The ESB is a 3-story concrete and steel building consisting of office spaces, electronic, chemistry, and clean-room laboratories.

Construction Manager
Representing the owner, managed Federal Government MACC and IDIQ construction projects up to $10M each. Led all aspects of contract administration, quality assurance, project status, preparation of project execution plans, review of contractor bid submittals, close-out documents, DD 1354 Forms, and evaluation and negotiation of change orders. Projects included military multi-family housing, EMCS, electrical distribution office building renovations, asbestos abatement, and a gasoline station.

U.S. ARMY CORPS OF ENGINEERS (Civilian Employee) 1968 to 1995
Chief – Mechanical and Electrical – Memphis, TN. Reviewed, budgeted, and administered construction, design, and maintenance of various Government facilities including large pumping stations valued up to $40M each. Spearheaded the design and construct of projects at the Memphis Defense Depot, which included housing, warehouses, post exchanges, commissaries, and office buildings. Authored many reports concerning safety, environmental, engineering practices, financial, and contractual.
• Chief – Engineering, Design, Master Planning, and Construction. Supervised the directors of military construction, engineering, facilities management, and master planning. Conducted property condition assessments on sixty projects per year. Conceived initial designs; reviewed drawings, specifications and cost estimates with users and headquarters. Liaison to Headquarters’ Flag Officers, providing a streamlined communication chain and maintaining a high level of customer satisfaction.
• Deputy Senior Director, Department of Public Works – Ft. Clayton, Republic of Panama. Managed one of the largest Army facilities engineers in the world with over 1,100 employees; approximately 800 were union employees. Liaison to Headquarters’ Flag Officers
