Nuclear Criticality Safety (NCS) and Nondestructive Assay (NDA) of special nuclear material (SNM) have been the focus of my work experience. My NDA experience involved characterization and development of instrumentation utilizing radiation detectors, performing data analysis on drums containing TRU waste and monitoring and calibration of NDA equipment. Most recently, I worked at the Nevada Test Site (NTS) assisting with the development of the Nuclear Safety Program. This involved working with the DOE writing policies and operational procedures in accordance with DOE Orders and the ANS/ANSI Standards. I have 5 yrs of experience using MCNP (a 3-D Monte Carlo Transport Code). MCNP was used to calculate Criticality Safety keffâ€™s and Safety Indexes for arrays of highly enriched SNM components in storage at Sandia Labs. MCNP was also used to evaluate shielding criteria at the NTS and calculate dose rates for shipping casks and underground storage containers encapsulating LWR spent fuel assemblies proposed for storage in Yucca Mountain. I have several years of experience developing criticality safety evaluations and nuclear material safety limits using KENO for various plutonium processes at Rocky Flats (RF). I designed critically safe equipment used for draining high level sludge from large tanks in the Plutonium processing areas at RF. Throughout my career, I have managed my projects paying close attention to scheduled due dates and milestones and I have worked to maintain a strong liaison between my work and the needs of the customer. My work experience at RF was complemented with duties as an Authorized Classifier and UCNI Reviewing Official.

â€¢ Operated the segmented gamma scanner (SGS), assaying TRU and mixed TRU legacy waste. Responsible for daily performance testing, calibration, maintenance and troubleshooting of NDA hardware and software during operation of the SGS.
â€¢ Used gamma spectroscopy and Canberra software to evaluate the gamma spectra obtained from each drum in order to determine an assay. This data was compiled into Batch Data Reports (BDRâ€™s) that travel with each drum to the WIPP.
â€¢ Knowledge of the WIPP Waste Acceptance Criteria was a job requirement.
â€¢ Received a certificate of appreciation from Bechtel Nevada Operations for additional NDA of classified legacy waste and the on-schedule completion of the Legacy TRU Waste Characterization Project.

â€¢ Developed technical and computational reports addressing requirements for shielding, design, radiological dose modeling and dose assessment for workers during transfer of spent fuel assemblies from the transportation cask to the waste package at the Yucca Mountain Project (YMP).
â€¢ Used MCNP to model PWR and BWR waste packages and determine dose rates at different positions around the waste package.
â€¢ Developed the instrumentation logic for radiological monitoring of workers at the YMP in accordance with requirements set forth by 10CFR63 (63.9) and 10CFR71 (71.9), Employee Protection, in the surface and subsurface facilities.

â€¢ Evaluated the need for criticality safety alarms in the surface facility where dry operations involving spent fuel assemblies were proposed. Provided a liaison with venders such as BNFL and Cogema to assess the impact of performing burnup measurements of the assemblies prior to transfer to a hot cell environment.

â€¢ Supported the measurement control program as an Independent Technical Reviewer. Reviewed Batch Data Reports related to characterization of TRU waste at Rocky Flats targeted for shipment to the Waste Isolation Pilot Plant.
â€¢ Downloaded and evaluated isotopic data generated from Canberra acquisition systems that were set up in the plutonium processing areas at Rocky Flats.
â€¢ Knowledge of gamma spectroscopy, measurement control and quality assurance was necessary to complete this project.
â€¢ Received two letters of commendation from separate clients for review of an additional 150 Batch Data Reports that originally were not scheduled to be completed prior to the end of the fiscal year.

â€¢ Characterized and calibrated existing in-house portable gram estimators (Ludlum Model 12-12) purchased for gram estimation of nuclear material in waste packages bagged-out of gloveboxes in the plutonium processing areas.
â€¢ Provided support as the subject matter expert during development of the portable gram estimator operating procedure.
â€¢ Developed the training program and conducted training for performance testing the portable gram estimator by operators in the plutonium processing areas.
â€¢ Awarded a cost savings award for completion of this project on schedule.
â€¢ Characterized new NDA instrumentation; a Chamber Gram Estimator (CGE) that utilized plastic scintillation detectors on four sides of the chamber. Designed a menu driven program, in C Language, that operated the CGE.
â€¢ Designed calibration standards for 29 different IDCs (Item Description Code) that were used to benchmark the CGE.
â€¢ During the crisis of reported holdup of plutonium oxide in overhead ductwork in the processing areas, made hands-on measurements of plutonium oxide stagnated in the ductwork using columnated BiGeO4 detectors.
â€¢ Developed a remote stand-alone monitoring system that measured buildup of radioactive material deposited on large HEPA filters in building plenums.
