Contracted QC & Field Superintendent for a general contractor engaged in $100M government renovation and new construction on Ft. Riley’s Airfield and Facilities in preparation for the return of the Big Red One from Germany and Iraq.
I was brought in to restore government confidence in Quality Control and take ownershipe of problematic areas within the project related to cost, schedule and contract conformance.
My thorough knowledge of all divisions of construction…and extensive hands-on experience with the government’s safety and quality control systems…allowed a significant turnaround within a few short weeks, and early completion and delivery to the government of assigned project deliverables
I was also able to restore government confidence in the quality of the product being delivered…including having many deficient installations removed, remediated or reinstalled to meet contract requirements, After that, the Corps of Engineers requested to be listed as a reference on my resume, since federal law prevents them from writing letters of recommendation.

Contracted QC Manager for a general contractor engaged in overseas government construction on Navy Wharf Improvement, Medical Clinic Renovation and Bachelor Enlisted Quarters projects totaling $40M. I was flown to Diego Garcia as QCM to rescue these failed projects, and restore Government confidence in the contractor’s quality control activities.
Based on my thorough knowledge of all divisions of the UFGS, particularly Division 1…and extensive hands-on experience with the government’s Win RMS, QCS and WebCM applications…within a few short weeks of arriving on island I was able to bring the third-party overseas labor within the QC department to a high level of performance…
I was able to restore government confidence in the CQC system…including Submittals, Three-Phase Inspections and Daily Reports…and put in place polices, procedures and personnel to make this QC performance self-sustaining. After that, the ROICC/REICC requested to be listed as a reference on my resume, since federal law prevents him from writing a letter of recommendation.
I was originally hired as an Assistant Project Manager, initially tasked with an in-house review of all corporate systems, policies and procedures as they related to Project Management…in an effort to document and analyze the company’s current business practices…and implement the company’s move towards the current state of the industry.
This effort dove-tailed nicely into my current Project Management Professional certification process, and utilized both the recent PMP certification of the Process Controls Manager for the company, and the Project Management Book of Knowledge (PMBOK) from the Project Management Institute. This was the most cost effective and direct route to bring the company the structure and control it desired.
In the several weeks that I worked on this project before being tapped as the overseas QCM,
I was able to create the entire Quality Control section for the company within the PMI standard.
CHIEF CONSTRUCTION REPRESENTATIVE

As a Chief Construction Representative for the U.S. Army Corps of Engineers, over the past five years I have had primary (and often sole) responsibility for design review, project implementation and construction oversight…with emphasis on Quality & Safety…and to date, I have never had a lost time accident on any of my projects. I have first-hand experience with all ASI divisions of work, and all phases of construction management and oversight, from conceptual to closeout.
I have managed a $6M DHS Vehicle Operations & Maintenance Facility…with concurrent follow-on responsibility for fixing a problematic $25M DHS Processing/Detainee Center & Operations Facility built by others…together they are still the largest USBP Facility in the U.S. Over five years I have been responsible for ADOT road and bridge projects, large civil works projects, a large Astroturf installation, two Army Family Housing tear-down and rebuild Projects at $10M and $40M, a hospital renovation, a large water reclamation project, HH-60 Helicopter maintenance facility, and a Squadron Operations facility with a Sensitive Compartmented Information Facility (SCIF.)
For the first two weeks immediately following Hurricane Katrina, I was responsible for analyzing, proposing, creating, testing, evaluating, and presenting debris collection and reduction plans for large tree stumps, leaning trees, trees with dangerous hanging tops or branches, household electronics, white goods (large household appliances), and Hazardous Materials such as PCB-containing electrical transformers. I created, trained, assigned and managed team leaders and their crews to do the same…including operational, traffic and material safety issues.
The next month I was tasked with the volume estimation of these debris types and “standard†brush and trash loads for the entire central Mississsippi region, including safety assessment and the physical marking and survey of loads using GPS/GIS technologies. My team then created both county and city maps used for the advice, assessment and assignment of “greatest need first†tasking by local city, county and state managers to FEMA. These maps were also provided to the Prime Contractor to assist in assigning collection, disposal and reduction sub-contractors for contract compliance and flow of work.
The last month I acted as the Site Manager for one of the largest debris clean-up and reduction sites in Mississippi, containing approximately ~20M cubic yards. I was solely responsible for the management, training, evaluation and assignment of 25 Inter-Agency employees…each of their field subcontractors…and maintained concurrent primary responsibility for the daily operations, reporting, safety, environmental and contract compliance of the disposal and reduction site itself.
I frequently dealt with state and federal OSHA and FEMA compliance inspectors and auditors…liaised and coordinated with local, state and federal officials…and was often called upon to provide presentations and tours to senior representatives of interested parties and stakeholders. I had numerous safety audits, with only minor suggestions for improvement, and my site was never cited for even the smallest safety or environment compliance issue…even with the numerous and overlapping requirements of each agency and jurisdiction.
In working with multiple agencies, local governments, the contractor and often-times the general public…I was able to get a “lay of the land†sense of political realities, public priorities and real-world capabilities that led to a much more direct path of safe goal-setting, conflict resolution, and ultimately mission accomplishment. I received numerous awards and letters of recognition and appreciation from the Incident Commander for Mississippi, the U.S. Army Corps of Engineers Division/District Commanders, and even the Contractor for my efforts.
The duties, responsibilities and knowledge required by that position were a blending of Project Engineer, Project Manager, Quality Control Manager, HSE Manager, Scheduler, Funding Agent and General Superintendent jobs in the private sector, and have included:
