Projects and Work History
July 2009 – November 2009 Senior Quality Engineer, Engineered Resources LLC, Contractor to the United Arab Emirates’ Nuclear Energy Corporation (ENEC), Abu Dhabi, UAE
Quality Assurance/Technical Writing – Worked with the Prime Contractor Selection (PSC) Group to develop program documents compliant with International Atomic Energy Agency standards and the NQA-1 standard. These documents included ENEC’s Prime Contract Management and Oversight Requirements document, the Prime Contract Management and Oversight Process Description, the Prime Contract Communications Procedure and Prime Contract Instructions and Compensation Event Procedure. Developing the Summary of ENEC Policies which is required reading for the entire ENEC organization. This document summarizes the purpose, scope and applicability, and overall implementation approach for each of ENEC’s twenty two policies.
Technical Writing/Training Program Development – Co-developed a Department of Energy training package on Systems Engineering with subject matter experts. The Systems Engineering Training Package provides DOE program managers and project teams with a unified systems engineering approach, concepts, and tools for meeting mission goals and objectives.

Quality Program Development – Provided quality assurance expertise to Sandia’s Technical Area V (TA-V), which operates several Hazard Category 2 nuclear reactors, used for research and testing. Served as a member of TA-V’s Management Systems Team that developed a new TA-V standardized management system with an integrated quality framework. This new management system includes 1) a governance document describing management expectations for meeting requirements using an integrated, embedded quality system and a graded risk approach, the TA-V mission statement, and strategic goals and objectives; 2) policies for the TA-V mission, mission support, and facility operations areas; 3) diverse programs plans; and 4) implementing procedures. In addition, this system describes the flow down of all requirements through all areas of the organization and work activities, and includes a comprehensive assessment, assurance and quality improvement program.
NQA-1 - Worked with laboratory subject matter experts to develop NQA-1 compliant procedures and processes for nuclear facility operation; configuration management control; and document control.
Process Improvement/Reengineering – Served on a multi-disciplinary process improvement team tasked with improving the efficiency of the nuclear materials management life cycle process at TA-V. The team used Lean Six Sigma techniques to streamline this process. The team mapped the current process and applicable requirements; identified process bottlenecks, inefficiencies and gaps; defined an ideal state process; and developed a list of prioritized recommendations to improve work flow and effectiveness in meeting regulatory and customer requirements.

Quality Assurance - Managed the implementation of the NTC’s Quality Program, which includes compliance with Federal codes, rules and regulations, the NTC’s Quality Management Plan, Corrective Action Program, contractual requirements, corporate policies, plans and standard operating procedures. Served as regulatory specialist and quality liaison between Federal Regulatory agencies, senior management and NTC functional area managers.
Assessments/Audits - Conducted company-wide Environmental, Safety, Health and Quality Assurance (ESH&QA) assessments to ensure compliance with Federal codes, rules, and regulations, DOE directives; the DOE/NTC management contract; and with NTC policies, plans and standard operating procedures. These assessments included verification of compliance with the Worker Safety and Health Program, Firearms Safety Program, Fire Protection Program, Security and Safeguards Program, Course Revision Process, Training Program, Suspect/Counterfeit Item Control Program, Quality Management Program, Records Inventory Disposition Program and the Integrated Safety Management System.
Corrective Action Program – Created the Corrective Action Program Plan, performed root cause analyses, redesigned the CA Program database, tracked non-conformance items, validated closure of non-conformance items and facilitated the resolution of quality issues.
Business Reengineering/Process Improvement - Led a multi-disciplinary team of Senior Instructional Designers in streamlining the NTC’s core business process, known as the ISD process. Used brainstorming and statistical process control techniques to identify key areas for improvement and solutions to process bottlenecks.
Instructional Design – Worked with the Protective Force Department to develop Security Police Officer (SPO) I and II training courses on Protective Force techniques and tactics. Revised the Basic Armorer Course for DOE Armorers and the Live Fire Range Course for DOE Range Masters.

IT Quality Assurance - Served as a quality specialist for Great River Technology, a hardware manufacturer of customized PMC boards used in military video avionics systems. Produced quality assurance plans; process descriptions and flowcharts; and hardware design, safety and reliability, validation and verification, hardware configuration management control, design and acceptance test plans, as a part of the company’s ISO 9001:2000 registration process. Documented the hardware development life cycle, in compliance with AIRBUS and FAA certification requirements and design standards.
IT Strategic Business Planning – Developed a strategic business plan for Kemptah Incorporated, a Native American IT services firm that provides data centers and help desks for industry and government customers
IT Market Research - Researched commercial applications and markets for a pulse power system developed by ATK/Mission Research Corporation, for the U.S. Air Force’s Directed Energy Division. Developed a strategic business plan which included product development, commercialization, manufacturing and marketing costs for this pulse power system.
Instructional Design – Provided instructional design services to Sandia National Laboratories’ International Programs Center. Worked with technology subject matter experts to produce training materials for the DOE/International Atomic Energy Agency’s 2005 Training Course in Cooperative Monitoring (TCCM). Course topics included Environmental Monitoring Tools and Approaches; Border Monitoring; Nuclear Detection and Monitoring; Missile Monitoring; Radiation Detection and Nuclear Assay; Fissile Materials Control; Cooperative Biosurveilance; Sensor Technologies; Tamper-Indication Devices; Video Surveillance; Remote Sensing Technologies; and Unattended and Remote Monitoring Tools.
Proposal Development – Served as a proposal manager for Akal Security’s 2006 SAFETY Act application to the Department of Homeland Security. Akal Security is the nation’s fourth largest security services company, providing services to the U.S. Marshals Service, U.S. army installations and international embassies.

Assessments/Audits - Served as Project Manager for the 2003 Business Audit of the Shanghai New Horizons Computer Learning Center franchise. The Sandia President’s Quality Award is based on the National Baldridge Quality Criteria, which involve process, output/results and customer satisfaction metrics. Supervised the SBI team in documenting processes, paper flow, procedures and guidelines used in the SBI Program. Identified and implemented process improvements to improve the efficiency and effectiveness of the SBI Program.
