Manager of Construction Contracts / Subcontracts for part of a $2,100,000,000.00 multi billion NYS (FAR) Homeland Security Project. Responsible for the contract work authorization process, negotiated costs, contract compliance and related charges. Provided commercial contract advice for pre award proposal submittals to request for quotations. Provided monthly project status reports to N Y S, via share point data base, blackberry and lap top. Attended or participated with periodic meetings with N Y S. Monitored project financial budgets, obtained prior finance approvals for deviations to the baseline budget, utilized SAP system for contracts and procurements, provided spreadsheet updates and utilized word processing software to communicate with all stakeholders.
Accomplishments. Developed, implemented and maintained a process for Contract / Sub contracting governance of baseline work and requested change orders, closed out a backlog of multi million dollar contract change orders and recovered cost savings. Revealed ~ $20,000,000.00 of contract charges, in breach of contract terms and conditions. My average ROI is 5%, of the contract spend.

I continued with the same or increased responsibilities as identified below.
1985 - 2002 Niagara Mohawk Power Corporation, Syracuse, Liverpool, Oswego, and return to Syracuse, NY.
Senior Contract Administrator/Purchasing Agent. Upon P S C approval, I obtained project level appropriations and approvals to solicit competitive bids for project contracts or purchase orders required to support projects. Issued Requests for Information, to inquire if there is a industry market to support projects. Pre qualified contractors and providers of services. Assisted in developing well defined statements of work /specifications and the contract end deliverable. Provided consulting advice on the proposed pricing strategy. Finalized and issued the RFP, RFQ & RFI’s. Conducted the pre-bid and pre award meetings. Processed the receipt, opening and distribution of quotations. Assisted in the evaluation and recommendations of quotations, obtained approvals prior to award of contracts.
Prepared, executed and issued contracts, administered and implemented the terms and conditions, managed the contract change request process, reviewed invoice charges, monitored total contract charges vs. contract amount and the project schedule completion date, intervened with contractor’s impasse issues, closed out contracts, settled claims and implemented preventative maintenance-post warranty, if applicable.
Responsible for incorporating Corporate and regulatory policies into contracts, verifying compliance with contractual commitments and confirming related charges for agreements with external service providers. Provided contract support for the highly regulated and complex Nuclear Business Unit for 10 years, the Environmental and Corporate contracts for an additional 15 years, as a Supervisor and in Staff positions. The Nuclear Business Unit was regulated by the N Y S P S C and the N R C. The Corporate Unit was regulated by the PSC, EPA and DEC. All the above activities were performed in a collaborative effort, within a matrix organization.
Accomplishments. My total contract cost savings amounted to ~$11M, as a result of my years in contract support. An annual average savings / ROI of $500,000.00 per year. Converted hundred’s of contracts, from a Legacy system to an new ERP, People Soft system. Initiated and assisted teams to consolidate external contracts, as part of system wide commodity teams.
1982 - 1985 Niagara Mohawk Power Corporation, Syracuse, NY, San Jose, Ca, and return to Syracuse, NY.
Assisted in providing N Y S Public Service Commission, projected capital and expense expenditures, incorporation of charges into the electric and gas rate base. Responsible for project controls and for obtaining prior approval for; construction of substations, hydro stations and buildings. Provided contract oversight for a $120,000,000.00 Nuclear contract in California.
Accomplishments. A $4.5M cost savings was recovered in my first month for part of a NYS $6.5B nuclear contract, as a result of my contract oversight in California,

Achieved decades of key experiences in the Energy/Utility Industry, in key areas such as; field operations, engineering and customer service. Design and drafting of electric and gas drawings. Initiated customer requests for gas and electric service and billings.

Successful completion of several field construction and maintenance projects. Current design and drafting of drawings, reflecting current as built conditions for safe field operations. Satisfied customers receiving gas and electric services.
