WORK EXPERIENCE
• Clear Water Compliance Services Inc, Lynnwood WA; 12/07. To Present. Interim President/Director of Operations. Duties include providing leadership and management for all facilities, develop programs in response to identified growth in the construction storm water treatment, and sludge management fields, develop and administer company programs to increase efficiency and reduce operating cost, prepare, monitor, and report on company financials and budgets as they relate to operational functions, oversee biding company contracts, meet with clients to ensure satisfaction, work with regulatory agencies to ensure compliance and to help influence regulatory decisions pertaining to water quality.
• Hazmat, Safety and Compliance Solutions, Anacortes WA; 7/99. To 12/07. Owner Operator/President. Duties include consulting clients on hazmat releases and spills, provide training on compliance, regulations, and the Incident Command system, MSDS review, reduction of disposal cost and help in developing waste management strategy’s, exercise and drill development and facilitation, development and review of environmental, safety, health and spill response policies and procedures, accident and spill investigation, and development of grant proposals.
• Ecology and Environment inc., Seattle WA; 4/02 to 9/04. Project Manager, Core Team Member of the U.S. Environmental Protection Agency's (EPA) Superfund Technical Assessment and Response Team (START II). Duties include consulting the Federal On-Scene Coordinator (FOSC) at WMD events, hazmat releases, and oil spills. Conduct industrial facility inspections for compliance, developing and facilitating tabletop, functional, and full scale field exercises for EPA Region 10 personnel, other federal agencies, and local responders. Provide outreach to local responders and agencies by attending Local Emergency Planning Comity (LEPC) meetings in Washington Oregon, Idaho, and Alaska and presenting at trade conferences. Lead a national team on the development and implementation of safety procedures used for responding to WMD events. Develop specifications, and evaluate new WMD and environmental testing and sampling technologies, instrumentation, and equipment. Served as the Operations Section Chief or Safety Officer on responses within EPA Region 10 and on events of national significance.
WORK EXPERIENCE, Continued
• Specialized Emergency Response Program, Bellingham WA; 01/95 to 4/02. Served as a member of the team Command Staff, responding to Hazmat incidents throughout Whatcom County and mutual aid to outlying areas, including Canada. Duties included incident safety, industrial hygiene monitoring, team competency training, public relations, and training of local fire departments.
• Tosco Refining, Ferndale WA; 11/86 to 7/99. Safety Inspector EMT, Captain on the Fire Department in charge of developing hot work, and confined space entry permits. Perform industrial hygiene monitoring on company personnel and contractors alike. Insure that all employees are in compliance with all state and federal regulations. Conduct training on annual safety and health training, structural and flammable liquid firefighting, hazmat response, confined space and high angle rescue, incident command and oil spill response. Member of the Oil Spill Response Team, and Clean Sound Cooperative. A-Stillman in charge of oil deliveries, shipments, inventory balances, waste water treatment plant, and maintenance planning.
PROFESSIONAL EXPERIENCES AND ACCOMPLISHMENTS
• Project Manager for the Top Officials Exercise II (TOPOFF II) a national full scale radiological exercise that ran for 36 continual hours in Seattle, and involved responders from local fire and police to the White House. The budget for this exercise was 16 million dollars.
• Developed and presented environmental emergency response and safety and health classes including the 40-hour HAZWOPER, 8-hour hazmat awareness, 8-hour hazmat refresher, hazardous categorization (Hazcat), oil spill response and strategies and tactics, responding to a terrorist event, WMD instrumentation, WMD sampling, environmental sampling, basic radiation, radiation sampling, Incident Command System, and the 24-hour hazmat incident commander.
• Assigned to the biological response team for President Regan's funeral, based in Washington D.C.
• Consulted with the EPA, NASA and the U.S. Forest Service on the Space Shuttle Columbia's recovery effort. Developed safety procedures for problems that arose due to the local environment, and uniqueness of the response.
• Worked with the New York City Fire Department developing pre-plans for a potential WMD event at the Republican National Convention in New York City.
• In charge of WMD response team pre-deployed for the National Governors’ Conference in Seattle Washington June 2004.
• Developed safety procedures and check off that will be used by federal response teams responding to biological, chemical, and radiological responses throughout the U.S.
• Responded to 42 actual oil spills including both inland and off shore spills.
