April 2008 to July 2009: Aiken Global Group and Kaya Associates, LLC, Fort Greely, Alaska. Resource Efficiency Manager and Installation Energy Manager for Fort Greely, a US Army installation located in the Alaskan interior of extreme climatic temperatures (+85 degrees to -60 degrees) and daylight (near total light in summer; near total dark in winter). Project Manager for all ECIP projects and energy conservation project construction. Developed all energy conservation projects and installation energy plan to improve energy conservation on the installation. Wrote DD Forms 1391 for Energy Conservation Investment Program (ECIP) projects and other MILCON projects. Total energy consumption reduced 4.7 percent overall during first year period and 14.3 percent in second year, with savings of over $831,624. Covered all aspects of the energy field, including consumer education and information, AEWRS reporting, project development, cost estimating and economic analysis (computation of savings). Saved over $832,000 in electrical consumption alone, and over $600,00 in other savings. Developed three ECIP projects and site surveys for twelve additional ECIP projects. Installation nominated for 2009 Secretary of Army Energy and Water Management Award for saving over $65,800 in water usage (over 30,000 gallons per year). An inspection in March 2009 by Headquarters, IMCOM Pacific, found no Findings, no Observations, and six Commendable Areas; HQ IMCOM Pacific rated Fort Greely as having the best energy program of all nine installations in the Region, despite being also the youngest energy program in the region (11 months in existence). June 2000 to March 2008: Installation Master Planner, Project Manager (Engineer) and Installation Energy Manager for Dugway Proving Ground, Utah. Designed and constructed projects ranging from $100,000 up to $77.0 million. Project Manager and Contracting Officers Representative (COR) on multi-million dollar projects under construction by the Corps of Engineers. Developed the Installation Master Plan and all DD Forms 1391 for all Major and Minor Military Construction Army (MCA and UMMCA) and all Energy Conservation Investment Program (ECIP) projects associated with making the plan happen. Project Manager for all Corps of Engineers (COE) MILCON and Minor MILCON Construction Projects (projects over $750,000 in cost; during the eight years I was at Dugway, we constructed 15 MILCON projects and designed 20 additional projects). Wrote the comprehensive Installation Design Guide (IDG), a single volume that guides designers and construction contractors on all elements of construction on Dugway. Wrote all NEPA documents (Environmental Assessments and Records of Environmental Consideration) in support of installation projects. Oversaw a reduction of 35 percent in energy consumption over three year period. Awarded the 2003 Federal Energy and Water Management Award and twice (2002 and 2006) received the Secretary of the Army Energy Management Award. March 1999 to May 2000: Project Design Engineer and Project Manager, Walter Reed Army Medical Center, Washington, DC. Responsible to design complex projects for construction and Project Manager to coordinate with staffs, contractors, etc. overseeing the actual construction. Oversaw the design and installation of central boiler plant in-stack emissions monitoring devices as part of Environmental air permits. Initiated project to remove biohazard waste incinerator (to convert to office space), to include environmental remediation and extensive permitting requirements. Managed projects, developed technical specifications, wrote permit applications to the state government. Project Manager for overseeing several Energy Performance Savings Contract (ESPC) modifications with contractor. Implemented ECIP projects to reduce energy consumption in hospital buildings. June 1994 to March 1999: Chief of Utilities and Energy Manager, 26th Area Support Group, Heidelberg, Germany. Supervised five military communities in Germany (Karlsruhe, Heidelberg, Darmstadt, Kaiserslautern, and Mannheim) for utility support and created projects to upgrade utility service to these communities. Negotiated with German government (local and national) for utility service and modifications to utility contracts, as well as base closures (partial closures and full closures). Awarded the 1998 DOE Federal Energy and Water Management Award for reducing energy significantly (over 30 percent) in the prior three years at five US Army installations. Established the first ECIP and FEMP projects ever in Europe (over 11 projects constructed in 3 years, in excess of $100 million annually). November 1988 to June 1994: Energy and Utilities Manager, Project Manager, Headquarters, US Army Europe and Seventh Army, Heidelberg, Germany. Managed energy program for HQs, USAREUR/7A, and supervised general and energy conservation projects at various installations. Oversaw all Utilities, and instituted a first ever trash sorting program for the US Army, providing guidance to 42 installations and five major commands, saving over $30 million annually by recycling trash. Directed the Long Range Utilities Plan in which installations developed long range plans and projects to improve utilities; this enabled the headquarters to improve fund distribution for annual repairs and maintenance. 1986 to 1988: Chief, Energy and Environmental Branch, Tobyhanna Army Depot, Pennsylvania. Supervised installation environmental program and 42 employees in development of coordinated energy and environmental efforts of industrial operations of a signal communications rebuild and manufacturing facility, employing over 5,000 workmen. Supervised RCRA operations and wrote RCRA Part B Application for Hazardous Waste Storage Facility. Reduced quantity of hazardous waste handled by installation by 90 percent in 18 months of operation, saving over $100,000 in hazardous waste disposal operations.
1981 to 1986: Facilities Engineer, Scranton Army Ammunition Plant. Supervised total engineering effort for a large caliber Ammunition (155mm and 8 inch artillery projectiles) manufacturing plant, including small engineering projects performed by local staff, construction contracts up to $300,000, and initial engineering designs and cost estimates for projects up to several million dollars.
1979 to 1981 Chief, Environmental Protection and Energy Branch, Tobyhanna Army Depot, Pennsylvania. Supervised 42 persons in environmental compliance and energy conservation of a 5000 person military installation in the Pocono Mountains of Pennsylvania. Oversaw all environmental activities including RCRA, NPDES, and Air Permits of a military manufacturing depot that manufactured radio and radar sets for the US Army, including a major plating shop and a number of other environmentally sensitive activities. Operated a RCRA Part B Hazardous Waste Collection Facility. Supervisor: Mr. James B. Scott.
1988 to 1999: Several part time jobs, principally as a US Army Reserve Officer on active duty (now retired), with major assignments as Operations Officer, Staff EOD Officer, Nuclear Weapons Maintenance Officer, and Headquarters, USAREUR Operations Officer. During this period I supervised a staff of 20-25 persons in G-3 Operations for General Officer level headquarters, including 21st Theater Army Area Command, V Corps and Deputy Chief of Staff, Operations, HQs, USAREUR. During the period from 1992-1996, I was an assistant editor and technical writer for the book set, "Encyclopedia of World War II in Europe", a comprehensive two volume set that covered the entire war in Europe; this book was written in spare hours after normal working time. Have briefed numerous high ranking officials and officers, including the King of Belgium, the Commander-in-Chief, US Army, Europe (GEN Crosby Saint), and Lieutenant General Augustus P. Pagonis, among several others.
