- Responsible for permanent repairs and construction from underground utilities to overhead doors and roofs, basically anything that had been damaged by Katrina had to be professionally, assessed, and repaired.

- Construction Supervisor/O&M Supervisor, in country 2 years. Located at D-4 Camp Falcon in charge of new construction and O&M work orders.
- Managing subcontract work such as construction of new buildings & facilities for the Army, Maintenance Shops, hospitals, etc.

Professional Experience
WT Byler LP 8-2000 to 12-2001
The main focus of my job for WT Byler was business development, to write proposals to the state for the “new Airport Division†the company wanted to start. We won 7 of 10 projects. To bid and procure state/county/city airport projects. Worked over 20 bid proposals for airport projects for this company during 2000 and 2001, managed the building of and completed 10 of these during my time with the company. This included runways, taxiways, hangars, lightings, airport markings, excavations, grading, paving etc. Also directly responsible for the company for design/engineering, bidding and building to the completion and final inspection by the state of Texas. This included working with state hired engineers and inspectors throughout the entire process after the bid was awarded. Several of these airports were started and completed where none existed previously requiring land clearing tree removal, utility relocation, etc., below is a small list of my responsibilities at that time. We were highly successful at constructing these projects per contract within our budget and completion time. During my time with Byler I also started a hospital renovation labor/construction group for the company and we renovated and cleansed hospitals after the 2000 tropical storm that destroyed most of the hospitals in the Houston area.

WT Byler LP-projects were small and diverse and ranged in size from $100 thousand to over $5 million, this included over 10 county airports for TX-dot aviation that I bid and won for Byler to construct, plus numerous other schools and we did several projects for Aldine ISD in Houston, which were site work jobs and asphalt paving.

• Two Cottman Transmission shops, one in League City TX and the other in Pasadena TX.

Halliburton/Brown and Root
For twenty years with Halliburton, I was responsible for many turnkey estimates in plants where we did contract work. All my estimating and management during my years there covered work from civil underground and foundations to the finished product, including vessels, pipe racks, pumps, piping and much more.
Construction Supervisor/Quality Control/Field Manager 8/75 to 3/95
Performed field duties at the various sites where I was located which included all types of heavy civil work, was also responsible for maintaining Quality Control of Field work. These responsibilities spanned a period of 20 years of service at approximately 8 locations in the south listed on the next page:
Each project listed below included responsibilities of estimating in excess of $500 million per job. Estimating, Managing, and scheduling for these projects was very detailed and it was crucial that it be done correctly. Underground civil, through structural, vessels, pumps, piping systems, safety, and testing of individual systems and units is very costly and must be done correctly to function safely and efficiently.
1. BTFE Project-responsible as a junior estimator for many of the new work inside the plant that had not previously estimated or priced. My responsibilities included approximately $25 million in new work for Brown & Root. The majority of the new work was complete shutdown and renovation of old units, or systems. Value $50million.
2. BOP Project-At this site Exxon now called Baytown Olefins Plant-This was my first large civil site to work on large scale foundations and concrete paving, including all underground systems, form the site utilities, unit product detention, and underground electrical. My responsibilities on this project were prior to start up, included over a $100 million in site estimating and cost analysis and then later negotiating all details of the site civil and underground work. Value $200 million.
3. BRUP Project-At this site Exxon had approved the construction of a new flexi-coker unit. The estimated cost we had concluded came to a little over $500 million in total construction costs. At this site I became closely involved in all field management activities, including Quality Control, advisor on revisions, repairs and other changes made in the course of construction.
4. Chevron Chemical Plant-Pascagoula, MS $1.8 billion in overall construction costs. At this project was given the task of building the Area 83 Coke unit. My responsibilities including all construction and planning activities onsite were also to supervise all work performed on a daily basis. All crafts were involved in the construction of this unit, Laborers, carpenters, operators, riggers, ironworkers, boilermakers, millwrights, electricians, and instrumentation technicians all worked as a team to the completion of each phase of construction. My duration at this jobsite totaled 3 years from start to finish. Other responsibilities included subcontract coordination, contract writing and review, as well as implementation. Liaison between crafts and engineering during scheduled heavy lifts and other similar activities.
5. Amoco Chemical Texas City, TX- plant renovation and upgrade this project caused real challenges for planning and estimating, fortunately most of this work was done on a cost plus basis due to the fact that very few of the existing plant drawings for the underground pipe systems and above ground drawings matched conditions found in the plant. Many volatile underground lines were found and put out of service and new ones installed. This entire new construction/renovation site was very much like a shutdown. Lock out/ Tag out procedures were always used and extreme caution was used when tapping into and cutting lines were presumed empty and put of service because many proved to be active, unknown to Amoco Personnel. My primary responsibilities were to oversee civil work in various units as well as liaison between Brown & Root and Amoco personnel on varied construction activities as well as write reports on each system procedure and major foundation pours.
6. STP South Texas Project Bay City TX-Houston Lighting and Power - Managed construction of the turbine pedestal (concrete foundations) for unit 1 of the nuclear power plant. My primary responsibility was the construction of all the foundations to the first turbine in the plant while at the same time the first reactor was being constructed. Construction cost for this one area amounted to approximately $300 million.
7. Georgia Pacific Plant, Plaquemine, LA. This new addition totaled only a little over $150 million in total construction costs. Managed much of the civil work for the plant, including most of the above ground concrete work for the main process equipment. Our total construction costs for the areas I managed and constructed was approximately $20 million.
8. Bayer Chemical Plant Baytown, Texas. At this plant my primary responsibilities centered on plant maintenance, scheduling and procurement. Approximately the dollar amount for the 7 year time period I was there is an unknown amount, but I estimated it was in excess of $50 million not including any new construction work in the same time period. Value $25 million plus
