EXPERIENCE
Ms. Carbó specializes in the planning and design of water supply and water/wastewater treatment engineering projects. She has extensive experience in conducting water and wastewater treatment designs, water supply/wastewater planning studies, hydrology and hydraulics studies, performing environmental assessments and managing environmental/construction permits and wetland mitigation plans. She has a comprehensive knowledge of environmental engineering and the application of environmental legislation. She also has experience collecting environmental field data for the preparation of EIS, EA documents and water quality studies for state and federal compliance. She has extensive teaching experience, and has published several papers for AWWA and AIDIS.
WATER TREATMENT DESIGN
Harmony Water Treatment And Water Reclamation Design-Build, Harmony, FL
Project engineer responsible for the design of a 1-mgd Water Treatment Plant (WTP). Tasks included the preparation of PDR, 30% Design, 60% Design and 90% Design (Raw water, concentrate and permeate pipelines, chemical feed system, process building layout, lift station plans and specifications, construction cost). Professional services in connection with expanding the Harmony Water Reclamation Facility and upgrade of the Harmony WTP using design-build for delivery of the projects in conjunction with Encore Construction for the Toho Water Authority. Water plant processes included microfiltration membranes to remove total organic carbon (TOC) and total hardness. This project also included pilot testing. Completion Date: 2007
Leesburg’s Disinfection Improvements, Leesburg, FL
Project engineer responsible of the project management, team management and multidiscipline coordination for the design and permits for the conversion of water treatment disinfection systems at four (4) of their water treatment plants from gas chlorine to sodium hypochlorite. Tasks included the preparation of PDRs, 30% Design, 60% Design and 90% Design (chemical feed system pipelines, chemical feed system, chemical building layout plans and specifications, construction cost and BID documents). The plants range in capacity from 1.2-mgd to 4-mgd. The project included modular design concept to allow the duplication and consistent use of construction plans and specifications for subsequent plant construction. Completion Date: 2008
Caguas Sur Water Filtration Plant, Caguas, Puerto Rico
Project manager responsible of the project management, team management and multidiscipline coordination for the schematic design of 6-mgd expansion for the Caguas Filtration Facilities as part of the Beatriz Dam Project. Including the preparation of PDR, 30% Water Treatment Design (Raw water and treated water pipelines and treatment facility layout plans).

Dorado Wastewater Treatment Plant (WWTP) Retrofit, Dorado, Puerto Rico
Project manager responsible of the project management, team management and multidiscipline coordination for the retrofit process design for the 4-mgd Dorado WWTP retrofit. Tasks included the planning of a 4-mgd Dorado WWTP, process final design (Plans and Specification), the coordination of all the environmental studies, construction permits and civil engineering, coordination with the client and the federal and states agencies, all the permits and data collection for the environmental assessment document. The retrofit consisted of upgrading the WWTP from primary to secondary treatment.

Project manager responsible of the team management and multidiscipline coordination for the process and civil design of 80,000 gpd WWTP for a private development in Antigua. The 90% design plans and specifications included pre-treatment, primary and secondary treatment using constructed wetlands technology. Completion Date: 2002

Project engineer responsible for determining potable water supply needs as part of the St. John’s River Water Management District. One (1) water treatment plant was assessed which included well pumping, treatment capacity, storage and high service pumping. Using city’s population projections and historical water demands, water service needs and infrastructure upgrades were developed to meet future demands as part of a 10-year Capital Improvement Program. Completion Date: 2008

Water Quality Master Plan, Seminole County, FL
Project engineer responsible of the team management and multidiscipline coordination for the water quality master plan. The water quality master plan project involved developing an overall 20 year Water Quality Master Plan for Seminole County. The system comprises of three (3) regional groundwater plants and 13 smaller systems. This work order developed and used the hydraulic models for 6-7 of Seminole County water treatment service areas. Furthermore, we prepared preliminary designs for process improvements at some of the 16 water treatment plants. Completion Date: A Phase 1 CIP report through 2012 was completed in 2008 and Phase 2 CIP through 2025 was completed in 2009
Northwest WWTF/Mount Olive Monitoring Wells, Central WWTF/Oakhills Monitoring Wells, Sunray WWTF and Hopson Reuse Site, Polk County, FL
Project engineer responsible for reviewing data information of groundwater monitoring wells at six (6) County’s WWTFs/Sprayfields. Polk County Utilities authorized the investigation of elevated nitrate and/or turbidity levels at ten (10) groundwater monitoring wells. The groundwater monitoring wells had nitrate and/or turbidity levels exceeding the permit requirements on several occasions since the groundwater monitoring plan was implemented in 2000. A report was prepared to provide a summary of the investigation effort to identify potential nitrate/turbidity sources and recommendations for further action. Completion Date: 2008 and 2009.
Annual Well Water Sampling Program, Seminole County, FL
Project engineer responsible of the team management and multidiscipline coordination for the sampling program. The program included a detailed sampling plan to coordinate the operation schedule for well rotation and site access. The project included the development of a database to store and manages the data for trending and water quality evaluation report. Completion Date: 2009

Reports were sent to the FDEP. Scope of services included assisting the county with services related to the installation of new ground water WWTF monitoring wells, abandonment of existing monitoring wells and the redevelopment of monitoring wells for Polk County Utilities. Completion Date: 2008 and 2009
