Overview
I am a Civil Engineer, Program/Design/Construction/Project Management professional, with over 32 years experience. During my career to date, I have completed in total, approximately $3 Billion Dollars (USD) as either the project superintendent, project manager, or in the case of design/build (EPC) scenarios, as the program manager, project general manager, or project director. As VP of Project Management (or as what would normally be considered either a project executive (Px) or director (Pd) role), I have managed other PM professionals, in the pre-construction of another $ 4.5 Billion Dollars (USD) and the construction of another $2.5 Billion Dollars (USD).
Along the way, I have also served as Country Manager, VP of Operations, Regional Manager and/or Branch Manager, usually as additional duties to my project based responsibilities. I have extensive experience in the start-up of Branch or Regional offices in foreign countries.
My largest “completed†project to date, was a 1,500 acre, mixed use real estate development, modeled after the New York City business core, centering around Central Park, for a South Korean subsidiary of a US based, NYC developer, call New Songdo City (I was there during years 3 and 4, out of a 14 year project, at the time when we were clearing $45 million USD per month in construction and design draws). During my career, I have worked in [1] the labor-intensive management style of overseas projects (maximum was a 1500 person direct hire workforce during my last two years in South Africa), [2] the more typical contract management style most often utilized for industrial and commercial projects throughout the U.S., and [3] as a program level CM Executive Sometimes known as PX). I am very comfortable working within all three management styles and can demonstrate numerous successes with each. Furthermore, I have experience as the Contractor's lead executive (the typical PM or PX), the Program Manager or Project Director for EPC efforts, and as an Owner's Representative, and understand intimately the perspectives and needs of each of these roles. Finally, I have performed under several different methodologies, GMP, CM Not-at-Risk, CM at-Risk, PM/CM, PMC, and under both AGC and AIA, and FDIC styled contract language

Position: Project Director
This project consisted of a 772 acre, $3.2 Billion USD, mixed use development, patterned after the Client’s prior “Dubai Festival City†project, as located in Dubai, UAE. This project was built over the top of a former sand quarry site, and consists of 500 Single Family Residential Villas, mid-rise apartment buildings, a large regional Shopping Mall (the largest in Egypt, once constructed), mid-rise Commercial Offices, several 5-star Hotels, Strip-Retail, Civil/Cultural Institutions, an International School (K-12), and Greenways. This project was a consortium team effort, utilizing a consortium concept, consisting of both W/P and client staff utilizing the PMC approach, in a classic Global Virtual Project Teaming environment, for a Urban Infrastructure Project.
Key accomplishments:
a. Completed a PEP which utilized “Workshare†(Global Virtual Teaming) for a major portion of the work, in order to meet an extremely aggressive schedule.
b. Developed with the client, a gated approach, in order to effectively make the go/no-go decision for onshore versus offshore filling material sourcing, with no lost time on schedule.
c. Directed the team to existing dredging contractors with knowledge of this specific area, in order to identify specific undersea sand quarries, which were NOT located in the archeologically sensitive Abu Qir Bay area, but without impacting the cost assessment between the two methodologies.
d. Developed a unique combination of geotechnical materials and techniques, in order to effect timely dewatering and drainage of the dredging spoils materials, and the ultimate compaction materials, minimizing the more expensive geotechnical techniques.
2006 to 2008 Gale International Korea New Songdo City, South Korea
Postion: Vice President of Project Management (similar in concept to Project Executive in the US).
This is a PM role from the Owner’s side, of a PMC (DMC) role which incorporated responsibility from Design Management through Pre-Construction and Construction phases to turnover, for a $25 Billion USD mixed use development (basically, an entire city). Developer’s PE’s and Project Management’s PM’s managed a cash flow curve of $32 Million USD per month to $62 Million USD per month, across the last 12 months of my tenure, of this 14 year project. Three different CM company’s were used as adjunct staff members, fielding anywhere from 5 to 18 projects at any given time. Building types included high-rise office and residential (up to 65 and 67 stories, respectively), mid-rise and low rise, retail shopping malls, a huge central park, high-tech international schools and hospitals, and much, much more. A British RICS styled QS approach was used for estimation, cost control, risk assessment and claims avoidance/mediation. A wide variety of contract models were utilized for these project, based upon project schedule and risk factors.
Key accomplishments:
a. Responsible for the completion of the PM group’s operational procedures (i.e., the project manual), as well as the long-term and substantial modification and optimization of the Korean PMIS Web based Project Management System, for use on this jobsite.
b. Responsible for the development of methodology and techniques, to include forms, procedures, workshops and basic management principles, in order to resolve communication, language and cultural issues.
c. Responsible for the design and operation of the PM’s NTC, DN and NCR and QA/QC system, through PMIS, which utilized wireless webcams, for documentation support of the system, by CM onsite staff (considered to be a “pervasive†system, or also known as Wearable Computing).
d. Responsible for the completion of the PM’s cost forecasting and risk assessment and mitigation procedures, tools, forms and protocols.
e. Responsible for the development of a the temporary road and electrical system, along with a scheduling, communication and control system capable of coordinating infrastructure construction, along-side of the high density big block construction projects, without causing impact to schedule or budget of either. This was 100% concrete structure construction, and due to the high density, all concrete was onsite batched, with all bulk materials being delivered by barge to the shoreline, and then by overhead conveyor systems to the batch plants, thereby removing all bulk and cement truck traffic. The dispatching system routed all deliveries after hours, in a master planned, one-way routing.

Project consisted of two floating section, constructed of four standard barges each, with highly stylized and innovative “Disney World†type, or “themed†construction finishes, electronics, control devices and security. Due to space restrictions in the construction docking area, resource loading of the CPM schedule was critical to success for meeting the opening date. Paradise Mountain Gaming Facility Monterrey, MX
$20 Million Contract
Project consisted of the expansion to, and the complete refurbishment of, an existing hotel which had once be a convent at the beginning of the 20th century. The expansion was a four story addition for the location of the gaming facilities and the guest services, which included facilities for off-site horse and dog gaming. The expansion was highly stylized, with “Disney World†type construction finishes, electronics, and control and security devices, which utilized heavily the newly available wireless technologies. Fast tracked, design/build followed the Guaranteed Maximum Price (GMP) concept, with a negotiated success fee for timely completion and a split of any savings on the project. Due to an aggressive opening date for the facility, full resource loading of the CPM schedule was critical to success for meeting the opening date. I reported directly to the investors group.

Project consisted of the complete refurbishment of an existing industrial site, including the remediation of lead contaminated soils. The interior refurbishment included a four story mezzanine for the location of the gaming facilities and the guest services, which included facilities for off-site horse and dog gaming. The exterior and interior was highly stylized, with “Disney World†type construction finishes, electronics, and control and security devices, which utilized heavily the newly available wireless technologies. Fast tracked, design/build followed the Guaranteed Maximum Price (GMP) concept, with a negotiated success fee for timely completion and a split of any savings on the project. Due to an aggressive opening date for the facility, full resource loading of the CPM schedule, and particular attention to the clarity, accuracy and coordination between the disciplines of the issued design packages, was critical to success for meeting the opening date. This was a Bechtel/Becon project, completed within a consortium consisting of professionals from the “Owner’s†consortium (which was GSU, Conoco, Vista and Citgo), and the Construction team of Bechtel, Becon, Foster/Wheeler and Heery.
This was a 200 MW Co-Gen facility, using a feedstock of petroleum coke and crushed limestone, with excess steam being sold to the nearby Vista Chemical Facility.
My position was as the Country Manager, and the full time Project Executive, which included marketing, financing, development, design, construction, and operations. I reported directly to the family based, investment committee.

A 4*, 15 story, 120 room hotel was included as part of the commercial and strip retail development and pro-forma.
