Manage, direct and supervise the Puget Sound Region Construction and Maintenance Crew’s. Organize and implement planned and deferred maintenance projects.
Prepare contract documents according to requirements of the Maintenance Preservation Manager’s (MPM) state wide for Public Works, Purchased Services and Personal Services. These include but not limited to Invitation to bid, bid documents, actual contract invoicing and completion documents. Track these contract documents to completion in cooperation with MPM. As requested by the MPM inspect and direct contractors on-site during construction to insure that contract requirements are met. The Applicant Agent on many FEMA/EMD projects.
Provide technical support on maintenance problems. Coordinate the procurement of materials, equipment and personnel to accomplish maintenance projects. Implement plans, and specifications for park forces or contractor implementation. Coordinate work effort, material procurement, equipment usage and project accounting ledgers for park forces projects. Prepares plans, specifications, and contractual documents, solicits bids, advertises, awards public works contracts, inspects, and approves work in progress, authorize payments due contractors, and project ledgers for public works projects. Provide quarterly reports on Planned and Deferred Maintenance status. Manage and coordinate drinking water and waste water projects and maintain these systems. The Washington State Parks Alternate for State Agency Liaison to EMD/FEMA.
Maintenance Planning Manager - WMS

• Manage the integral input in planning for the Agency's Statewide Marine Construction, Marine Maintenance Program, as the Headquarters liaison. Includes both Capital and Operations marine projects, prioritizing, approving emergency projects funding and coordinating
• Supervised the State Parks Marine Crew.
• Acts as the Washington State Parks Alternate for State Agency Liaison for Emergency Management Division of Washington Military Department Emergency Management. This includes mitigation, preparation, response, and recovery activities inherent in managing the reaction to potential or actual or technological hazards and natural disasters (e.g. quakes, fires, floods, tsunami, chemical spills, and terrorism).
Maintenance Manager

As manager of the maintenance department, my responsibilities were parts and materials acquisition, equipment inventories, and major equipment acquisitions. Managed and documented procedures and policies; analyzed accumulated data on maintenance activities, report trends, and recommended potential areas for cost savings. Implemented the collection of data and prepare status reports on equipment performance. Monitored and established training requirements for personnel. Supervised forepersons, leads, and craftspeople as required. Developed long and short-range planning; developed budgets, collected information and developed procedures, recommended purchases for the department, administered outside contracts, and maintained awareness of new technology; recommended improvements for operational efficiency. Utilize Microsoft Office software products including Word, Excel, Outlook, Access, PowerPoint, Publisher, and Project. Utilize CMMS (Computerized Maintenance Management System) to improve equipment and operations efficiency.
Electrical Designer
The Glosten Associates, Seattle, WA. (1991-1992)
Electrical designed systems included electronics, communications, instrumentation, power, and lighting systems. Coordination with contractors and the Washington State personnel on scheduling projects and construction tasks related to electrical / electronic systems. Designed electrical and electronics for Alaska State ocean ferry and Foss tractor tug projects. Participate in the selection committee for the design of propulsion drives, and the diesel engines, for Jumbo Class Ferries.
The operations manager responsibilities included job and work change estimates, job coordination, engineering, and interface with American and foreign customers. Coordinate work loading, budgeting, and man loading requirements. Provide field service trouble shooting in the electro-mechanical area for the company. Analyze and generated reports using Microsoft Excel and Word. Assist the president in long and short term projects and planning details. Serve as the electrical division manager and supervisor.
Project Engineer
King County Metro: Down Town Tunnel Project, Seattle, WA. (1988-1989)
Review submittals, engineering plans, and provided direction for the cu10 contract of the tunnel. This consisted of the electronic communication systems; telephone, CCTV, fire detection, pa, traffic control, ups, machinery monitoring and control. This system utilized fiber optics between underground transfer stations with stand alone remote terminal units per station. This is a SCADA (System Control and Data Acquisition) system utilizing DEC VAX 5000 computer system at command control center. Support the project management team in the technical proposals for contract changes and negotiations. Direct contract changes and compliance requirements to contractors.
Project Engineer
J. A. Jones Construction Co Inc. Renton, WA. (1986)
The Project Engineer (Electrical & Instrumentation) responsibilities included work change estimates, job coordination, engineering, and interface with the customer. The assignment was for Seattle metro expansion to the Renton Waste treatment facility. Directed and assisted electricians interpret drawings, installation methods, pumps, HVAC, PC controls, lighting, and various types of instrumentation. Interface with mechanical and structural engineers to coordinate construction of the project.
Responsibilities included job estimating, drawing schedules, and maintaining departmental budgets. Supervise Electrical Division consisting of drafts persons, technicians and engineers. Responsible lead person for field engineering surveys and experience traveling in the U.S. and overseas. Engineering systems designed included electronics, communications, instrumentation, power, and lighting systems. Group leader in many projects requiring multiple engineering disciplines to meet objective.
Maintenance Superintendent
