Construction/QC Manager:
Strontia Springs Tunnel Stabilization Project: Provide City of Denver Water with Construction Management duties on the Strontia Springs Tunnel Stabilization Project. The project was designed to stabilize the tunnel on the south abutment leading up to Strontia Reservoir. The tunnel was constructed in 1947 and major rock falls have occurred in recent years. These falls presented a major hazard to the crews who use the tunnel daily to maintain the dam and reservoir. Heavy Civil work included: Mobilization., Scaling of rock, Strip Drains, Mesh, Split Set 6', Split Set 18", Cable Bolt Holes, Cable Lashing and Shotcrete.
Valmont Leggett Diversion: The scope of work under this agreement consists of: a) data review and field observation of the structure; b) evaluation of the existing diversion structure; c) development of drawings, specifications and a construction cost estimate; d) permitting assistance, and; e) project management. Construction documents developed by URS for the project include the following: Removal of existing gates and operators at the headwork’s and sluiceway. Removing existing embedded metal work on structures. Removing portions of existing concrete structures for rehabilitation. Removing portions of existing concrete on all structure for concrete repair crest as shown. The extent of demolition work shown on the drawings is based on existing drawings and site observations. The specific extent of the demolition for the various items was determined in the field by the Owner’s Representative.
Chino Dam 8: Provide Construction Management oversight during the construction of Dam 8 at the Chino mine in Silver City NM. Construct a separation PLS/stormwater dam. Dam construction includes but is not limited to the following: Removal of riprap and stockpile for reuse. . Construct access road into the stormwater portion of 8 dam. Remove, load, haul, and disposal of sediment on mine site. Construct the PLS/Stormwater separation dam including compacted clay or soil/bentonite layer, riprap and all other components for dam construction. Dam size 152 feet long by 62 feet high 15 feet thick at the crest and 42 feet thick at the toe. Demolish and dispose of concrete and steel flume. Shotcrete. Install geotextile and HDPE liner. Excavate and backfill anchor trenches. Install geocomposite. Underdrain, sump pump and piping.
Bull Reservoir Emergency Spillway Repair: On June 24, 2008, City of Northglenn (City) operations staff discovered a failure of the asphalt liner on the upstream face of the south embankment at Bull Reservoir. The failure occurred immediately below the concrete spillway of the outlet structure that discharges treated effluent into the reservoir at a maximum rate of 10 to 12 cfs. Severe buckling of the asphalt liner was also observed well below the reservoir water surface, and voids were observed below the concrete spillway slab. The failure appeared to occur relatively suddenly, as operations staff observed no signs of failure earlier that same day. Construction of emergency repairs will begin in early June 2009, and that the reservoir will be drawn down to dead pool (7 ft) or lower (with the aid of pumps) by the start of construction. URS was retained by the City to design emergency repairs of the effluent spillway. Our design presented herein consists of a United States Bureau of Reclamation (USBR) type baffled concrete chute that extends from the existing outlet structure to the upstream embankment toe. The design also includes foundation preparation and replacement of hydraulic asphalt concrete (HAC). The details of the design are shown on the design drawings and described in the technical specifications. In addition, URS will provide Expert witness oversight duties during the construction phase of the project.
08/2007 to 06/2008: URS Fort Sill USACE ADA Re-stationing Program
Construction/QC Manager: Responsible as the single point of contact between URS personnel design/build firms and USACE personnel at the ADA site overseeing the construction worth approximately $288 million dollars worth of infrastructure and facilities. Lead Construction Manager with responsibilities that include design review, project scheduling cost estimating, construction inspection, RFI review and design consultation and cost estimation for changes in project scope.
04/2007 to 08/2007: URS Nellis AFB Housing Privatization Program
Project Manager: Responsible for realigning the Quality Assurance Program for the overall Title II Oversight on the construction on the $148 Million Nellis AFB Housing Privatization Project during the transition period from design to construction. Including design review, construction inspection, cost estimating and design consultation for changes in project scope on the demolition and building of 815 housing units and renovation of 363 existing units including infrastructure.
01/2007 to 04/2007 URS/HDR Inc.
Project Manager: Castle Rock Design-Build Well Facilities, Colorado. This design-build project included the design and construction of four new Denver Basin Aquifer wells, two new well house facilities), and 11,000 linear feet of pipeline to convey flows to Castle Rock's Ray Waterman Regional Water Treatment Facility The project was schedule driven with all facility and pipeline work substantially completed on by April 22, 2007. HDR worked closely with Castle Rock Staff to develop the scope of work and construction cost estimate for the project, using the Castle Oaks 8 well facility as the basic design template for the proposed facilities. Responsibilities include oversight of construction management to ensure Town standards are met, development of the overall project schedule on Sure Trak project program, update to both People Soft and Prolog cost control programs, and collaboration updates to Project Talk project site management program.
2006 to 2007 University of Colorado at Boulder
Project Planner I: Responsible for 14 projects throughout the campus ranging in cost from $8 Thousand dollars to over $1.4 Million. Responsible for developing the scope of work, estimating construction costs, hiring and managing consultants and design firms, the bidding process, and managing the schedule. Projects types range from parking lot overlay and striping projects to the upgrading of building electrical and mechanical systems.
2005 to 2006 Keesler Air Force Base Hurricane Recovery Military Family Housing
Project Manager: Responsible for supervising one Construction Manager and four Construction Inspectors overseeing the repair and restoration of 865 Military Family housing units at Keesler AFB. The entire housing area was devastated by Hurricane Katrina. Coordinated the demolition of another 702 Military Family housing units too damaged to be recovered. Planned, coordinated, scheduled and developed cost estimates on the new construction of 1062 Military Family housing units with local municipalities, State EPA, base leadership, Air Education and Training Command (AETC), and Air Force Center for Environmental Excellence (AFCEE).
2004 to 2005 American Eagle Communities (Privatized Housing)
Reported to the Executive Committee on overall Program Management and execution. Overall responsibility was to ensuring final constructed product met requirements established in the States initial Request for Proposal (RFP) and “Closing Documents.†There were multiple actions required to meet this objective. 1) Partner with and negotiate transfer of responsibilities from AF Civil Engineering and Transportation functional areas to contractor supplied functional areas. 2) Review and direct procurement actions to hire “Pre Proposal Assessment Teams†for Initial Conceptual Designs and “Post Award Design Teams†for Final Sealed Construction Documents. 3) Negotiate “Performance Based Agreements†with both teams identified above. 4) Partner with AF leadership to ensure there was a smooth transition for designs accomplished by both Teams.†5) Developed and assess how well current programming and design solutions met the current pro forma and how well they could be applied to potential future projects. 6) Review programming and phasing documents for production building systems for upcoming phased construction. 7) Review and advise on the proposed design schedule. 8) Review and advise on the proposed construction schedule. 9) Review and approve the pro forma construction budget and all subsequent versions. 10) Manage all Quality Control, Safety programs and policies.
2003 to 2004 Patrick Air Force Base South Housing Privatization Project
Project Manager: Responsible for the overall Construction Management Oversight for the $92 Million Patrick Air Force Base South Housing Privatization Project. Included design review, construction inspection, cost estimating and design consultation for changes in project scope. Project included housing for one O-7 and six O-6 officers to include infrastructure such as water, electric, storm water, sanitary sewer, communications and security.
2002 to 2003 Luke Air Force Base MilCon Housing Project
Project Manager: Responsible for managing the Quality Assurance Professional Services Contract for the $11.4 Million Housing Project at Luke Air Force Base which constructed 155 military family housing units. Performed design review, construction inspection, cost estimating and design consultation for changes in project scope. Managed the Construction Manager and Construction Inspector on the project. Coordinated with the Housing Officer, Civil Engineer, Architect and Landscape Architect.
2001 to 2002 City of Centennial, Centennial Land Use Services Contract, Centennial Colorado
Project Manager: Coordinated all engineering aspects of Land Planning, Engineering & Construction Inspection for a typical Municipal Community Development Department with over 100,000 inhabitants. Conducted daily planning and engineering business such as facilitating pre-submittal meetings, receiving and reviewing development submittals, preparing reports and recommendations to the Planning and Zoning Commission, reviewing construction plans and engineer’s cost estimates, preparing and managing Subdivision Improvement Agreements, issuing construction permits and providing field inspection services. Managed two subordinate positions, one Engineer EIT for plan review, and one Field Engineer EIT for field inspections. Also performed duties as Assistant Project Manager on three Colorado DOT projects, oversaw performance of inspection services of contractors work in accordance with the contract plans and specifications, M standards, S standards and the 1999 standard specification for road and bridge construction. Ensured certified payrolls submitted by the contractor were up to date and accurate for submission of payment to the state. Received PE training on Site Manager program and ran the Site Manager programs.
1998 to 2001 City Engineer/GIS Technician (Woodland Park, Colorado): Worked as the City Inspector on all capital improvements and new development to ensure they met the City Engineering Specifications. Developed cost estimates on all projects. Developed the GIS system for all mapping and engineering submitted drawings for the city. On-Site Construction Manager for construction of a 10’ X 12’ double box underground culvert drainage system through the center of the City. Construction Manager for Hwy 85 Phase I Bridge Replacement, Hwy 85 Phase 2 Road Widening, and Construction of On/Off Ramps for the Fountain Interchange at I-25 and Hwy 85. 1978 to 1992 Engineering Supervisor USAF: Managed groups of up to 14 enlisted and civilian personnel on over $11 million dollars worth of military construction projects, ranging from new utility plants to remodeling of existing structures.
