Works towards achievements of overall program goals through effective managerial and lateral relations and team work.
Understands job roles, responsibilities and activities across the program establishing and maintaining effective working relationships with other staff, technical advisors and sub contractors.
Maintains good working relationships with agencies served by the program, throughout the projects, ensuring that they are kept informed of program goals, progress and results.
Develops and maintains, in conjunction with the construction field team, an effective monitoring and evaluation system of the program.
Promotes and facilitate the capacity building and development of staff and subcontractors.
Manages and provides direction to the construction contractor(s) who will be undertaking the construction and associated infrastructure.

Ensures construction contractor(s) conduct the required measurements and testing during the implementation of projects to verify works are completed in accordance with contract terms and specifications, and to ensure quality assurance best practices are undertaken.
Verifies that all project stage certification and material supply certificates have been completed and delivered in accordance with the project inspection and certification plan.
Acts as the first line arbitrator in the case of disputes or deviations from the specifications arising during the execution of contracted works.
Ensures that efficient and effective management of construction project human, financial and material resources.
Must ensure that the construction project expenditure is tracked, is in line with budgets and forecasts and that variations are explained.
Prepares performance appraisal of direct reports on a quarterly basis..

Contributes to the development of policies, strategies and procedures relating to the implementation of bilateral projects.
