Alan Kapalka – Sr. Project Manager
Mr. Kapalka is a senior project manager with experience providing engineering and construction management services for multiple business sectors including Environmental, Water, Transportation, and Energy Facilities. He has managed various projects and programs with overall total program responsibility for project values totaling upwards to $80 million dollars from conception to closeout. He is also proficient in quality assurance for ISO 9001:2000 Quality Management Systems.
EXPERIENCE
Environmental – Design & Construction Wastewater Pump Station & Force Main Installation
• Provided construction management services for modification and installation of pump stations and force mains in the metropolitan Dade County area that are part of a system operated by the Miami-Dade Water and Sewer Department. Participated in the implementation of improvements to 400 pump stations, including pump modification, motor replacement, electrical control system modification or replacement, and refurbishment of concrete structures or the construction of lift stations. Responsible for overall project services including the management of contractors, all project controls for creating, analyzing, and updating project order schedules, tracking critical path items, reviewing project estimates for forecasting and budgeting to ensure realistic pricing, revenue and costing tracking and projections, approval of contractor payment requisitions, and the dissemination of project records, reports, and data.
• Updated the Metro Dade County Solid Waste Management Department’s North East and West transfer stations, including redesign of the storm drainage and sewer system to comply with the current codes, permitting from the Department of Environmental Resource Management and other agencies, changes to the specifications and bid documents, and revision of the cost estimates.
Stormwater Drainage Improvements – Roadway Reconstruction Hazard Mitigation Design & Construction
• Managed the design and construction of 400 street drainage improvements including street resurfacing, street reconstruction, stormwater drainage improvements, and the design and dredging of nine miles of secondary canals throughout Miami-Dade County, Florida, following Hurricane Irene and another major storm, which caused widespread flooding and surface runoff that clogged the existing storm drainage system. Technically and financially responsible for managing all contracts associated with the work, which totaled $80 million dollars including FEMA funding, including surveying, geotechnical, design, and construction. Also administered all project documentation; prepared work orders; reviewed designs; established project schedules and projections; established budgets, prepared and approved contractor monthly estimates; provided construction quality reviews, inspection, and testing; and provided technical direction for all subconsultants, in-house staff, and field staff, which consisted of an eight-member inspection team. He is also a Qualified Stormwater Management Inspector for the Florida Department of Environmental Protection.
Transportation - Roadway & Bridge Construction Management
• Provided construction administration for a $26 million construction engineering and inspection contract for the Florida Department of Transportation, which consisted of bridge construction, noise wall installation, paving, milling, resurfacing, canal relocation, interchange configuration, LWDD canal revetment, and major drainage installation. Administered all project documentation from inception through final estimates, prepared contractor monthly estimates, and provided construction quality review and technical direction of a six-member inspection team.
• Administered a $28.6 million construction inspection services contract at Miami International Airport, which consisted of extending the upper and lower vehicle drives 1,200 feet beyond Concourse H to the future perimeter road bridge, where one ramp will connect the extended upper vehicle drive with Central Boulevard and another ramp will connect the upper drive with NW 20th Street. Administered the construction of a fire sprinkler system, a sewer pump station, and underground utilities critical to improvements at the South and MIA terminals, as well as columns and foundations for the future automatic people mover system.
• Provided technical support for the construction of a right-turn deceleration lane and other entrance improvements for Carnival Cruise Lines. Participated in the preparation of a bond engineering report for the Miami-Dade Water and Sewer Department.
• Provided engineering support for the NE 6th Avenue bridge replacement for the City of Wilton Manors and completed various engineering tasks for the Port of Miami and the Miami-Dade County Attorney’s Office.
Construction Assessments & Reviews
• Supervised building inspections of various facilities on the Florida Turnpike to document the damage inflicted by Hurricane Andrew for the DOT. Managed the development of a detailed report of damage to building exteriors and interiors, mechanical equipment, landscaping, toll facilities, signage, and lighting. Made recommendations for repair with an estimate of associated replacement cost and included photographs and video with narration of the damage to substantiate all work.
• Participated in the development of a report for the study and implementation of automation techniques at the construction resident offices of the Florida DOT, including the establishment of goals during the first phase of the study to improve the quality of construction, increase productivity through the reduction of duplication, automate tasks, reduce paper work, and reduce claims and court fees. Made recommendations after a review of the DOT construction office environment, production management business area, legal issues, current technology, and other operations related to the construction office. Also prioritized the potential areas for automation through a cost-benefit approach and designed a system and working environment.
Building Design
• Project Design Management of a Fire Station in the north half of an existing facility for the Seminole Tribe of Florida. The initial phase of the assignment is to provide a structural, electrical, and mechanical review of the existing facilities’ systems. The client has indicated that the facility should include interior parking for two emergency response vehicles, a ladder truck and a pump truck with a minimum of two access bays. Accommodations for twenty fire personnel / day and include the following: A battalion chief office with dormitory and restroom, watch office in truck area, logistics bureau with three offices and storage area, administrative offices for four, training classroom to accommodate twenty, offices, logistic bureau, dormitory, M-F toilets in two levels, laundry, kitchen for two shifts, dining area, day room and fitness room. Jointly, a conceptual design was prepared based on the above needs assessment. A design and construction budget will then be established that will provide the framework of the design. Once approved, construction drawings and specifications will be prepared for bid.
Building Security Design & Implementation
• Managed the designs of a state of the art security surveillance and access control system for 20 sites/facilities belonging to the Seminole Tribe of Florida. The work included the preparation of a Vulnerability Assessment for each location with a conceptual design plan. The conceptual design plan was then refined with the client which then became the basis of design. Construction drawings and specifications were then prepared for bid. Initial estimates for construction were created to facilitate bid review. Construction Management and Administration was provided for those sites/facilities ready for construction. In some cases the facilities were new from the ground up and in other cases existing facilities had to be back fit.
Facilities Management & Planning – Energy Generating & Transportation Facilities
• Prepared a facility management plan for the Puerto Rico Electric Power Authority’s Palo Seco plant, identifying all site real estate and use under present and future conditions. Conducted a requirements analysis including a full site walk down to provide a baseline of site properties, existing spatial use, and potential areas for expansion. Also surveyed engineering managers and plant executives to determine potential plant projects along with the function and spatial needs of each department. Provided construction phasing and sequencing and prepared cost estimates needed to support the transition effort between phases.
• Participated in the development of input screens and tables to validate data into an expert system for facilities management that would maintain the relationships of all components of a high-voltage system, for a power company, to allow for documentation and tracking of inventory, components, and subcomponents to enhance customer service.
• Supervised and designed a construction planning schedule for the Metro-Dade Aviation Department in Florida, for Concourse A at Miami International Airport.
Geographical Information Systems
• Provided technical support and applications development of GIS files for Barnstable, Massachusetts, and Dover, New Hampshire, which allowed various municipal departments to share data for general administration. Created coverages for wells, surface water sources, groundwater sources, contaminants, and major and minor roads and provided the technical support necessary to supplement the geo-data file at the Massachusetts Water Resources Authority, which allowed the GIS to track and manage areas throughout the state that could be potential sources of new water.
• Participated in a variety of training programs, including project management and construction management at risk; cost and scheduling using Primavera, Suretrak, Microsoft Project, and Expedition; Florida DOT's claims avoidance, supplemental agreements, work order processing, and materials management training; piping stress analysis and structural support design; construction engineering for piping and related compounds; GIS systems design and application; relational database design and management; computer graphic applications; and scanning and image processing.
Energy Generating Facilities – Design & Construction Domestic & Abroad
• Supervised the installation of piping systems, equipment, components, and modifications of Nuclear and Fossil fuel electrical generating stations most notably, Milestone, Browns Ferry, Sequoyah, Pilgrim, and Turkey Point.
• Prepared design calculations for Class II Nuclear and Non-Nuclear piping systems in the United States and in Seoul, Korea. Supervised the manufacture of Nuclear and Non-Nuclear piping support components in the United States and in Seoul, Korea. Projects include Milestone, Browns Ferry, Sequoyah, Pilgrim, Turkey Point, KNU 5 & 6, Lilco, Surry, Indian Point, Nine Mile Point, Sea Brook, Byron, Braidwood, Comanche Peak, Palo Verde, Washington Nuclear Power, Crystal River, Widows Creek, St Johns River, Presque Isle, Council Bluffs, Alma, Big Bend, and Palo Seco.
Quality Assurance
• Completed a 7 week assignment as the acting Regions Quality Assurance Manager for the Libyan House & Infrastructure Program in Tripoli, Libya. Interfacing with the Director of Quality Assurance for Libya Housing and Infrastructure, Inc, quality monitoring was performed for the projects 3rd Ring Road project in Ben Gashir, Libya. The 3rd Ring Road is a 24 km multi-lane thoroughfare with several interchanges to connect to other major roads in the area. An assessment of the systemic operations of the Construction Manager and Contractor was performed. The results were compiled in the form of Quality Memos to provide direction and oversight on the project in line with AECOM’s core objectives. The Quality Memos requested quality documents that would provide a basic quality foundation to the project. Action items were documented and are being tracked for compliance in accordance with the overall goal.
• Quality Management System Representative for the Offices in the State of Florida including providing continued support to the Georgia Offices.
• Lead Auditor for Metcalf & Eddy providing Quality Audit services for those offices as assign. Audited the Indianapolis office to verify the effectiveness of the Quality System. Spot audits of the Orlando and Sunrise offices for compliance.
