Senior Air Quality Engineer responsible for compliance and enforcement of Air Quality Permitting requirements with a specific focus on the inspection and monitoring of facilities in the Trona and Oil and Gas Production industries. Responsible for field inspections documenting operational compliance, report and recordkeeping reviews and updates, liaison with facilities regarding non-compliance issues and resolution. Utilize Access database for facility compliance monitoring and global positioning satellite (GPS) for small facility location. Evaluated and standardized all corporate environmental compliance monitoring, reporting and recordkeeping systems. Audited all OSHA and NFPA safety criteria with follow-up training/updating of health and safety programs, where necessary. Assisted with operational and financial due diligence of potential acquisitions and existing facility expansions. Supported proforma development for repowering projects; specifically contributed to site design criteria and layout, and equipment acquisition. Directed environmental violation response and managed litigation issues with Region II USEPA in New York, Massachusetts DEP and Florida DEP. Senior Project Manager/Environmental Engineer
Environmental, technical and financial project manager for several LFGTE projects throughout the United States. Duties included direct supervision of all work, budget preparation, and developing new clients in the landfill-gas-to-energy sector. Responsible for project development, management and technical direction of environmental projects in several states. Experience included state and federal Air Quality permitting, BACT analysis evaluation, regulatory negotiation, permit compliance assistance, preliminary Air Quality modeling, compliance emission testing. Permitted facilities include LFGTE facilities throughout the United States utilizing internal combustion engines, turbines, boilers and flares as well as medical care facilities and power plants.
Key Achievements:
 Responsible for Landfill Gas-to-Energy (LFGE) project design for internal combustion (IC) engines in North Carolina.
 Evaluated environmental permit and contractual conditions and implemented these into Operations and Maintenance (O&M) and Engineering, Procurement and Construction (EPC) contracts for Reliant Energy LGTE facilities.
 Developed and maintained an Operations and Maintenance (O&M) database for determination of monthly O&M payments for operation of landfill gas generation facilities.
 Provided strategic advice and environmental due diligence services in support of multi-site property transfers, mergers, and acquisitions.

Air Quality Engineer/Geological Engineer
Air Quality Engineer - Responsible for state and federal Air Quality permitting at numerous facilities in California, Minnesota, Missouri, North Dakota, South Dakota, Tennessee and Wisconsin. Permitted facilities include taconite plants, aggregate plants, bakery, boat manufacturing facility, grain handling facilities, a metal recycling facility, portable asphalt plants, chemical manufacturing facilities, and a medical care facility. Performed environmental audit for gold manufacturing facility.
Geological Engineer - Managed geotechnical fieldwork for a foundation stability study at a power plant as well as a hydrological study associated with the foundation stability study on a small hydropower dam.
Key Achievements:
 Audited landfill sites throughout Minnesota for collection /control system operations for MPCA.
 Completed numerous construction and Title V permits for 3M on schedule and within budget.
 Assisted in development of blood-borne pathogen waste-stream profile and waste optimization plan for Mayo Clinic.
 Developed chemical waste-stream profile for 3M and monitored waste shipment, coordination and documentation.

Air Quality Engineer/Water Resources Engineer 1991 to 1994
Air Quality - Responsible for permitting sources in accordance with federal and state standards. Duties included permit review, source inspection, compliance and enforcement. Regulatory contact for all medical waste incinerator facilities in South Dakota. Completed 1993 emission inventories and 1992 Air Toxics report for all applicable sources in South Dakota.
Water Resources Engineer – Responsible for inspecting state water permits for licensing and investigating water right complaints. Also, responsible for inspecting existing dams, including mainstream Missouri River dams with Corps of Engineers, throughout South Dakota. Supervised drilling of several observation wells as well as plugging of abandoned wells throughout state. Attended USEPA courses for Groundwater Investigations, Hazardous Materials Incident Response Operations, and an Irrigation and Groundwater Studies workshop.
