Overview: Mr. Robbins has fifteen years in heavy construction as Construction Manager, Safety Officer, Senior Inspector and Construction Supervisor. Mr. Robbins has eight years in the upstream oilfield as Regional Manager over 23 states and eastern Canada, District Engineer in the Rocky Mountains, and mechanical construction in flow lines, return lines, UST’s., and above ground tanks, as well as Environmental Coordinator in West Virginia with the U.S. Environmental Protection Agency.

Senior Inspector, Heavy Highway-I worked with contractors to build respect and perform work correctly and safely, without violation of specifications or special provisions while using the metric system, as required. Working with the contractors, we safely removed mountains and filled valleys, placed kilometers of concrete, steel, and plastic pipe, grubbed the site, built two pre-stressed concrete bridges, and successfully placed bituminous paving without a lost time injury. This was part of an $800 million project.

Site Geologist and Asst. Lead-I established a safe work place, worked with contractors to stabilize an intricate underground abandoned coal mining maze fifteen to sixty feet under the planned turnpike. I directed the placement of a poz. Mix of heavy metal free fly ash, cement and river gravel into the mines to support the roadway and dam off the intruding Monongahela River. I directed the excavation, fill, pipe placement and cement pavement of the $1.2 billion project.

Construction Manager-I went to Puerto Rico to manage the removal, disposal, and replacement of underground petroleum tanks and piping. I managed the testing of the existing petroleum system, excavation and disposal of contaminated soil, old tanks and pipe. Some newer systems were fitted with cathode units rather than replacement. The units being upgraded were brought to the new U.S.E.P.A standards.

Environmental Coordinator, West Virginia (Grant)-After seventeen years and millions of dollars spent to control the discharge of waste through “strait piping “into the Cheat River and Black water River, I was employed on a three year grant to achieve the proper processing of this waste. I worked with Public Service districts and U.S. Senators, U.S. Representatives, and State Senators plus stake holders to mitigate this problem. I succeeded before the grant was expired.
