MANAGER – Washington Group Joint Venture - THE STEAM GENERATING TEAM, LTD., CHARLOTTE, NC
As Corporate Procurement Manager Mr. Gordon was responsible for the functional and day-to-day operations of the Purchasing, Subcontract Administration and Warehousing and Inventory Control for all of the Steam Generator and Reactor Head Replacement Projects that SGT had under contract. Mr. Gordon managed 20 purchasing, subcontract administrators and warehousing personnel providing technical and commercial support while forecasting and placing personnel to support the 5 projects and proposals that are currently ongoing at SGT. Mr. Gordon reported to the Senior Vice President of Operations and worked very closely with the SGT CFO. These Projects were valued from $50 MM to $250 MM. We initiated the use of MARIAN (Smart Plant), on these projects, for SGT.
Apr 2001 – Sep 2003 – SENIOR PROJECT MANAGER – AMEC E&C SERVICES, INC. – ATLANTA GA
Senior Project Manager on the UCB BIOPRODUCTS LABORATORY PROJECT, Mr. Gordon was called upon to complete this project, which was having management and subcontractor problems as well as client issues. Mr. Gordon handled all of these issues, and the project is now completed and the client is happy with his new facility. Project included management of construction, start-up and commissioning.
MIRANT BOWLINE COMBINED CYCLE POWER PLANT (CCPP), Haverstraw, NY, for Mirant. AMEC competitively bid and won the Mirant Bowline CCPP Engineering, Design and Procurement Services Project with Mirant in June 2000. Responsibilities included managing engineering budgets and development of a TIC Project Cost Estimate, profit and loss management, engineering coordination, design review and management and review of procurement activities as well as cost and scheduling activities. Project value $500 MM.
Jul, 1999 – Mar 2001 - PROJECT MANAGER - LOGISTICS, CONSTRUCTION CONSULTANT – RAYTHEON ENGINEERS & CONSTRUCTORS / RAYTHEON CONSTRUCTORS, INC/WGI – PRINCETON, NJ
Construction Consultant / Assistant Project Manager / Project Manager, ILIJAN COMBINED CYCLE POWER PLANT, Batangas, Philippines. Responsibilities included providing consulting services to a 1200 MW Combined Cycle (4 over 2) Power Plant. These consulting services include constructability reviews and interface with the engineering staff. Mr. Gordon was in charge of the logistics for this project and was responsible for the delivery of 76,000 freight tons of equipment along with the management of the payment of the duties and taxes and complete interface with the freight forwarding company. Equipment was shipped from around the world and delivery was by plane and ship to the Philippines. Mr. Gordon also developed logistics and material management procedures and a complete Construction Management Plan for the Project. His work and responsibilities included procurement interface as well as transportation of the equipment to the Philippines. Interface with the subcontractors, project partners and the client was also a part of his job. Project value over $ 600 MM
