QUALIFICATIONS
In a career that has included working in his father’s construction firm, working for a major E&C construction consulting firm in the US and for a large Canadian forensic accounting firm, Mr. Mather has gained valuable experience in the preparation and analysis in the prevention of claims, change order negotiations and the quantification and defense of construction claims.
GENERAL EXPERIENCE
Mr. Mather has owned his own consulting business for ten years quantifying Plaintiff and Defendant’s damages alike. He has over 25 years experience in international and domestic construction matters, manufacturing consulting, contract administration and auditing assignments. He was employed for eleven years by a unit of a leading E&C firm in the United States, evaluating and quantifying change orders, claims and damages for owners, general contractors, subcontractors, suppliers and public agencies. He worked in Hull, England for one of the “Big Four†accounting firms. In the US, as Director of Construction Services for one of the premier forensic accounting firms, he was responsible for all its construction matters throughout its offices worldwide. On one matter, he was assigned by the USDOJ to serve as Construction Consultant to work and advise FBI Special Agents, and to determine the actual costs incurred to construct a pre-stressed dam. The matter went to trial and was prosecuted successfully.
His responsibilities have included damage analyses, operational investigations, and document analyses and claims evaluations. Specific services provided have included the analysis of delays, disruption and acceleration costs. He has analyzed numerous claims that have evolved from differing site conditions, constructive changes and defective specifications.
Typical assignments Mr. Mather performed included the following:

 Evaluated & Determined Cost to Complete;
 Evaluated and determined claim damages for Owners, Prime Contractors & Subcontractors;

 Have identified events impacting project’s Critical Path;
 Quantified Impact/Inefficiency Claims;
 Developed Termination Proposals;
 Analyzed and Assessed T4C/T4D Claims; and
 Performed Operational Performance Audits.
He has presented several training seminars in a number of venues for clients in-house and to the public. He testified as an expert witness at an ICC international arbitration in Zurich, Switzerland. He has been deposed in Federal and State Court proceedings in the US; and participated in a Canadian mediation proceeding. He has also served as a facilitator in a Jamaican dispute between the Owner and a Spanish contractor. His international experience encompasses the Americas, Europe, Asia, the Middle East and the Caribbean. His Expert Testimony experience is available upon request.
