Gary Ray
Mr. Ray is a licensed Engineering Contractor (A), General Contractor (B) and Electrical Contractor (C10) with more than 35 years experience in the construction and consulting industry. Mr. Ray possesses several areas of expertise pertaining to standard of care aspects of construction defect litigation, CALOSHA regulations and general jobsite safety protocols. Mr. Ray’s background affords him insight to conditions and standards applicable to a variety of specialties and general construction practices. He is knowledgeable in building code, project safety applications and interpretations. He has an extensive background in all aspects of construction administration including estimating, scope of work, contracts, purchasing and scheduling. As instructor for the Bachelor of Science degree program with a major in construction management at San Joaquin Valley College Mr. Ray taught the following courses:

In addition to accepting his position at San Joaquin Valley College, Mr. Ray is a court appointed expert witness and litigation consultant for Bert L. Howe & Associates. Litigation arising out of construction defect cases and project administration protocols including but not limited to jobsite means and methods and federal and state safety requirements per the Dept. of Industrial Relations, labor law division and CALOSHA. Onsite and offsite project manager for J. R. Abbott, Inc. Mr. Ray’s responsibilities included review and issuance of contracts, development of production schedules, meeting with subcontractors and production of RFIs, PCOs and RFPs.
Before his tenure at J. R. Abbot, Mr. Ray worked for WM Christian Company, as a project manager for the Robinson’s-May project at the Topanga Plaza. Mr. Ray was involved with this project prior to construction and was instrumental in acquiring the contract with Robinson’s-May by assembling the successful bid package. As the project manager, Mr. Ray was involved with critical path schedules, writing and awarding contracts to subcontractors and facilitating change orders.
Throughout the 1990’s Mr. Ray worked on a variety of commercial and industrial projects in California, most notably RCI Engineering and Disney. From 1991 through 1996 Mr. Ray was a project manager for RCI Engineering, a class A industrial Hazwopper certified engineering firm. While at RCI, Mr. Ray joined the board of West Coast Training Trust (WCTT). The WCTT was responsible for writing recommendations for safety methodologies in hazardous environments. These recommendations were submitted directly to CALOSHA. In 1997 Mr. Ray worked for Disney on the Tokyo DisneySea Park. Mr. Ray was hands-on in the construction and coordination of their special effects program from the mock-up phase to full-size sets. In addition to his construction duties Mr. Ray administered the safety program for the special effects department at Disney.
Before Mr. Ray’s foray into commercial and industrial projects, Mr. Ray spent nearly 15 years working on residential construction projects. Working for builders such as KB Homes, Wilson Development and Vinson & Thomas, Mr. Ray was hands-on in a variety of trades that included framing, electrical, plaster and concrete.
As a construction consultant Mr. Ray can draw from his more than 35-years experience to analyze and develop subcontractor analysis, cost estimating, scheduling and allegations related to standard of care for a general contractor. Additionally, as a safety engineer Mr. Ray is actively involved in many matters relating to personal injury on construction sites.
