Greater Orlando Aviation Authority Orlando, FL March 1994 – May 2009
My duty oversees all management aspects of the Aviation Authority’s construction; administration; project management and purchasing of construction materials. Ensure policy initiatives and processes are in conformance with the Aviation Authority’s established policies and objectives. My title under this roll is the Construction Services Support Manager – services included the director and six senior project managers. Monthly project cost reports were reviewed along with the operational overhead budget for fifteen employees. The number of projects over the years average over 100 projects each month. Document management includes gathering the final as built drawings and sending the drawings out for microfilming and off site storage. All other letter, legal, and ledger size project documents were prep and microfilmed by internal staff. Change orders were tracked by a project information group for committee and board approvals. Several projects required local, state, and federal agencies prior and then final approvals of construction.
I held the titles of Assistant to the Deputy Executive Director – Facilities from February 2007 to December 2008. Previous title was Assistant to Senior Director of Engineering and Construction/Administration/Cost Control. These titles and reporting functions were the results of upper management changes. Duties: includes budgets (Repair and Replacement Budget: Improvement and Development Budget: and Capital Expenditure Budget), write human resources job descriptions, HR change of status, prepare bi-weekly payrolls, review and approves invoices. Coordinate project closeout documents for Senior Project Managers. Review contractor certified payrolls. Track, review, and approve legal invoices. During 1997 to 2001 the engineering and construction group managed $1.2 billion dollars in design, construction, and owner authorized representatives’ contracts. Direct construction cost excess $700,000,000. Present master plan is planning for over $3 billion dollars worth of work out through year 2017. A fourth runway and taxiways have been built during the 2000 to 2003. Civil dirt contracts have been underway since 1998, preparing site for a South Terminal facility. The budgeting process included environmental projects for (two airports) OIA and OEA plus off 6,000 acres of airport environmental set aside properties. Starting with the 2009 budget, the airport will have new contract agreements with the airlines making a transition toward a business model. I brought AutoCAD in for presentation in 1994 and the software is still used by engineering.

Received training by the Philip Crosby Associates, Inc. for Quality Education System Training (QES) in New Jersey during June 1993. This training replaced older quality training systems of the 1970s’ with Morrison Knudsen Corporation. Morrison Knudsen Corporation was purchase by the URS group during the last half of 2007. It is my understanding the Six Sigma goal is for a manufacturing standard of 3.4 deflects per production of one million units.
I was a start-up team member for Epcot Project 1979. I handled the Southwest Florida Regional Airport and Lee County Justice Complex Projects. I was responsible for multiple jails, prison, hospital, vo-tech school projects, and four joint ventures in Florida.

One year through five year strategic budget and tax forecasts were done every year for the all of the projects. Responsible for four joint ventures projects in Florida. I was a key member of the Epcot startup team. I managed Financial reporting and human resource project services For the South West Florida Regional Airport and the Lee County Justice Complex and a south Florida hospital at Boynton Beach, Florida. The project director, project engineer and manager of business were jointly responsible for revenue and profits.
I offer forty-five years of extensive education and field experience in accounting, budgets, and business project management for multiple counties and state governments’ construction and design projects. I have accepted several challenging assignments with let do whatever its takes’ spirit, as the business manager, I have directed the administration, accounting, budgets, and project staff HR orientation, hiring, medical insurance enrollments, processed payroll, project start-ups, and project close-out activities. The project director, project engineer and manager of business were jointly responsible for revenue and profits of this major design build project. The revenue was doubled for the joint venture partners. Morrison Knudsen Corporation was sold to the Washington Group which then was purchased by URS. I used MS Project tracking through college and individual project schedules.
