Human resource issues were the primary focus of my work. I advised the commission and
executive director on employment law issues, negotiated rule, penalty and safety issues
with labor union and employer representatives, counseled all departments on human
resource issues, conducted training programs on The Americans with Disabilities Act,
acted as hearing officer in grievance matters, and litigated OSHA-related employer safety
issues. Served as the ADA and ethics advisor for the entire agency. Managed three

My division was responsible for assuring compliance with federal and state employment
laws by all state agencies. This was accomplished through the creation of a training

responsibility, I was the state's Chief Solicitor charged with the investigation and
defense of Title VII claims. As such, my door was open to all agency personnel offices
requiring the benefit of my advice and counsel on all human resource issues that might
be targeted toward legal action. My division staff of 48 full-time employees included
attorneys, auditors, investigators, as well as clerical and support staff with a budget
of 2.2 million dollars. I was directly responsible for recruiting, hiring, training,
discipline, and performance appraisals for the entire staff. Served as the ethics
advisor for the entire office.
