• 12 years of successful overseas experience as a Project Director/ Contracting Officer’s Representative (COR) for Design/Build state of the art US Embassy/ USAID buildings and infrastructures ($ 5million to $60 million) including Physical and Technical Security upgrades, Marine Security Guard Quarters(MSGQ), Warehouse, Maintenance shop and Staff Diplomatic Apartments(SDA) in India, Nepal, Pakistan, Saudi Arabia and Germany.
• Strong organizational skill to ensure construction, commissioning and operation of the facilities are accomplished on time, within budget and in conformance with the contract design.
• Good knowledge of financial management to control government funds, construction budget, certify/approve contractor’s monthly progress payment.
• Familiarity with DOS construction and security procedures.

• Plan, organize and schedule all construction activities at site and maintain Standard Operating Procedures (SOP).

• Work closely with all stake holders including Management officials, interagency representatives and host country building officials to analyze and resolve issues related to building permit, design and construction, shipping, customs, procurement of materials and general services.
• Work in coordination with mission’s Regional Security Officer and host country Security officials to ensure protection of personnel and assets at site. Follow and maintain strict security requirements.
• Inspect construction work, monitor contractor’s construction activities and progress for the project.
• Apply quality control and quality assurance, contractor’s OSHA and safety measures, conduct safety meetings and maintain safety logs. Take personal responsibility to promote safety among peers, subordinates and supervisors.
• Plan, organize and recruit field office staffs including US and local engineers of various disciplines(civil, electrical, mechanical and project control)
• Supervise, train field staffs, and facilitate staff development as a mentor to keep their morale high.
• Prepare weekly and monthly progress reports, negotiate and execute contract modifications.
• Close-out project, warranty requirements and training of facilities management staffs.
12/1992-9/1997: Program/Planning Manager

• Provide technical support for the programming, planning and design phase of the projects which include State’s Army National Guards building, prison, educational institute, and senior rehabilitation centers.

Liaise with inter-agency representatives for space planning, finish selection, furniture and furnishing selection, procurement and contractor oversight. Prepare change order proposal and participate in contract negotiation and modification for changes in design and construction.
