Extensive experience as construction manager, electrical and control design engineer for the City of Los Angeles municipal facilities. Additional experience with the Department of Water and Power (DWP) in the electrical design and construction of supervisory, control and data acquisition system (SCADA). An experienced chemist previously employed in the private sector and DWP. Thoroughly familiar with testing of water and waste water carcinogens and air and material contaminants. Work exceptionally well with management and support staff. Excellent managerial and supervisory skills. Project Manager/Construction Manager
Responsible for managing construction of municipal facilities ranging from universal play ground equipment to municipal facilities, with project costs ranging from one million to six million dollars. Duties include coordination of owners, inspectors, contractors and designers. Work with Building & Safety obtaining certificates of occupancy, chair weekly construction meetings, answer RFI's, review and approve shop drawings, make electrical design changes to comply with field conditions, maintain as-built, negotiate and write change orders, create schedules and cost estimates. Maintain all project documents. Optimize available funds by controlling scope of work, minimizing change orders and adhering to the schedule’s critical path to complete projects on budget on time. Excel at providing solutions to resolve design and construction faulty flaws to minimize cost and scope creeping. Post contract work includes closing out contracts, finalizing change orders and reaching a final and complete settlement with contractor on behalf the City.

Construction Manager / Engineer
Managed the design and construction of the communications system for the Los Angeles City Hall Seismic Retrofit Project, a three-year, $8 million project encompassing an estimated 750,000 usable square feet for returning City employees back to City Hall. Responsibilities included working closely with AT&T and City-owned Information Technology Agency (ITA) to disconnect and re-connect telephone, computers, and networks of City employees returning from leased facilities back to City Hall with zero down time. Managed cable technicians, electrical and communications consultants, and ensured compliance with electrical and communication codes. Reviewed and evaluated requests for proposals (RFP) and writing requests for quotation (RFQ), preparing budgets, developing schedules, hiring workers, managing construction, responding to RFI's and change orders, estimating, and constructing new communication system in existing historical landmark building. Coordinated work between the City's communication and the general contractor for cable horizontal distribution installation. Managed technical support to purchase, install and setup of communication systems for the relocation of over 1,500 City employees.

Construction Manager / Engineer
Project manager from conception to completion of electrical and communication systems for the relocation of Los Angeles City Hall tenants, phases I and II. Responsibilities included relocating 2,800 City employees from City Hall to ten locations within the City and in leased facilities over 18 months with a communication budget of $22 million. Duties included writing the scope of work, evaluating RFQ's to hire architect to design tenant space, directing the design and construction work from space plan to completion of construction and relocating staff. The relocation of City employees was completed on budget and on time. Other tasks included safety monitoring and training and building evaluation coordinator. Chaired weekly construction meetings of 40 to 50 City employees.

Designed and planned electrical alterations and improvements to existing City facilities. Coordinated work with General Services. Answered RFI's, change orders, cost estimating review and modification to meet client's needs. Negotiated closing of contracts. Responsible for designing communication infrastructure system for the police and fire departments. Designed lighting, security, fire alarms and control systems. Control System Engineer Associate
Represented the City in negotiating with general contractor. Designed the electrical and distributed control system. Designed security and fire-life-safety to meet specific process plant criteria using programmed logic controller and hardware control devices. Designed implementation using PID control for the plant processes. Answered RFI's and reviewed shop drawings. Coordinated work with consultants. Responsible for system start-ups and trouble shooting and acted as safety coordinator.

Material Testing Engineer Associate I
Using ASTM, AWWA EPA and many other testing methods, tested for toxic materials and carcinogens in soil, water, wastewater and air using Gas Chromatography Mass Spectrometer (GCMS), Wet Chemistry, Quantitative and Qualitative Analysis, High Performance Liquid Chromatography (HPLC), Atomic Absorption and infrared (IR) Spectroscopy. Have written many reports to AQMD, EPA, NPDS and many other Governmental agencies having environmental jurisdictions over the City. Managed six person testing laboratory.

Chemist
Performed water and waste water analysis for toxic compounds and carcinogens. Tested transformer oil, fuel oil, for PCP, PCE, TCE, THM Environmental analysis of discharged see water for BOD, COD, ammonia, silicate, pH, hydrazine, sodium chloride conductivity and total oils. Supervised technician.
