Experienced in all facets of Engineering and Project Management, business development, and marketing. With the Army Corps of Engineers, worked as a Construction Engineer and Manager, Project Engineer, and Logistician. Familiar with the F.A.R., government contracting, Corps of Engineers Operations, and OSHA. Extensive management, leadership, Planning and operations experience with diverse organizations with up to 640 personnel and 300 - 400 vehicles and pieces of heavy equipment. Civilian experience includes land planning and site design, Brownfields redevelopment, drainage, water and wastewater facilities, contract administration and management, inspection, engineering management, design review, cost estimating, scheduling, change order and claims resolution, procurement of construction services and materials, much of this in an urban environment. POSITION HISTORY AND ACCOMPLISHMENTS
ENGINEERING AND CONSTRUCTION
* Project Manager at Langan Engineering and Environmental Services responsible for supervising Staff Engineers and Assistant Project Managers, Client Relations, Problem solving, Project Management, Business Development. Involved and responsible for the design of land development projects to include residential, institutional and commercial developments to include Brownfields Redevelopment projects.
* Senior Engineer at Vogt Engineering, L.P. responsible for supervising CAD operators, Junior Engineers, and Field Inspectors. Involved in the design and construction of public and private land development projects, buildings, roads, drainage systems, other municipal and public works type projects, Business Development and Marketing.
* Construction Management (CM) Department Manager for United Engineers, Inc. Managed the start up of the CM Department, which grew to over twenty with revenues of over $1.0M in the first 18 months of operation. Responsible for all CM activities including Business Development; Marketing; Program and Project Management. Supervised: Project Engineers, Construction Managers, Inspectors and Administrative Staff. Selects and implements MIS, Communications and other systems. Coordinates with Clients and other "Stakeholders". Managed over $45M of large diameter waterline construction for the City of Houston, inspection services for an urban streetscape project, and utility inspection services.
* CM Division Manager for Infrastructure Associates, an Engineering Consulting Company located in Houston, Texas. PM/CM projects included an $8 Million project for the Port of Houston involving administration, vehicle management and maintenance facilities; cost estimating and change order negotiation services for the Federal Bureau of Prisons; Marketing and Business Development.* Area Manager responsible for management, contract administration and inspection of sanitary, storm sewer and water line construction and rehabilitation projects totaling over $40 Million, for the City of Houston. Supervision of up to 8 personnel, direct coordination with: various agencies to include wastewater operations, traffic; Houston METRO; Texas Water Development Board, local utility companies and other private firms. Coordinates and settles citizen complaints.
* Coordinated the relocation of existing utilities, public and private, for a new downtown baseball stadium. The work required close coordination with various private concerns and public agencies in the City of Houston during a very short time frame.
* In a 2 year period as a Project Engineer with the Corps of Engineers Kansas City District, completed over $7.0M of general construction, including Asbestos assessment and abatement. The work required extensive coordination with numerous agencies and occupants, to include community organizations. Over 7,000 housing units were renovated.
* Responsible for the planning and supervision of over $1.2M of construction in a 3 year period from 1981 to 1984. The work included Barracks, Dining Facilities, Tank Roads and Maintenance Roads.
CONTRACT ADMINISTRATION, PROCUREMENT AND PROCUREMENT OPERATIONS
* Established, implemented and maintained Procurement procedures to prevent or minimize risk from Environmental issues for Brown & Root, Inc. Included assessment of EPA and TNRCC requirements.
* Key player in the organization of a Government Procurement group for Brown & Root, Inc. Responsible for organization and operating procedures and systems.
* Key player in the development, implementation and maintenance of a company wide procurement system for Brown & Root, Inc., successfully meeting the requirements of the Federal CPSR program.
* Developed, implemented and maintained a system to educate personnel on Small Business Utilization, and to prepare and submit required reports for Brown & Root, Inc.
