Program Management Office Cost Controls (PMOC)/Business Analyst – Trained replacement program manager for Ka-STARS program, afterwards I was moved to the PMO reserve list to support a pending contract award the METS Army contract. I supported the new PM in the functional role transition, managed a financial baseline, defined outstanding contract deliverables, verified EAC, assisted new finance cost analyst in catch up billing and closing out, developed CMMI level-3 control processes for the program. Proposal manager for T&M contract type sustainment effort, including a contractor based depot support facility. Business case analysis, Request for Quote (RFQ) requirements and customer Statement of Work (SOW) breakdown, define proposal approach based on customer funding limits and immediate need, provided the customer with modular cost proposal. Provided cost details for resources (labor and Other Direct Costs (ODC)) necessary to execute the sustainment effort. Utilized estimating principles for the material procurement, operations, engineering and PMO functional areas, WBS development, risk, Basis of Estimate (BOE) that was quantifiable, verifiable, auditable and compliant with RFQ requirements. I worked with the customer to develop a sustainment phase transition plan that included additional engineering support tasks and contract growth for ITT. During this time period customer confidence was improved, this required direct PM field support OCONUS and customer support CONUS to manage site issues during construction and installation for multiple deliveries with limited staffing.
PMOCC - managed program level fiscal performance for the $119.76 million Ka-STARS program and all task order/ contract modifications. PMO interface to finance group and provided MPM inputs for program performance reports. Responsible for tracking labor and non-labor costs, reporting variance and risk to the program manager, mitigation plan development with CAMs. Customer exercised contract for Depot level and site specific spares and I managed the proposal effort, this efforts value grew by $4.7 million.
Project Manager – Supervised Ka-STARS program control cost and schedule after completing the initial development phase for the RAIDRS program. Oversaw the engineering budget cost control, reduce late engineering deliverables and improve customer relationship through reporting tools that provided visibility into performance. Supported VBSS Blackbelt Kazan project, during this time period I served a dual role as Project Engineer and Deputy Program Manager. Business case analysis, Decomposed contract requirements into design control documentation, managed design phase which included system, mechanical, electrical, software and IT engineering efforts for ARMY Ka-band earth terminal program and Air Force transportable tri-band threat detection system.
Value Based Product Development Process Engineer- Developed engineering initiative details to implement Value Based Product Development.
