A project management professional with over 25 years of experience as a program manager and program controls manager in the aerospace, defense, telecommunications and banking industries. Expertise is held in initiating and executing programs, replanning and managing troubled program recoveries. • Consulting as a subject matter expert in developing earned value management systems with documentation and toolsets in preparation for DCMA/COE certification review. One client has selected and installed scheduling, cost and accounting systems, as well as completed phase three documentation drafts and supporting procedures. A third party review of documentation has been completed against the 32 EVM guidelines of ANSI 748, the NDIA intent guide and best DoD industry practices.
• Developed language and exhibits for EVMS and program controls sections for clients on three DoD proposals.
• Developed the schedule and cost system for a client to execute the first phase of the US/Iraqi military transition at Camp Taji Iraq.
• Consulted and led a client on IMP/IMS development for an RFP response to develop a mobile UAV for DoD and HSA deployment.

• Served as the third party engagement manager for a defense contractor’s EVMS compliance activities (Corrective Action Plans) in preparation for re-certification review by the Defense Contract Management Agency.
• Interfaced with and served as the point of contact with local representatives from the Defense Contract Audit Agency (DCAA) and DCMA on issues related to the client’s control account managers (CAMs) and their performance in assessment reviews.
• Performed an independent ANSI 748 compliance review and report for Overwatch Systems’ (Textron) EVM system.
• Developed an EVMS advisory services offering for the assessment, documentation, and best practices of EVM systems for the A&D industries.
Project Management, Scheduling and Controls Consultant, April 2001 – April 2007
• Retained as an SM&A Associate (July 2006 – April 2007) to provide program control, EVM support services and proposal development. Engagements were with Accenture for the Army’s next generation financial system (GFEBS), Lockheed Martin for development of a hypersonic aircraft (Falcon) and Boeing on a DoD ground to air missile defense system (GMD, 14,000/64,000 lines).
• Completed in June 2006, a 40 month engagement through Applied Integration Management (AIM) for Raytheon Space and Airborne Systems. Previous AIM engagements, included the Joint Strike Fighter February 2002 – November 2002 and the NPOESS Satellite December 2002.
• Schedule (1,000 lines), EVMS development and control for $60,000,000 in the DoD Q2/160th/Quiet Eagle R&D helicopter FLIR programs (Raytheon).
• Project controls setup (status, earned value, reporting, BCRs) for the $160,000,000 Navy ATFLIR weapons development program (Raytheon).
• Schedule (3,000 lines), Cost ($1,400,000,000) and EVMS development for the Lockheed SEIT/air vehicle portion of the JSF, F-35 development program.
• Trouble program replan/turnaround (2,500 line $45,000,000) for the NASA APS-Glory Satellite program (Raytheon).
• Schedule, resource loading, cost integration, baseline and EVMS controls for the Space Based Radar satellite (1,500 lines) and the Sandman (1,400 lines JSF, GPS guidance) development programs (Raytheon).
