Experience
Frederick C. Kraai has over 35 years of experience in the construction industry as a partner and then full owner of a construction corporation whose projects included educational facilities, libraries, healthcare facilities, and laboratories. Mr. Kraai also has over 17 years of hands-on experience as an independent carpenter/contractor for residential and commercial buildings.
Mr. Kraai began his career in construction as the owner of his own construction business specializing in residences; greenhouses, townhouses, commercial warehousing, store renovations, and custom merchandise show displays. In 1987 he joined Paceline Construction Corporation as a partner and assumed full ownership of the company in 2000.
Mr. Kraai is a highly proactive owner’s representative, whose strength is the ability to identify problems in complicated field conditions and quickly move to resolve issues in the best interest of his clients, thus avoiding or reducing cost overruns and post-construction litigation. He brings these same strengths to pre-construction plan coordination, often solving coordination issues before the bidding phase. In every project, he is directly involved in the detailed technical review of systems, shop drawings, scheduling, and physical layout of projects. Mr. Kraai is also knowledgeable of contract documentation, tracking systems, and numerous computer software programs.
Putnam County Court House, Carmel, NY
The project includes the demolition of the Putnam County Garage and the new construction of a 60,477 sq. ft., 5-story courthouse.
As Senior Project Manager, Mr. Kraai was responsible for the garage demolition and contaminated soils removal. He was also responsible for the new construction of the courthouse from plan review and coordination of the Architectural and Engineering construction documents, through bid advertising, analysis, qualification and final award, to establishment of a controlled inspection schedule, ensuring compliance with New York Building Codes. He was also responsible for inclusion of changes and additions to the project; coordination with the Highway Department on an old county parking structure and retaining wall, and delineating Wicks Law responsibilities between five prime contractors; and inclusion of project labor agreements in the AIA standard CMa documents. Site coverage required custom drainage structures to extract oils and debris from storm effluent.
Lion House at the Bronx Zoo, New York City Department of Design and Construction (NYC DDC), New York, NY -- Project Engineer
In providing construction management services for the reconstruction of the historic Lion House at the Bronx Zoo, the historic character of the building, including the many lion figures made from terra cotta, is being preserved. As a Project Engineer, Mr. Kraai was responsible for assisting the Project Manager in providing overall administrative and technical direction and field operations support. He also provided quality control, schedule analysis, and document tracking.
El Museo del Barrio (NYC DDC), New York, NY -- Project Engineer
In managing the total renovation of this first museum on New York’s Museum Mile, Mr. Kraai was responsible for managing demolition and rebuilding of office space for the museum, prior to installation of on-site construction offices. Mr. Kraai managed the restoration of a major historic 1924 tile mural installation by William Grueby in the Heckscher Building lobby, while managing the scheduling changes and logistics necessary to keep the project schedule on track, despite changing restoration needs occasioned by the identification of the Grueby tiles and resulting coordination with the NYC Arts Commission. Careful management of the separation of trades, and coordination of scope changes was necessary to assure the finished project met the owner’s requirements. Cost containment and on time completion were of the essence.
Prior Experience
Monroe-Woodbury High School Additions and Alterations, Central Valley, NY
Mr. Kraai served as Project Manager for this $13.5 million high school project – responsible for oversight of plan and specification review, constructability and coordination of contracts, and technical review of systems, shop drawings, scheduling and physical layout of the project. In plan review, he assisted the architects and engineers in devising a good and reasonable solution to placing a large addition adjacent to the old building, over fill. He also provided value engineering for a poured pile foundation system.
Monroe-Woodbury Middle School Additions and Alterations, Central Valley, NY
Mr. Kraai served as Project Manager for this $6.7 million middle school project – responsible for oversight of plan and specification review, constructability and coordination of contracts, and technical review of systems, shop drawings, scheduling, and physical layout of the project. He provided careful monitoring of the placement of the addition on substandard fill, using special footings and bond beams. Mr. Kraai worked with the prime contractors to effect on-time delivery to the owner.
Mahopac Public Library, Mahopac, New York
As Project Manager, Mr. Kraai was responsible for the performance of multiple estimates to fit the architect’s vision to the owner’s budget on this $8.4 million project. The project included a move to temporary quarters, asbestos abatement, demolishing of the old library and construction of a 30,000 sq. ft. building on a 1.1-acre site in downtown Mahopac. The building was placed on 108+ pilings on lake bottom soils, and required custom site drainage, retaining walls, and sub-parking storm water retention systems.
Haverstraw Kings Daughters Public Library, Haverstraw, New York
This $11 million project included a separate $1.5 million prime contract for a 32 foot high retaining wall integral to building on a deeply sloped site. As Project Manager, Mr. Kraai applied careful estimating, extrapolation from soil logs, and the use of contingencies to guarantee that undisclosed debris dumps under the site did not hurt the budget or the timing of the project.
Horton Medical Pavilion, Phase II, Middletown, New York
Mr. Kraai was Project Manager for this $750,000 project outfitting 10 custom doctors’ suites, with a total of 33,000 sq. ft., over 12 months. This was done to guarantee the owner’s budget, and to recoup a $500,000 cost over-run from Phase I, which was built by another company. The work took place in an active Day Hospital, without interruption of services or disturbance to the clientele.
East Ramapo C.S.D. Summer Science Renovations, Spring Valley, New York
Mr. Kraai served as Project Manger for this $12 million project, which consisted of the total gut-renovation of the majority of science laboratories in two high schools over one summer. This ran concurrently with 3 roofing projects, 5 flooring projects, 5 under-ground oil tank remediation and replacement projects, and extensive asbestos removals and alterations in a total of 14 district buildings. All schools were opened on time.
Suffern Public Library, Suffern, New York
As Project Manager, Mr. Kraai was responsible for the $8.3 million construction of a 37,000 sq. ft. public library facility requiring careful use of retaining walls, grade controls and drainage systems to protect the building from an active water table.
Middletown Thrall Library, Middletown, New York
The project was the $9.6 million construction of a 27,000 sq. ft. building placed adjacent to a 3,000 sq. ft. historic railroad station. The site was on a 100-year old railroad yard, and required excavation 18 feet below ground to remove clay and peat layers that might otherwise compromise attachment to the original building, or movement by settlement. As Project Manager, Mr. Kraai was able to value engineer savings into the project during construction to pay for extensive undisclosed asbestos plaster removal and resulting restoration of antique wood work. Aggressive action on re-bidding and use of temporary heat kept the project delays to only two months, and held additional costs to a minimum, when the plumbing contractor declared bankruptcy at 60% of contract completion.
Mid-State Lumber, Warwick, New York
The project consisted of total renovation from retail to a wholesale lumber facility, including the addition of a railroad siding and a custom 30,000 sq. ft. clear span steel building. Refurbishing of all existing buildings and addition of office space. Two pole buildings were joined with a connecting roof to add additional covered storage. Value engineering guaranteed the owner’s budget and schedule, while adding a documented 32% additional value to the project.
Various Projects, Warwick, New York and New York, New York
Mr. Kraai was owner of Frederick C. Kraai Construction. His projects included the contracting and construction of custom residences, greenhouses, and town houses; commercial warehousing, store renovations and custom modular merchandise show displays. Representative projects included:
· Foster Residence, Points of View, Warwick, New York – two separate additions were placed on the home five years apart.
· Fersko-Weiss Residence, Points of View, Warwick, New York – a large residential edition, with its own HVAC system, separate from the main house.
· Conklin & Strong Lumber Yard, Warwick, New York – 5-6 separate projects, including building of displays and the major revamping of warehouse space. It also included the addition of an entire second story to an underused coal shed facility to warehouse kitchen cabinets.
· Iral Jewelers, New York, New York – Mr. Kraai built a $15,000 modular jewelry case for use in the annual New York City Hilton Hotel jewelry show. Included were storage and transportation boxes to protect the display cases when disassembled for storage.
· Good Company, New York, New York – Total remodeling of a 3,000 sq. ft. drugstore into an art gallery and frame shop, including storefront, lighting, and interior finishes.
