Challenged by the Defense Thread Reduction Agency (DTRA) to provide project management and engineering support in the execution of the Weapons of Mass Destruction Proliferation Prevention Initiative (WMDPPI) program. The scope required to dismantle and eliminate 104 SS-24 Missiles and 76 missile delivery systems in Russia and Ukraine. The task required to perform process validation studies for determination of required level of effort, modernization of plant infrastructure to accommodate reverse engineering of missile dismantlement, interface with local governing and project regulatory agencies.
Project Highlights ( Budget USD 200 million):
• Enforced stringent safety policy coupled with ERP and safely eliminated 104 long range missiles and 76 missile mobile launchers with zero time accidents. Developed highly skilled workforce in unpopular project environment.
• Fulfilled the DOE commitment to STRAT program by eliminating the missiles on time and significantly reduced the possibility of a nuclear thread by growing radical terrorist groups. Logged 10 million accident free EPC man hours
• Created cost and schedule estimates with minimum local market data availability and concluded successfully complex negotiations with local subcontractors keeping the project under budget.
