Work Experience:
My specialty is machinery reliability, functionally and replacement of pumps, turbines and compressors. I have 30 years or more experience with compressor control systems (Amot Controls, Altronic Controls, API610, 614 systems). Cylinder Lubrication, (Lubriquip, Lincoln etc.). Process Control Valves (DeZurik), heat transfer, equipment (Vaporphase HRSG, Basco HE). Instrumentation (Penberthy and Magnetrol). ASME, ANSI code pressure vessels (Perry Equipment-PECO). Flow measurement (PECO-Robinson, Nusonics, Magmeters.). Pipeline equipment (launchers and receivers, pigs and spheres, NACE corrosion control), Oil Water Separators (Wemcos). I am familiar with most all industry codes including but not limited to ISO, ASME, ASTM, NACE, NEMA, CE and API.

2002-2009 Williams Industrial Engineering, Huntington Beach, CA - Owner
-2008 Chevron, Bakersfield, CA
-Contract Upstream Facility Engineer for Chevron Exploration and Production. Received a Contractor Appreciation Award for a critical project where I was able to save Chevron a documented Six Sigma Savings of $850,000.00 USD without the facility having to shut down production. My day to day functions included working closely with operations to identify bottlenecks and improve plant operation. I was responsible for writing AFE’s , vendor selection, supplier inspection, Contractor supervision, HSE requirements plus other key functions ( mentoring 3 younger Facility Engineers).
-2007-2008 Fluor Engineering, Port of Spain, Trinidad
-Project Engineer of new ISO unit at the Petrotrin Refinery in Trinidad, a $400 million dollar project. I was a consultant to Flour for Rotating Equipment and Refinery Commissioning . In 2007 I worked with Fluor on the FEED design, and in 2008 Fluor contracted me for onsite construction and start up supervision. My onsite responsibilities included managing local Construction contractors, documentation, HSE and refinery commissioning.
-2006 Consultant for Los Angeles Metropolitan Water District. Reliability functionality of large gate valves that were failing. Was able to resolve this problem without having to replace any of the valves.
-2005 - Designed and installed auto lube and control systems for Ammonia Compressors at several of Koch Nitrogen Company Wichita, Kansas. Their compressor plants are located throughout the Midwest.
-2002-2004 Fluor Engineering, Jose, Venezuela -$4.2 Billion Project
This was a 3 year project. FEED Design and supervised the installation of rotating equipment (pumps, turbines, compressors, blowers, etc.) at the new Hamaca/Ameriven Syncrude Refinery in Jose, Venezuela. This is 180,000 BPD heavy crude upgrader, a $4.2 billion USD project. Responsible for coordination of weekly meetings to ensure project completion as scheduled. Participates of meetings were ConocoPhilips, ChevronTexaco, PDVSA and 5 Venezuelan contractors on many issues for a difficult project (refinery workers went on strike during this time). Project was completed on time per revised schedule.
-1992-2002 Frost Engineering, Costa Mesa, California. Company sold in 2002
-Position held: Principle Engineer and President from 1992-2002
-Responsibilities included but were not limited to, management of 15 employees, 2 Offices in California. Design, Supervise and Managed all large projects in California and all international projects.
Notable projects included but not limited to:
-Design and fabrication of 48 High Pressure Pump Skids with Foster Wheeler Corporation of N.J. for their coal fired plants in China.
- Work on all of the Offshore Platforms off the California Coast, ExxonMobil, Venoco, Chevron
-Designed and installed compressor lube systems and purge panels at the Shell Wilmington Refinery.
-Designed and installed lube systems on hydrogen compressors at the Exxon Mobil Torrance Refinery.
-Designed and installed lube systems on Isomax compressors at the Chevron El Segundo Refinery.
-Designed and installed compressor lube systems at several So.Calif. Gas Co. Compressor Stations.
-Supervised the repair and start up of critical systems ( ie: pumps, motors and turbines) at the Chevron Pascagoula Refinery after it was flooded by Hurricane George in 1998. This project was completed on time under adverse conditions and time limits. (this project had to be up and running in 6 months otherwise it would have had adverse effects on the U.S. gasoline availability) I received an award for completion of this project.

-1987 - 1992 Mark-Costello Co.., Carson, California
Position held: Engineering Manager and Sales Manager
I was responsible and Managed all large projects in California and all International projects, some notable projects are as followed but not limited too.
-Designed and fabricated large pump skids for Gould’s Pump Flowserve, Ca. for a project in Istanbul, Turkey.
Project was important in providing clean drinking water to the residents of Istanbul, Turkey. The mayor
was so impressed with the completed project that he extended a personal invitation to his home.
-Designed and installed the worlds first closed loop-plant wide Oil Mist systems for Marathon /Ashland Petroleum at two refineries. St Paul, Minnesota and Catlettsburg, Kentucky.
-Designed and installed plant wide centralized lube systems (oil mist) at the Arco Carson Refinery’s clean
Fuels project.
-Arco Watson Cogent Plant, California. Their heat exchange system for G.E. Frame 7 gas Turbines API 614 failed. Designed a system to temporarily remove water from the API 614 system until a replacement heat exchange could be procured and installed. Thereby allowing them to continue operations without having to shut down. Consulted with Heinz Block on this project.
-Designed and installed plant wide centralized lube systems (oil mist) at the Shell Wilmington Refinery. Consulted with Heinz Block on this project as well.
There were many more projects that I completed while holding this position but are too numerous to mention each and every one.
