Professional Objective. To interact in a Project team environment providing my extensive successful cost/schedule resourced database development, tracking, monitoring, performance updating, reporting, and close-out history
Senior Scheduler Introduction and Qualifications
My name is Jay Williams. I live in Madera California and for the past fifteen years, provided my senior scheduling consulting services throughout the United States. When work in the western states was available I chose to work closer to my home. I generally commute to my residence a couple times a month. Should there be an interest in my services I would give you my serious consideration.
I have extensive hands-on performance history with the following tasks:
Project Senior Scheduling Development
• Integrating schedule input data from: Project managers, construction engineering, vendors, and sub-contractors for the development of a Project master schedule.
• Directed by contract specifications produce an owner acceptable cost/schedule baseline database supporting the contractual cost, and completion date.
• Develop a database coding structure to track, monitor, report organizations, vendors, subcontractors work efforts, and link to their schedule identity.
• For resource loading: Identify hours/dollars for each unique work task, the equipment necessary, and any special materials or equipment required.
• Verifying contractors, and vendors schedule logic, relationships, and durations to support the contractual completion date requirements are realistic and achievable.
• Verify resource loaded database (Labor, Dollars, Equipment) are correct, and reflect the total contract cost
• Perform job walks and vendor visits to verify their performance worked percentages are correct and reconcile to their monthly payment submittals.
• Evaluate submitted change orders as to their affect to the schedule database, and determine schedule impacts and related costs.
• Development of delay claim affects to baseline schedule using Claim Digger and Primavera This is in response to client's request for schedule delay time.
• Analyze claim delays, produce response claim, negotiate claims time and cost
• Produce from the Project baseline schedule database the necessary progress charts, plots, histograms, and reports for management visibility and review.
• I personally have used the software management tools to accomplish the above tasks for the last twelve years, and have my own personal licensed copies of some (P3, Claim Digger, MS Project Office Tools, Professional Analyzer Pro, Excel, Expedition 10.0, and Prolog).
I have available upon your request my professional and also personal character references from project managers, directors, and field supervisors that I have supported. I would like very much to have a personal conversation with you to review my qualifications and
how my professional work history could be of value to you.
Thank you for your interest and consideration

PROFESSIONAL SUMMARY
Professional Objective. To inter-act in a Project team environment providing my extensive successful cost/schedule resourced database development history.
Project Scheduler I have a successful history in developing Project cost-schedule database assignments. Database structured using CSI/SOV/WBS for coding and organizing input data from construction team engineering, sub-contractors, and material procurements. Major tasks were defining the Project's budget distribution, manpower trades labor assignments, and timely procurement of materials to support a resource loaded baseline that provided earned value (EV) performance capability. Defining the Projects database activity code structuring assignments necessary to support the Projects contractual specifications, general conditions and formal reporting requirements. Monitor Project’s design reviews, schedule maturity, formal weekly and monthly meetings, and close-out of a Project's construction life cycle. Acceptance of sub-contractors performance invoice payment submittals, and prepared monthly owner invoice submittal.
Specializing Specifically in the Following Areas:
ï‚· Validate Primavera coding and integration of sub-contractors schedule data into baseline database.
ï‚· Contract time impact analysis (TIA's), and data generation for change claims negotiations.
ï‚· Perform time, materials cost estimating, and produced delta change data for formal change board.
ï‚· Maintained Project baseline cost-schedule database for approved changes.
ï‚· Construction Project scheduling, progress monitoring, analyzing, and reporting.
ï‚· Prepare change cost-schedule impacts analysis, and update approved changes to schedule database.
Program/Project Scheduling History:
ï‚· Construction of ultra-environmentally controlled major Pharmaceutical research laboratory.
ï‚· Federal maximum security prison, work camps, and state civil roadways access.
ï‚· Construction of platforms, stations, elevated parking structures, track and rail, access roadways to city streets and freeways for San Francisco MUNI light rail commuter train.
ï‚· Airport construction for taxiways, runways, signaling/switching, underground utilities, and hanger
modifications. City access roads and interconnects with Caltrans major state freeways.
ï‚· Construction of BART light rail stations, platforms, elevated parking structures, maintenance terminal, and access roads to city streets and major boulevards.
ï‚· Construction of new city jail and raised parking structure with K9 facilities.
ï‚· Schedule development for constructing of Elementary, Junior, and Senior High Schools.
Scheduling Methods and Systems Utilized
ï‚· Budget/cost baseline controls, through threshold and variance analysis trends.
ï‚· Risk, trend projection, earned value performance measurement, and analysis reporting.
ï‚· Baseline schedule critical path (CPM), and delay claims documentation preparation.
ï‚· DOD/DOE earned value analysis. Actual cost and schedule of work performed Vs. Planned.
ï‚· Primavera, Sure Track, MS Project, Schedule Publisher, Claim Digger, Artemis, Project Analyzer
Pro. Excel, Expedition 10.0, and Prolog construction reporting.
Work Background and Experience Summary.
ï‚· Ten years senior Project Schedule database development.
ï‚· Ten years Project construction schedule oversight management (CM).
ï‚· Ten years Project controls integrated baseline resource development for: Budget-Cost, Labor Trades, Equipment, and Materials.
ï‚· Ten Years construction schedule development using Primavera Version 3.3.
ï‚· Two years CM construction schedule development using Primavera Version 6.0.
ï‚· Two years Pharmaceutical scheduling reporting using SAP-UNIFER Primavera Version 6.0.
